WOMBLE MADE THE MOTION, SECONDED BY GILBERT BROWN, AND UNANIMOUSLY CARRIED, THAT MRS. VELMA S. EDWARDS BE RETAINED IN HER OFFICE AS ASSISTANT REGISTER OF DEEDS FOR THE COMING FISCAL YEAR 1968 -69. ATTENDED AS FOLLOWS: M. H. BROCK, CHAIRMAN, COMMISSIONERS W. J. COTTON, JR., J. E. WOMBLE, GILBERT BROWN, C. E. MCLAMB, H. D. CARSON, JR., COUNTY AUDITOR AND CLERK TO THE BOARD, WILEY F. BOWEN, COUNTY ATTORNEY. THE MEETING WAS CALLED TO ORDER BY MR. BROCK, WHO PRESIDED. ITEM 1. MR. CASEY FOWLER, CHAIRMAN OF THE HARNETT COUNTY PLANNING BOARD AND MR. HOWARD ATKINS APPEARED BEFORE THE BOARD TO REQUEST AN APPROPRIATION OF $5,000.00 IN THE NEXT FISCAL YEAR FOR THE PURPOSE OF HAVING A FEASIBILITY STUDY MADE OF THE CAPE FEAR RIVER AREA. MR. MOORE, OF MOORE, GARDNER AND ASSOCIATES, EXPLAINED THE MEANING AND PURPOSE OF A FEASIBILITY STUDY. HE STATED THAT THIS PROJECT WOULD NOT BE FINANCED BY THE FEDERAL GOVERNMENT. FUNDS FOR THIS STUDY WOULD HAVE TO BE PROVIDED BY THE COUNTY. ITEM 2. THE MENTAL HEALTH BUDGET WAS PRESENTED BY DR. MAYBERRY. DR. MAYBERRY DISCUSSED THE BUDGET IN DETAIL AND TOLD THE BOARD OF THE DIFFICULTY IN HIRING OR OBTAINING QUALIFIED PERSONNEL. H. D. CARSON, JR., COUNTY AUDITOR, STATED THAT THE SALARY WHICH WAS SET UP FOR MRS. PEGGY W. HOPE WAS THE HIGHEST STEP ALLOWED BY THE STATE PERSONNEL PAY PLAN UNDER THIS CLASSIFICATION. HE ALSO ADVISED THE BOARD THAT SEVERAL OF THE SALARIES WERE NOT ACCORDING TO THE SAID PAY PLAN. THE CORRECT CLASSIFICATION AND PAY WAS TO BE STRAIGHTENED OUT AS SOON AS POSSIBLE. �.t 7 ITEM 3. RESOLVED: THAT A PROJECT TO PROVIDE A MENTAL HEALTH CENTER AT BUIES CREEK COMPRISING A BUILDING OF APPROXIMATELY 8,500 SQUARE FEET FOR OUTPATIENT AND DAY CARE SERVICES IN ACCORDANCE WITH ARCHITECTURAL PLANS SUBMITTED AS A COMPONENT OF A COMBINED LEE - HARNETT MENTAL HEALTH PROGRAM BE AND IS HEREBY APPROVED; PARTICIPATION IN THE PROJECT IS AS FOLLOWS: FEDERAL SHARE STATE SHARE HARNETT COUNTY SHARE $ 125,426 CMENTAL HEALTH CENTERS) 46,529 CMENTAL HEALTH CENTERS) 30,345 TOTAL CosT $ 202,300 (FOR PARTICIPATION) 2. RESOLVED: THAT DAVID W. ALEXANDER, COUNTY MANAGER, LILLINGTON, NORTH CAROLINA, IS HEREBY APPOINTED OFFICIAL SPOKESMAN TO REPRESENT HARNETT COUNTY AND THE LEE - HARNETT MENTAL HEALTH AUTHORITY AND IS AUTHORIZED TO SIGN ALL DOCUMENTS AND CORRESPONDENCE REQUIRED IN DEVELOPING THE MENTAL HEALTH CENTER PROJECT. 4. RESOLVED: THAT H. D. CARSON, JR., AUDITOR, LI.LLINGTON, NORTH CAROLINA, IS HEREBY APPOINTED TREASURER TO HANDLE ALL FUNDS IN CONNECTION WITH THE HARNETT COUNTY COMMUNITY MENTAL HEALTH CENTER PROJECT. 5. RESOLVED: THAT THE HARNETT COUNTY COMMUNITY MENTAL HEALTH CENTER SITE AT BUIES CREEK, NORTH CAROLINA., IS HEREBY DEDICATED FOR THE EXCLUSIVE USE AS A MENTAL HEALTH CENTER AND OTHER SUCH DIRECTLY RELATED MEDICAL PROGRAMS THAT MAY BE ELIGIBLE FOR FEDERAL AND STATE GRANTS. WOMBLE, BE IT RESOLVED: RESOLVED, THAT IT IS THE OPINION OF THE BOARD THAT THE BEST INTEREST OF THE PEOPLE WILL BE SERVED BY THE APPROVAL OF THE PETITION SUBMITTED ON THE 6TH DAY OF NOVEMBER, 1967, BY CAMPBELL COLLEGE FOR THE ABANDONMENT OF SECONDARY ROAD #1524 BETWEEN #1532 AND SR #1573 AT BUIES CREEK, HARNETT COUNTY;, THEREFORE, SAID PETITION IS HEREBY ADOPTED AND APPROVED, AND THE PREVIOUS ACTION OF THE BOARD PERTAINING TO THIS PETITION IS HEREBY RATIFIED AND REAFFIRMED.
