Section 2. It is hereby declared necessary for the proper mainten-
ance, conduct and improvement of the public school system of Harnett
County, as required by law, that a sum, not to exceed $5,000.000.00 be
raised and expended to provide the necessary land, erection of necessary
school building, additions and alterations to school buildings, and
equipment for same, in Harnett County.

a detailed report of Harnett County School Fund Budget and compared the
1966 -67 Sohool Budget with the proposed 1967 -68 Budget and pointed out the
