HomeMy WebLinkAbout1016196776 The Board of Commissioners of Harnett County met in a Special Called Meeting at the County Courthouse in Lillington, N. C., on Monday Evening, October 16, 1967 at 7:30 P.M., attendd as follows: Chairman M. H. Brock, Commissioners W. J. Cotton, Jr., Gilbert Brown, C. E. McLamb, and J. E. Womble; County Attorney, Wiley F. Bowen; Clerk of Board, Herbert Carson; and Recording Secretary, Mildred Dobbins. The meeting was called to order by Mr. Brock who stated the purpose of this meeting was to consider a petition by William Delmas Whittenton, Dunn -Erwin Ambulance Service, to grant a franchise toprovide ambulance service, and to consider a proposal to convert the Bunnlevel school into a facility for the County Welfare Department. Mr. Brock directed that the following letters be entered in the minutes, letter of Resignation of Mrs. Inez Harrington, letter accepting her resignation, and letter of new appointtnts: October 3, 1967 Mr. M. Dear Jack: Please accept this letter as my request to be relieved as ex officio clerk of the Boardof Commissioners of Harnett County as of this date. I have enjoyed serving Harnett County as clerk to the Board of Commnissioners for many years and it has been a pleasure to work with the many fine members during these years. I am grateful to you for courtesies and kind considerations which you have given to me during your term of office, and if at any time I can help you, please allow me to do so. BROCK PRESENTED THE FOLLOWING PROPOSAL FOR TIE BOARD S CONSIDERATION: I WOULD PROPOSE TO THE BOARD THAT YOU CONSIDER THE POSSIBILITY OF MOVING THE HARNETT COUNTY WELFARE DEPARTMENT TO BUNNLEVEL. AFTER TALKING WITH OUR ATTORNEY, MR. WILEY BOWEN, AND MR. FLETCHER HUBBARD, WELFARE DIRECTOR, AND OTHER PEOPLE. I AM OF THE OPINION THAT THIS WOULD BE A SOUND MOVE FOR THE CITIZENS OF THIS COUNTY. HAVING TALKED WITH MR. GtAY, SUPERINTENDENT OF SCHOOLS, I HAVE BEEN ASSURED THAT WE CAN OBTAIN THE BUNNLEVEL SCHOOL BUILDING FOR THIS PURPOSE. I HAVE VISITED WITH MR. HUBBARD AND WE BELIEVE THE BUILDING CAN BE CONVERTED INTO A WELFARE FACILITY FOR A REASONABLE COST. THE BUILDING THAT NOW HOUI'S THE WELFARE DEPARTMENT IS IN VERY POOR CONDITION AND IS NO LONGER SUITABLE FOR A WELFARE DEPARTMENT. 79 IT IS NOT NECESSARY FOR A WELFARE DEPARTMENT TO BE LOCATED NEAR THE COURTHOUSE ANY LONGER. I HAVE VISITED SEVERAL DEPARTMENTS THAT ARE NOT NEAR THE COURTHOUSE. SAMPSON COUNTY IS NOW BUILDING A WELFARE DEPARTMENT OUTSIDE OF CL INTON. I ALSO FEEL THAT WE WO ULD BE SAVING TIE COUNTY A LOT OF MONEY BY UTILIZING THIS BUILDING INSTEAD OF LETTING IT DETERIORATE. THE DEPARTMENT TELEPHONE SERVICE WOULD NOT BE LONG DISTANCE TO LILLINGTON. BUNNLEVEL IS NEAR THE CENTER OF POPULATION. (DUNN AND ERWIN AND WESTERN PART OF COUNTY. I FEEL, THIS WOULD NOT CAUSE ANYONE ANY INCONVENIENCE IN GETTING TO THE DEPARTMENT. I ALSO FEEL THAT THIS WOULD DO A GREAT DEAL FOR THE COMUNI TY OF BUNNLEVEL I PROPOSE THAT THE BUILDING COMMITTEE AND WELFARE DIRECTOR INVESTIGATE THE COST AND REPORT THEIR - FINDING TO THE BOARD AS SOON AS POSSIBLE. DURING DISCUSSION OF THIS PROPOSAL MR. BROCK STATED THAT SOMETHING WAS GOING TO HAVE TO BE DONE RIGHT AWAY SINCE THE CITY OF L ILL, ING TON 'HAD ONLY CONSENTED TO LET THE WELFARE DEPARTMENT REMAIN IN ITS PRESENT LOCATION FOR EIGHTEEN MONTHS. HE FURTHER STATED THAT THE L ILL, INGTON CITY ATTORNEY HAD RECENTLY CALLED THIS TO HIS ATTENTION. AFTER DISCUSSION, IT WAS THE CONSENSUS OF THE BOARD THAT THE BUILDING AND GROUNDS COMMITTEE ALONG WITH MR. HUBBARD INVESTIGATE THE FEASIBILITY OF MOVING THE WELFARE DEPARTMENT TO BUNNLEVEL SCHOOL, AND GET AN ESTIMATE OF THE COSTS OF CONVERTING THE SCHOOL INTO A FACILITY FOR THE WELFARE DEPARTMENT. H. Brock, Chairman of the Board; Commissioners Gilbert Brown, W. J. Cotton, Jr., C. E. McLamb and J. E. Womble; Willey F. Bowen, County Attorney; Herbert Carson, County Auditor and Clerk of the Board of Commissioners; and Mildred Dobbins, Recording Secretary. Mr. Brock called the meeting to order and lead in prayer. Item 1. Minutes of the Regular Meeting held in October were read by the Recording Secretary and approved. Item 2. Mayor Randall and Dave Alexander of the Agri - Business Commission appeared before the Board to request that the County participate in the installation of an 8" water line to a new industry which is to be located near Lillington. They explained that this company, Lawrence Texturing Corporation, is a new company, and will initially employee some 35 people and eventially 80 to 90, and this will be an $800,000 operation which will give the county some five to six thousand dollars in taxes annually. They had outlined on a map where the line would be located and pointed out that the county could collect tap fees from anyone else who might wish to connect to this water line. The Board of Commissioners was requested to furnish the'material and the Town of Lillington would furnish the labor. They estimated that the cost of the materials would be approximately $15,300.00. Mr. Brock explained to these gentlemen that the Board was committed to the Holiday Inn Project and since there was nothing in the budget for water lines, any funds for a water linew uld have to come from the General Fund. He stated that he felt the Board would want to participate in this project, but they must check with the Auditor and see what this would do to the budget, and that the Board would give further consideration to this request after lunch. Item 3. Mr. P.
