A special meeting of the Harnett County Board of Commissioners convened
on Wednesday, July 17, 1968 at 7:30 p.m. in the Commissioners' Room in the
Courthouse, Lillington, North Carolina. Those present were: Messrs. M. H.
Brock, W. J. Cotton, Jr., Gilbert Brown, J. E. Womble, Wiley Bowen, Frank
Lewis, Herbert Carson and David W. Alexander.
Absent: C. E. Mclamb, Commissioner
The following items were bought before the Board:
1. Mr. Tom Osteen of J. J. Croft Architect, Asheboro, North Carolina
reported to the Board on the proposed county office building. Mr. Osteen
aesented copies of the building plan and a three quarter front view
"artist conception ". Subsequent to this report, It. Wiley Bowen, County
Attorney, discussed the legal aspects and restrictions pertaining to the
building project. The Commissioners instructed the County Manager and
other staff members to visit Mr. W. E. Easterling of the Local Government
Commission as soon as practicable to discuss the matter.
2. Upon a motion by Mr. W. J. Cotton, Jr., seconded by Mr. Gilbert
Brown, the following resolutions were adopted:

3, The Board considered the bid of the National Cash Register Company
for a cash register to be used tthe courthouse.
Board action: It was decided to hold this matter in abeyance until
the next budget year.
1. Resolution #005 -69 relative to the patrolling of the courthouse
square was unanimously adopted upon a motion by Mr. Gilbert Brown, seconded
by Mr. J. E. Womble.
WHEREAS, the Courthouse Square is located within the boundaries of the
Town of Lillington, and
WHEREAS, a police patroll to enforce parking regulations and to provide
other measures of control and security should be established, and
WHEREAS, the Town of Lillington has a competent and effective police
patrol and is equipped to patrol the Courthouse Square; therefore
BE IT RESOLVED, That the Mayor and the Town Council are empowered to
assume the responsibility for patrolling the alleyway and parking lot
located in the Courthouse Square and providing general security for the area.
Further, it is stipulated that the authority of the Town of Lillington to
undertake and carry out the provisions of this Resolution is confirmed and
made a matter of record and it shall continue in force until set aside by
this Board.
The Board instructed the County Manager to present a copy of the above
Resolution to the Mayor.
5. No firm action was taken by the group of ambulance operators and
funeral directort at the meeting held on Tuesdayy, July 16, 1968. Mr. Frank
Lewis was instructed by the Board to continue his efforts to arrive at a
uniform position among the group.
6. Upon a motion by Mr. W. J.Cotton, Jr., seconded by Mr. J. E. Womble
and unanimously carried, the following motion was duly adopted:
"That the Board of Commissioners appropriate $18,000.00 to purchase
approximately a three (3) acre tract of land for the purpose of
constructing the Harnett County Mental Health Center."
7. A joint meeting of the Lee County Hospital Board and the Lee - Harnett
Mental Health Group was held on Tuesday, July 16, 1968. Mr. David W. Alexander
informed the Board of the adoption of certain provist ns stipulated by the
Department of Health, Education and Welfare from the regional office at
Charlottesville, Virginia, in a letter of June 28, 1968. These matters are of
a medical nature and have no real bearing on the Harnett County Mental Health
Activities.

8. Mr. Frank Lewis reported the progress on the establishment of sanitary
dumps. Facilities have been established in three areas of the county and others
are under consideration.
AIR CONDITIONING 9. The commissioners were apprised of the condition of the air conditioning
UNIT REPAIR unit in the Superior Courtroom. A bid of King Roofing and Manufacturing Company
of $2824.00 for replacement of defective Farts and reengineering was made. No
action was taken by the Board; however, the manager was directed to consult further
with King Roofing in this matter. He was also instructed to proceed with the overall
air conditioning engineering evaluation throughout the courthouse.
ID. The Board was informed of efforts of the County Manager to have the
Harnett County School Board adopt the sane 40 hour workweek as the county
employees. He was instructed to continue his efforts in this regard.
11. It was brought to the attention of theB card that seven (7) people in
the Wlelfare Department are scheduled to receive a second monthly pay increase
during the current fiscal year effective on January 1, 1969. In addition, two
(2) personnel are scheduled to receive a first pay increase for the current
fiscal year on January 1, 1969. The Board was not made aware of these irregular
pay increases during its budget deliberations. Therefore, the Board is unable
to sanction those actions involving a second increase during the current fiscal
year. The provisions of the newly adopted Personnel plan will apply.
BUDGET 12. Upon a motion by Mr. J. E. Womble, seconded by Mr. Gilbert Brown, the
1969 1969 budget was amended to include a sum in the amount of $600.00 for the payment
of ambulance service for welfare patients.

It was noted that this is the approximate amount of money left over in the
previous year budget for ambulance service.
The Board of Commissioners regular meeting will be on Monday, August 5, 1968,
at 9i00 A.M. Lunch will be at the County Library.
There being no further business, the meeting adjourned at 9:30 p.m.
