The Board of Commissioners net in a called session on Monday, June 26th.
at 7:30 P.M. with Chairman Brock, Commissioner Womble, Commissioner Brown,
Commissioner Cotton and Commissioner McLamb. Also present were Inez Harrington,
Clerk to Board and Herbert Carson, Auditor.
Chairman Brock, called the meeting to order and announced that the purpose of
this meeting was to call a School Bond Referendum and to complete the study of
the County Budget.
Commissioner Cotton moved, seconded by Commissioner McLamb that the tax
rate for the County of Harnett for the year 1967 -68 be fixed at $1.23. The
motion was unanimously carried.
The 1967 -68 Budget Resolution was placed on file in the Register of Deeds
office for a period of 20 days.
INTERIM APPROPRIATION RESOLUTION
BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF HARNETT COUNTY:
Section 1: That in order to operate the county and its subdivisions
from July 1, 1967 to the dateN of the adoption of the Budget Resolution,
appropriations are hereby made for the purpose of paying salaries, the prin-
cipal and interest on indebtedness and the usual ordinary expenses of the
county and its subdivisions until the adoption of the 1967 -68 Budget Reso-
lution. This Resolution shall cease to be effective from and after the
adoption of the 1967 -68 Budget Resolution, and all expenditures made in
accordance with this resolution shall be chargeable to the appropriations
made in the 1967 -68 Budget Resoltuion.
Adopted as of the 26th. day of June, 1967.
Commissioner Cotton moved, seconded by Commissioner McLamb, that the Harnett
County Board of Commissioners call an election of the voters of Harnett County
to the end that the question of issuing bonds not to exceed $5,000.000.00 be
submitted for their approval or rejection on October 21st. 1967.
The motion carried unanimously.
The Following Resoltuion was presented to the Board of
Commissioners by the Board of Education:
SCHOOL BOND ELECTION
Whereas, it appears to the satisfaction of the Harnett County Board
of Education that for the proper conduct and maintenance of the public
school system of the county, as required by law, it is necessary to expend
certain sums, not in excess of $5,000,000.00 for the erection of needed
school buildings, additions and renovations to existing school buildings,
to purchase sites to be used by the public school system and to provide
needed equipment for said buildings;
Whereas, it is the opinion of the said Harnett County Board of
Education that for the proper improvement and development of the school
system, that several of the high schools of the county should be consolidated
to the end that a more balanced curriculum may be provided, as well as
opportunities in vocational and industrial training;
Whereas, it is the opinion of the said Board of Education that said
funds might be advantageously obtained by a countywide bond issue for said
purposes in lieu of attempting to raise such a large sum by direct and
immediate taxation during the ensuing fiscal year, or years;
Whereas, it appears that a special election should be called for the
purpose of submitting to the voters of Harnett County the question of
issuing bonds in an amount not to exceed $5,000,000.00;
Now, Therefor, Be It Resolved by the Harnett County Board of Education
as follows:
Section 1, That the Harnett County Board of Commissioners be, and they
are hereby, requested to forthwith call an election of the voters of Harnett
County to the end that the question of issuing bonds of the county in an
amount not to exceed $5,000.000.00, be submitted to the voters for their
approval or rejection at a special election to be held for that purpose.

Section 2. It is hereby declared necessary for the proper mainten-
ance, conduct and improvement of the public school system of Harnett
County, as required by law, that a sum, not to exceed $5,000.000.00 be
raised and expended to provide the necessary land, erection of necessary
school building, additions and alterations to school buildings, and
equipment for same, in Harnett County.
