Commissioner Brock called the meeting to order and presided.
Commissioner Womble offered the invocation.
Minutes of the May meetings were read and after due corrections the Minutes
were approved.
The following reports from the county officials were approved and filed as

Mr. Messer appeared before theBoard and discussed the ambulance service and
the problems.
County Attorney, Wiley Bowen discussed the recent bill BB # 159 which was
enacted into law and advised Mr. Messer that he could secure an Attorney to
represent the group and present a petition for a public hearing on the matter.
Ken Black, Dog Warden, appeared and discussed the inadequacy of the salary
and travel fund for the offine and requested more travel fund to be used in his
travel over the county.
Commissioner Cotton moved, seconded by Commissioner Brown, that the salary
add travel fund remain as set up in the budget for Dog Warden.
Motion carried
W. Earl Jones, Tax Collector, appeared before the Board and gave a detailed
report of tax collections as of June 30th. 1967.
Colonel David Alexander, Director of Harnett Agri - Business Commission, appeared
before the Board and discussed development in Harnett County and problems con-
cerning the developments in the county and gave an annual report of his work from
July 1st. 1966 to July 1st. 1967. He urged that all efforts be made in the passing
of the School Bond Election pointing out the importance of the schools in the
Industrial Development in the county.
Vernon Porter, Consultant Economic Opportunity Program, gave a report of the
programs under his directions and joined Col. Alexander in his request for efforts
in the school bond referendum.
Frank Lewis, Director of Civil Defense, discussed the signing of the garbage
deposal sites and final plans for the operation of disposal pits in the county.
The Following Road Petition was approved:
1. To be maintained by the N. C. State system that road in Duke
Township leading from Highway # 82 to Highway # 1750 a distance
of 1 /10 miles.

Marshall Woodall, Welfare Tax Lien Attorney, appeared before the Board and

I Hereby Certify, that the Chairman of Commissioners of Harnett County
of North Carolina, organized and existing under and pursuant to the law of
North Carolina
I Further Certify, that at a regular meeting of the Board of Commissioners
of said corporation, duly called and held at Lillington on the 15 day of
May, 1967, and at which a quorum was present and acting throughout, the following
resolutions were duly adopted and are now in full force and effect.
RESOLVED that SOUTHERN NATIONAL BANK, Lillington, N. C. be and is hereby
designated as a depositary of the funds of this corporation, and that the said
funds be subject to withdrawal upon checks, notes, drafts, bills of exchange,
acceptance, undertakings or other orders for the payment of money when signed
in the following manner.

RESOLVED that said SOUTHERN NATIONAL BANK, Lillington, N. C. is hereby
authorized to pay any such checks, drafts, notes or orders and also to receive
the same for credit of or in payment from the payee or any other holder without
inquiry as to the circumstances of issue or the disposition of the proceeds
thereof, even if drawn to the individual order of any signing officer or tendered
in payment of his individual obligation.
RESOLVED that all endorsements for assignments, transfer or payment upon
certificates of deposit issued by the said SOUTHERN NATIONAL BANK, Lillington,
N. C. to or held by, this Corporation shall be subject to the same conditions
and shall be signed by the same Officers of this Corporation, in the same manner
as provided herein for the signature to orders for the withdrawal of funds de-
posited by this Corporation with said SOUTHERN NATIONAL BANK, of North Carolina,

RESOLVED that any and all endorsements for or on behalf of this Corporation
upon checks, drafts, notes, or instruments for deposit or collections, made
with the said SOUTHERN NATIONAL BANK, Lillington, N. C. of North Carolina
may be written or stamped endorsements of the corporation without any de-
signation of the party making such endorsement.
RESOLVED that the foregoing resolutions shall continue and remain in full
force and effect until written notice of their revocation has been duly
received by the said SOUTHERN NATIONAL BANK, Lillington, N C. of North Carolina,
I FURTHER CERTIFY that these Resolutions are not inconsistent with our

Commissioner McLamb moved, seconded by Commissioner Cotton, that the
following resolution be and the same is hereby adopted and reads as follows:
BE IT RESOLVED that Attorney Wiley F. Bowen be and he is
hereby authorized to:
(1) Defend the action entitled "Neil McK. Ross v.
M. H. Brock, et al, filed in the Recorder's Court of Harnett
County on June 23, 1967, S.D.
(2) Teke the appropriate legal action regarding the school
bond referendum scheduled for October 21, 1967.
That the fees to be paid Attorney Bowen for the above services shall
be in keeping with the North Carolina Bar Association Advisory
Handbook on fees.

Commissioner Cotton moved, seconded by Commissioner Brown,
that the following Resolutions be and the same are hereby Adopted:
Be it resolved:
1. That the tax collector, dog warden, sheriff's
department and other County agencies and departments
furnish monthly reports in the form as shall be provided
from time to time by Harnett County Attorney Wiley F. Bowen.
2. That Attorney Wiley F. Bowen be and is hereby instructed
to advise all agencies and department heads that all county
fees shall be promptly deposited with the County Treasurer, and
he shall further advise them of the statutory regulations govern-
ing the handling of county funds.
3. That the County Board of Commissioners hereby approves
the inventoring, repairing and microfilming of the Harnett
County Records in late July or early August, 1967, including
the temporary removal from the office of the Clerk of Superior
Court and Office of the Register of Deeds of any records re-
quiring repairs; and that all county agencies are hereby advised
and informed and are expressly requested to cooperate with the
representative Department of Archives and History in the speedy
accomplishment of this project.
4. That Attorney Wiley F. Bowen advise the State of North
Carolina Department of Archives and History of this resolution.
The Board recessed to reconvene on Thursday, July 20th. at 6:30 P.M.
