April 1, 1968
The Harnett County Board of Commissioners met in Regular Session on April; 1968, at 10:00 o'clock
a.m. at the County Courthouse in Lillington, N. C., attended as follows: M. H. Brock, Chairman of the
Board; Gilbert Brown, W. J. Cotton, Jr., C. E. Mclamb and J. E. Womble, Commissioners; H. D. Carson, Jr.,
Clerk of the Board and County Auditor; Wiley F. Bowen, County Attorney; and Mildred Dobbins, Recording
Secretary.
The meeting was called to order by Mr. Brock, the Chairman, and Mr. J. E. Womble lead in prayer,
after which the following business was transacted:
Item 1. Minutes of the meeting held in March, 1968, were read and approved.
Item 2. Mr. Thomas Allen appeared before the Board and requested the Board to approve the following
tax refunds:
(a) Payee: Garland Avery Route 3 Dunn, N.C.
Grove Township
Refund on Erwin fire tax charged in error on 2 lots located in the Town
of Coats for the year 1967. Amount of refund $1.59
(b) Payee: David Wallace, Jr. Route 2 Angier, N. C.
B.R. Township 1967 Refund
Refund on Black River Fire Tax Assessed Value $17,248. $ 17.25
Commissioner Cotton made a motion that these refunds be approved, seconded by Commissioner
Mclamb, and the motion carried.
Item 3. Mr. Allen also requested the Board to set up Board of Equalization and Review and
suggested the following dates for this Board: April 22, 1968, May 8, 1968 and May 13, 1968.
Commissioner Cotton made a motion that the Board approve these dates for said Board, seconded
by Commissioner Brown, and the motion carried.
Item 4. Mr. E. Marshall Woodall, Tax and Welfare Lien Attorney, appeared before the Board and

Item 5. Mr. Earl Jones, Tax Collector, appeared before the Board and filed his report which
was adopted.
Item 6. At the request of Mr. Jones, Tax Collector, and upon motion of Mr. J. E. Womble and
second by Gilbert Brown, the Board adopted the following resolution:
Be it resolved that the sale of tax liens on real property for failure
to pay taxes be held on the first Monday in May, 1968, between the hours
of 10:00 A.M. and 2:00 P.M. in the Courthouse in Lillington, N. C., and
the Tax Collector is hereby AUTHORIZED and ORDERED to conduct said sale
pursuant to G.S. 105 -387.
Item 7. Mr. David W. Alexander, Director, Harett Agri- Business Development Commission and
presented the following report:
HARNETT AGRI - BUSINESS DEVELOPMENT COMMISSION
REPORT TO CHAIRMAN COUNTY COMMISSIONERS
Second Quarter FY 168
January 1, 1968 to March 31, 1968
1. General
As presently constituted, the economy of the United States is not conducive to accelerated
development. In fact, we may experience a period in which economic development is retarded due to
a number of factors. The major deterrents to development are: (1) scarcity of money in the mortgage
market, (2) high interest rates, (3) lack of confidence in the stability of the dollar, and (4) the
prospoect of higher taxes, as well as fear of a freeze on wages and prices. Economic progress will be
registered only if we establish and carry out sound fiscal and monetary policies over The near and
long term future.
2. Programs

META training programs are now being conducted in the following fields: service station mechanic,
carpentry, plumbing, electrical, bricklaying and stenographer. Some of these courses need more
participants -- notably carpentry and bricklaying.
A new approach to adult education is being undertaken in several locations within the county.
The Adult Basic Education Committee has made arrangements through the Central Carolina Technical
Institute to conduct basic training wherever it will be effective. At present, courses are being
started at Norrington, at Harnett High and at the Education Center (Maple Grove). Sane 80 -100 people
are involved. It is hoped that other areas will take part in this very worthwhile program.
3. Prospects
The industry mentioned inthe December 31, 1967 report appears to be very interested in Lillington.
A visit to their Wisconsin headquarters brought forth a favorable response from their management team.
It is anticipated that some firm decisions will be made early in April.
4. Lawrence Texturing Corp.
An enviable record of progress and accomplishment has been established with this company. Precisely
four months from the date of their first visit to Lillington (October 19, 1967) by management officials,
the first production came off their machines (February 19, 1968). Lillington Industry Promotion, Inc.,
the Lillington Town Council, Eskridge and Long Construction Company, and the Board of County Commissioner
should be applauded for teamwork and cooperation in shaping this project,
5. Conclusion
The outlook for industrial development and economic activity during the remainder of the fiscal year
will probably be in a low key. In the meantime, the Harnett Agri - Business Development Commission will
endeavor to intensify its contact program and to concentrate its efforts in providing an atmosphere of
industrial cooperation and understanding in the various communities.

Item 8. Mr. David W. Alexander presented the following Resolution which was unanimously adopted by
the Board of Commissioners:
WHEREAS, the LAWRENCE TEXTURING CORP. has established an operation location in
Lillington, North Carolina, and
WHEREAS, the plant was in operation within 120 days from the time of initial
contact with the management officials of LAWRENCE TEXTURING CORP., AND
WHEREAS, the Town of Lillington, its municipal officials and its citizens
banded together in making this project a reality, and
WHEREAS, the Lillington Promotion, Inc. established the organizational
framework for the project, and
WHEREAS, the First National Bank of Eastern North Carolina and the Small
Business Administration did provide the necessary financing, and
WHEREAS, the Eskridge and Long Construction Company did design, construct
and deliver the industrial building on schedule despite inclement weather and other
factors of an unfavorable nature,
BE IT THEREFORE RESOLVED, THAT the Board of County Commissioners and the
people of Harnett County do hereby take cognizance of the initiative, cooperation
and constructive efforts made in behalf of the LAWRENCE TEXTURING CORP. and
congratulates those individuals, organizations and institutions which were instru-
mental in bringing the project to a successful conclusion and thereby materially
aiding the economic growth of Harnett County.
Item 9. Mr. Frank Lewis, Assistant Civil Defense Director, appeared before the Board and
requested that his office be authorized to go into the different county offices and obtain information
relative to the cost and service of all communication facilities.
Upon motion of Commissioner Cotton and second of Commissioner Brown the following Resolution
was adopted by the Board:
Be it Resolved that the office of Civil Defense be authorized to
make a comprehensive study of the telephone, radio, and other
communication facilities within the county government.
Item 10. Mr. Ray Adcock appeared before the Board on behalf of the Lillington Rescue Squad
and stated that this Rescue Squad was duly organized and chartered and requested that the Board
approve a donation to the Rescue Squad in the amount of $500.00 as had been done for both the
Erwin and Dunn Rescue Squads.
Commissioner Cotton made a motion that the Board approve the donation of $500.00 to the Lillington
Rescue Squad, seconded by Commisioner Womble, and the motion carried.

Item 11. . Harold Upchurch, custodian of the courthouse, appeared before the Board, and upon
being questio& by the Board as to why the United States Flag was not properly displayed at the courthous
he informed tiie Board that the three flags that were there were in such ragged condition it looked
better not to fly them.
Commissioner Cotton made a motion that a U. S. Flag and N. C. State Flag be purchased for the
courthouse, seconded by Commissioner McLamb and it carried.
Item 12. Mr. Wiley Bowen, County Attorney, appeared before the Board and stated that there had
been a question of whether or not the Board had the authority to enter a long term contract. He cited
G.S. 153 -2.1, and stated that, in his opinion, the Board did have this authority.
Item 13. Mr. Bowen stated that the law provides that revenue stamps be placed on deeds by the
grantor at the rate of $1.00 per thousand dollars of the value or consideration of the property. The
law provides further that upon demand by county, if not paid in thirty days, county can sue for recovery
He stated that this was a source of revenue for the county, and he could see no reason why any deed
should be recorded without these stamps. He had a copy of the law which he instructed Mr. H. D. Carson
to deliver to the Register of Deeds.
Item 14. Mr. H. D. Carson appeared before the Board and stated that the Board had previously
authorized the purchase of a machine to be used in lieu of the revenue stamps on deeds. He stated
that a contract had been entered into for this machine and at the time he was not aware that there
was also a rental fee of $240 and a maintenance contract for $63.00 annually. The Board felt that
this machine would be better to use than placing these stamps, sometimes a large number, on the deed.
Mr. Carson was instructed to send check for the machine.
Item 15. Mr. H. D. Carson, Jr., Clerk of the Board, filed the following reports with the

Item 16. The following road petitions were presented to the Board:
1. By Commissioner Womble: Shore Lake Drive, 3/10 mile, five residents. Petition
for Highway Commission to take over and maintain Secondary Road which is a
connecting road.
2. By Commissioner Brown: Road 1248 in Upper Little River Township, 4/10 mile.
Petition for Highway Commission to grade private road and add as extension of
1248.
Commissioner Womble made a motion that these two requests be approved by the Board,
seconded by Commissioner Brown and the motion carried.
The Meeting was recessed at 11 :45 for lunch to reconvene at 1:30
The meeting was called back to order at 1:30 P.M. by the Chairman, Mr. Brock.
Item 17. Dr. Jones, Asst. Superintendent of Education, appeared before the Board on behalf of
the Board of Education and presented the Board of Education's Proposal to construct a consolidated
school for Angier, Hulas Creek and Lafayette. Included in this proposa] was a site which had been
approved by the Board of Education, Division of School Planning, N.C. Dept, of Public Instruction;
Sanitation and Sewage Division, N. C. Dept. of Health; Traffic Division, N. C. Public Highway Commission
and Leslie N. Boney, Architect (for site and building foundation). This site is made up of approximatel;
55 acres of land on which options to purchase had been obtained. The total cost of this site would
be approximately $55,400.00. Dr. Jones stated that the owners of this property had agreed to a plan
of financing over a period of ten years. Mr. Bowen, County Attorney, pointed out that a school building
could not be constructed on property under mortgage.
Cotton
Commissioner /recommended that the Board adopt the proposal of the Harnett County Board of
Education to construct one consolidated school. The motion died for lack of second.
Item 18. Mr. Brock stated that Mr. Ken Black, Dog Warden, was unable to attend the meeting as he
had planned, but had asked him to discuss with the Board the problem of getting dogs to Duke University.
It was stated that the county had recieved approximately $500.00 from the University last year for these
dogs. Until recently the University had nicked these dogs up here, but now they would have to be taken
to Smithfield on Thursday of each week. Mr. Black's alloted mileage would probably not be sufficient
to travel these extra miles to Smithfield. The Board agreed to permit Mr. Black to carry the dogs
to Smithfield until time for the new budget at which time the situation would be evaluated.
The meeting adjourned at 2:05 P.M.
