HomeMy WebLinkAbout12161968238 DECEMBER 16, 1968: SPECIAL MEETING The narnett County Board of Commissioners met in Special Session on Monday, December 16, 1968, at 1:00 P.M. in the Commissioners Room at the Courthouse in Lillington, attended as follows: Mr. M. H. Brock, Chairman; Mr. Gilbert Brown,Mr. W. J. Cotton,Jr. and Mr. C. E. McLamb, Commissioners; and "r. H. D. Carson,Jr. County Auditor and Clerk to the Board, Mr. 4erald Arnold, County Attorney. CALL TO ORDER The meeting was called to order by Mr. Brock, who presided. PURPOSE OF The purpose of the meeting was to decide on the calling of a MEETING school bond election in Harnett County, not to exceed ?5,000, 9x0.00. Mr. Brock read the following letter which contained a Resolution passed by the Harnett County Board of Education: HARNETT COUNTY SCHOOLS Office Superintendent Lillington, N.C. 275146 December 3, 1968 Mr. M. H Brock Chairman Harnett county board of Commissioners Lillington,North Carolina 27546 Dear Mr. Brock: The following resolution was passed by the Harnett County Board of Education in its November 11, 1968 meeting. The Board of Commissioners' urgent consideration is reauested. Whereas, it appears to the satisfaction of the Harnett Count Board of Education that for the proper conduct and maintenance of the public school system of the county, as required by law, it is necessary to expend certain sums, not in excess of 5,000,000.00, for the erection of needed school buildings, additions and renovations to existing school buildings, to purchase sites to be used by the public school system and to provide needed enuipment for said buildings; Whereas, it is the opinion of the said Harnett County Board of Education that for the prover improvement and development of the school system, that several of the high schools of the county should be consolidated to the end that a more balanced curriculu, . may be provided, ar well as opportunities in vocational and industrial training; Whereas, it is the opinion of the said Board of Education that said funds might be advantageously obtained by a countywide bond issue for said purposes in lieu of attempting to raise such a large sum by direct and immediate taxation during the ensuing fiscal year, or years; hhereas, it appears that a special election should be called for the purpose of submitting to the voters of Harnett County the question of issuing bonds in an amount not to exceed P5,900,000.0 Now, Therefore, Be It Resolved by the Harnett County Board of Education as Follows: Section 1. That the Harnett County Board of Commissioners be, and they are hereby, reauested to forthwith call an election of the voters of narnett County to the end that the question of issuing bonds of the Eounty in an amount not to exceed $5,000,00. be submitted to the voters for their approval or rejection at a special election to be held for that purpose. Section 2. It is hereby declared necessary for the proper maintenance, conduct and improvement of the public school system of Harnett County, as required by law,that a sum,not to exceed 15,000,000.00, be raised and expended to provide the necessary land, erection of necessary school buildings, additions and alterations to school buildings, and eouipment for same, in Harnett County. McLamb made a motion to delay action until a later date. The motion was seconded by Mr. Gilbert Brown and the motion carried. BANK CREDIT Mr. C. E. McLamb made the motion that the Tax Collector be authorized CARDS to accept in his discretion Bsnk Credit Cards for the payment of taxes, if there are no costs to the county. PURCHASE The Board authorized Mr. B. R. Sturgill to purchase an extra panel AUTHORIZATION and motor for the boiler in the Courthouse, to be kept on hand as spare parts. ADJOUNMENT There being no further business the meeting was adjourned at 3:00 P.M.
