The Harnett County Board of Commissioner net in Regular Session on
Moiday, November 4, 1968. at 9:00 o'clock A.M., in the Commissioners Room
at the County Courthouse in Lillington, N. C., attended as follows:
Mr. M. H. Brock, Chairman; Mr. Gilbert Brown, Mr. W. J. Cotton, Mr. C. E.
McLamb and Mr. J. E. Womble Commissioners; also, Mr. Wiley F. Bowen,
County Attorney; Mr. H. G. Carson, Jr., Clerk to the Board and County
Auditor; and Mr. David Alexander, County Manager.
The meeting was called to order by Mr. Brock, who presided, and the
prayer was offered by Mr. J. E. Womble.
Minutes of the Regular Meeting held in October were read and approved.
1. Mr. Alexander read a letter from the School Board requesting the
Board to approve the transfer of $35,000 from current operating fund to
the capital outlay fund of the Board of Education. He then presented the
following Resolution to the Board:
BE IT RESOLVED, That the Board of County Commissioner do hereby
santion and direct that 435,000.00 be transferred from the current
operating fund to the capital outlay fund of the Board of Education
to defray unanticipated expenditures. the necessary actions will be
taken by the County Auditor and the appropriate school authorities.
Action: Commissioner Cotton made a motion that the Board adopt
the Resolution, seconded by Commissioner Brown and it carried.

Following is a
October 25, 1968
At the time the budgets were prepared for the fiscal
year 1968 -69 it was almost impossible to determine the amount
of funds needed in my budget for the Board of Elections. Due
to the requirements imposed by the State of North Carolina,
which is requiring extra help for a number of months this year,
our budget has already been expended. Since this work must be
completed I am asking the Board of County Commissioners to
amend my budget for the fiscal year 1968-69 by adding $7,500.00
to my present budget.

Action: Commissioner McLamb made a motion that the budget of
the Board of Elections be amended as requested. The motion was seconded
by Commissioner Cotton and it carried.
3. Mr. Alexander requested authority to over - obligate the Building
Maintenance Fund by $4,000 until such time as repayment could be made
from the Facilities Fund. He explained that the Facilities Fund had been
provided by the new court system and that with prior approval expenditures
could be charged to the fund before its creation.
Action: Mr. Womble made a motion that General Fund Mo-d.es in the
amount of 14,000.00 be allocated to the Building Maintenance Fund with
the proviso that such funds shall be returned to the General Fund at
a later date from the Facilities Fund. The motion was seconded by Mr.
Cotton and it carried.
4. Mr. Alexander stated that he had received bills from the
Whittenton Ambulance Service in the amount of 1044.00, and that after
carefully looking them over he m uld not recommend the payment of
$225.00 of the bills because they did not meet the criteria. He
recommended that the Board approve the payment of $119.00 of these bills.
Action: Mr. McLamb made a motion that the Board approve the payment
of '119.00 as recommended by Mr. Alexander, seconded by Mr. Womble and
it carried.

HARNETT 5. Mr. Alexander stated that on October 7 at a meeting of the county an
COUNTY municipal Fire Chiefs, along with certain visitors it was recommended
FIRE MARSHALL that Carl Lucas of Erwin be appointed the Harnett county Fire Marshall
at the next regular session of the Board of Commissioners. This
recommendation • was passed unanimously by those present at the meeting
on Oct. 7, he stated. He further stated that no salary would be paid
to the County Fire Marshall.
Action: Mr. W. J. Cotton made a motion that Carl Lucas of Erwin,
N. C. be appointed Harnett County Fire Marshall to serve at the pleasure
of the Board. No salary will be paid Mr. Lucas in the discharge of
his duties as County Fire Marshall. The motion was seconded by Mr.
J. H. Womble and it carried.
TAX REFUND 6. Mr. Tom Allen, Tax Supervisor, appeared before the B oard and
recommended that the following tax refund be approved:

double listed with 1 lot on Dooley St 175 X 150. Amt of refund
$18.70 less .09 discount allowed $ 18.61
Action: Mr. Cotton made a motion that this tax refund be approved,
seconded by Mr. McLamb and it carried.
7. Mr. Alexander stated to the Board that a Mr. Smith had been
hired by Dr. Mayberry as Mental Health Administrator for Harnett and Lee
Counties at a promised salary of $11,808.00 annually. It was the
understanding of the Board that the Administrator would not be hired
without the approval of the Commissioners. The Board had not been
apprised of any of the negotiations with Mr. Smith. Mr. Alexander
stated further that he, Mr. Brock and Dr. Dotterer had discussed the
salary for this position in a meeting some three weeks ago and that they
were in agreement that this position could b e classified as Grade 1,
Step 7, Health Administrator, at an annual salary of $9,732.00. Mr.
Smith was present at the Commissioners meeting, and the Board assured
him that this was no reflection on him whatsoever, but that it considere
the salary for this position in relation to other Directors or Adminis-
trators in county offices. Dr. Mayberry in discussing the situation
stated that the term Administrator did not fit the bill for t his
position, but since this was the only job description available Mr. Smit
was hired with this title. Dr. Mayberry explained that Mr. Smith would
be doing the administrative work but also work as a psychologist. He
further stated that Mr. Smith had obtained his Master's Degree in psycho
logy and is working on his Doctor's Degree. Dr. Mayberry also stated
that the hiring of Mr. Smith had been approved by the Advisory Board, an
that it was his assumption and that of the Advisory Boards that the hiri
was up to the State Director of '"rental health.
Action: The Board authorized Mr. Brock to meet with Dr. Dotterer and
reach some agreement. Mr. Brock stated that he would meet with Dr.
Dotterer within the next few days.
