DECEMBER 4, 1968:
JOINT The Harnett County Board of Commissioners met in Joint Session with
SESSION the Lee ounty Board of Commissioners on December 4, 1968, at 7:30 P.M.
(Lee County in the Conference Room of Lee County Hospital. Commissioners attending
Commissioner4from Harnett County were Mr. M. H. Brock, Mr. Gilbert Brown, Mr. W. J.
Cotton, Jr. and Mr. D. P. Ray.
Mr. C. E. McLamb was absent from this meeting.
The following Resolution was adopted:
RESOLUTION RESOLUTION OF LEE*HARNETT MENTAL HEALTH AUTHORITY

WHEREAS, the Boards of Commissioners of Lee County and Harnett
County did on February 29, 1968, by Agreement duly executed, create the
Lee - Harnett Mental Authority and authorized said Authority to execute
an Agreement with the State of North Carolina in accordance with the
North Carolina General Statute 122 -35.4;
AND WHEREAS, the Boards of Commissioners of Lee County and Harnett
County did, by Agreement duly executed on February 29,1968, create the
Lee- Harnett Mental Health Advisory Board;
AND WHEREAS, said Boards of Commissioners, sitting as the Lee - Harnett
Mental Health Authority now desire to change the name of the Advisory Board
and to set forth the duties and responsibilities of said Board;
NOW, be it resolved, by the Lee - Harnett Mental Health Authority, in
meeting duly convened on December 4, 1968, as follows:
(1) The Board created by the Agreement of February 29, 1968 shall
henceforth be known as The Board of Directors of the Lee - Harnett Mental
Health Center (herein called "Board"). The Board shall be the controlling
head of the Mental Health Program in Lee and Harnett Counties. In this
capacity, the Board shall elect a Chairman and a Vice - Chairman and shall:
(a) establish administrative, professional, personnel and operating
policies; (b) establish pay scales, professional fees and other compen-
sation within the State Mental health Authority Plan; (c) employ and dismis
personnel as reauirements dictate; (d) develop and submit the annual budget
to the Lee - Harnett Mental Health Authority; (e) establish control over
purchasing,financial matters and property accountability; (f) review
professional and administrative reports; (g) approve all expenditures
and make periodic reports to the Lee - Harnett Mental Health Authority;
(h) appoint a residential director in compliance with North Carolina Ste-tut
(i) employ a program director to perform the professional functions of the
two clinics. The director will report to and be responsible directly to
the Board and will perform under its jurisdiction and directives; (j) when
it is deemed desirable and appropriate, appoint a full -time administrator
who shall also serve as clerk to the Board. This administrator shall repor
directly to the Board andshall be responsible for such duties as may be
assigned to him; (k) perform any sxh other functions related to mental
health and may be assigned to it by the Lee - Harnett Mental Health Authority
(2) Each County will be responsible for the maintenance and upkeep
of the mental health facilities located in that County, but the annual
Mental Health Budget shall include an amount for such maintenance.
(3) The financial functions of the Lee - Harnett Mental Health
Authority will initially be the responsibility of Harnett County. The fund
will be handled by the Hprnett County Auditor who will be directly account-
able to the Board. Lee ' ounty will advance its prorata share of the expens
of the Program to the Harnett County Auditor on a quarterly basis. The
financial functions will rotate between Lee and Harnett Counties on a two
year basis or as otherwise agreed.
(4) The Board of Directors may appoint an Advisory Board to assist i
in solving Lee - Harnett Mental Health Problems if it so desires.
M. H. Brock, Howard G. Hodges, Leonidas Jackson, Alton Gray, an
Dr. Bruce Blackmon were appointed to serve as Directors of the Mental Healt
Authority for Harnett County.
