HomeMy WebLinkAbout013019692119 January 30, 1969 PECIAL EETING ALL TO ORDER URPOSE OF EETING Mr. Brock extended a welcome to those attending and expressed appreciation to the department heads for their cooperation. He stated the purpose of the meeting as: an opportunity to convey to the department heads the commissioners' programs and plans, the existing policies and the budgeting of funds. It was reported that the committees formed under the county manager form of government will continue to function. This includes spTial committees, such as; the Revaluation Committee, the Personnel Committee to study the Pay Plan and the continuation of the filing of reports as instituted under the manager system. It was also noted that all mail will be metered by the Auditor, except certain departments which are exempt. A special meeting of the Harnett County Board of Commissioners convened Thursday, January 30, 1969 at 3:45 p.m. in the conference room of the Board of Education Annex, Lillington, North Carolina. Those present were: Board members, Messrs. M. H. Brock, W. J. Cotton, Jr., C. E. McLamb, Gilbert Brown, D. P. Ray, Jr, and County Attorney, Gerald Arnold; Department Heads: C. R. Ammons, Agriculture; Mrs. Margaret Randall, Library; Norman F. Lewis, Jr., Civil Defense; Mrs. Jean M. Irvin, Veterans' Service; Miss M. Irene Lassiter, Health; Fletcher C. Hubbard, Welfare; Herbert D. Carson, Jr., Auditor; Mrs. Inez Harrington, Register of Deeds; William Smith, Mental Health; Wade H. Stewart, Sheriff's Department; Harold Upchurch, Custodian; Thomas Allen, Tax Supervisor; Dougald McRae, Board of Elections; Earl Jones, Tax Collector; Dr. N. E. Jones, Board of Education; Others: Bessie Moss; Charles Hamilton, Editor, Harnett County News. The meeting was called to order at 3:45 p.m. Mr. M. H. Brock, Chairman, Board of Commissioners, presiding. OLICIES ROGRAMS UDGET The programs and plans for the various departments were reviewed and future plans for upgrading the Pay Plan, the county facilities and additional services such as the Mental Health Clinic were dis- cussed. Mr. Brock praised the department heads for their fine cooperation and urged continued team effort and support. Mr. Herbert D. Carson, Jr., Auditor, presented the second quarter budget report and projected the financial affairs of the county for the remaining quarters of the fiscal year. A question and answer period followed in which Mr. Carson explained in detail some of the methods of allocation of funds.
