Etheridge;a£ ter having called a spec - iam meeting of the Board of Commissioners for June 24, 1976, at 9:00 A.M., in the County Office Building, Comm- issioners Room, called the commissioners to order at 9:30 A. M. with Commissioners Stewart and Alphin present. PRAYER Chairman Etheridge led the morning prayer. PURPOSE OF THE MEETING The Chairman informed the group of the purpose of the meeting, that being to formally adopt the 1976 -77 Harnett County Budget. A general Discusssion was held among the Board members. Commissioner Alphin made a motion that the following budget ordinance be adopted, Commissioner Stewart seconded and the motion passed by affirmative vote from Commissioners Stewart and Alphin and Chairman Etheridge. Commissioners Brock and Cotton, being absent, had earlier provided the Chairman with an official document of their affirmation, as follows: I hereby cast my vote for the adoption of the Harnett County Budget for FY 19'76 -77 as it now stands on this date, June 22, 1976. Also, I here stipulate that this vote will be rendered null and void if any changes are made in the existing texts, footings and extensions. This the 22nd day of June, 1976. /s/ W. J. The appropriations to the Board of Education firstly shall be made from any funds which are dedicated to the use of the schools and secondly shall be made from general county revenues to the estent necessary. All projects using county money shall be approved by the Harnett County Board of Commissioners. Section 3. It is estimated that the following revenues will be available in the Public Assistance Fund for the fiscal year beginning July 1, 1976, and ending June 30, 1977: Federal and State Grants Contribution from General Fund 1,489,450. 443,160. $ 1,932,610. Section 6. The following amounts are hereby appropriated in the Revenue Shar- ing Fund for purposes consistent with Federal Law and regulation for the fiscal year beginning July 1, 1976, and ending June 30, 1977: Contributions to School Construction $ 1,504,000. Section 7. It is estimated that the following revenues will be available in the Revenue Sharing Fund for the fiscal year beginning July 1, 1976, and ending June 30, 1977: Interest on Investments Federal Government Grants Fund Balance Appropriated 40,000. 664,000. 800,000. $ 1,504,000. Section 8. The following amounts are hereby appropriated in the Debt Service Fund for the payment of principal and interest on the outstanding debt of the county, and the expenses relating thereto for the fiscal year beginning July 1, 1976, and ending June 30, 1977: Bond Principal Interest Bank Charges 100,000. 8,0 -0. 500. $ 108,500. Section 9. It is estimated that the following revenues will be available in the Debt Service Fund for the fiscal year beginning July 1, 1976, and ending June 30, 1977: 1616 Contribution from General Fund $ 108,500. Section 10. There is hereby levidd a tax at the rate of One Dollar and Five Cents ($1.05) per one hundred dollars ($100) valuation of property liested for taxes as of January 1, 1976, for the purpose of raising the revenue listed as "current Years Property Taxes" in the General Fund in Section 3 of this ordinance. This rate of tax is based on an estimated total valuation of property for the purpose of taxation $340,000,000. and an estimated colledtion rate of 95%. The estimated rate of collection is based on the fiscal 1975 -76 colledtion rate of approx- imately 95 %. Section 11. The Budget Officer is hereby authorized to transfer approp- riations within a fund as contained herein under the following conditions: a. He may transfer amounts up to $500.00 between objects of expenditures within a department with an official report on such transfer at the next regular meeting of the Board of Commissioners. b. He may not transfer between departments of the same fund. c. He may not transfer any amount between funds nor from any contingency appropriation within any fund. Section 12. There is hereby levied a tax at the rate of six cents (6¢) per one hundred dollars ($100) valuation property listed for taxes as of January 1, 1976, located within the special Averasboro School District for the raising of revenue for said Special School District. This rate of tax is based on an estimated total val- uation of property for the purposes of taxation of $92,000,000. and an estimated collection rate of approximately 95 %. There is appropriated to the Special Averasboro School District the sum of $84,931. for use by the Special School District in such manner and for such expend- itures as is permitted by law from the proceeds of this tax and any other revenues otherwise accruing to said Special School District. Section 13. There is hereby levied the following tax rates per hundred dollars ($100) valuation of property listed in taxes as of January 1, 1976, located within the Special Fire Districts, for the raising of revenues for said Special Fire Dist- ricts, as follows: Anderson Creek Fire District Fifteen cents 15¢ Angier Black River Emergency Ambulance $ Rescue, Inc. Fifteen cents 15¢ Black River Fire District Ten cents 10% Buies Creek Fire District Ten Cents 10¢ Erwin Fire District Eight cents 8¢ Flat Branch Fire District Fifteen cents 15¢ Flatwoods Fire District Fifteen cents 15¢ Grove Fire District Fifteen cents 15¢ Spout Springs Fire District Fifteen cents 15¢ Summerville Fire District Thirteen cents 13¢ It was pointed out to the commissioners that the budget coul be amended up or down any time during the fiscal year so lon as the tax rate is not affected. Commissioner Stewart in- dicated that he would be one of the first to suggest action should any reason ariseto incur it. MANPOWER PROGRAM SUMMER PROGRAM Joseph Lucas, Director Manpower Service, appeared before the Board to inform the Boardof the Summer Program and the funds in the amount of $163,744. that accompany the program. He discussed with them the process of accomplishing the program. Commissioner Alphin moved to approve the contract to accept the $163,744., based on the evidence of production from the participants, and that the starting hourly rate for all participants be set at $2.30 per hour, and that this amendment be applicable to the 1976 -77 budget. Commissioner Stewart seconded and the issue passed, with each member present voting aye. AGREEMENT- SANITARY ENGINEERING SERVICES Henry Thompson, Director Health Department, presented the following agreanent to "the Board, which if adopted, would constitute an amendment to the 1976 -77 County Budget, in the amount of $1,399.90. He suggested that some notice be made to the prople through the news media of the program. Commissioner Alphin moved to approve the request, Comm- issioner Stewart seconded and all members present voted aye. AGREEMENT BETWEEN THE NORTH CAROLINA DEPARTMENT OF HUMAN RESOURCES DIVISION OF HEALTH SERVICES SANITARY ENGINEERING SECTION AND THE HARNETT COUNTY HEALTH DEPARTMENT A. SUMMARY The Sanitary Engineering Section of the North Carolina Division of Health Service and the Harnett County Health Department agree to cooperate in the development J of a survey of public water supplies in Harnett County. B. THE NORTH CAROLINA DIVISION OF HEALTH SERVICES AGREES TO: 1. Allocate to the Harnett County Health Department the amount of $1,399.90. Of this amount, $699.95 will be paid to the county on the beginning date and $699.95 will be paid to the county upon completion of the project. 2. Provide instruction to the employee(s) who will be responsible for con- ducting the survey of the water systems. 3. Provide the forms necessary for gathering survey data. C. The Harnett COUNTY HEALTH DEPARTMENT AGREES TO: 1. To determine the necessary data regarding public water supplies in the county. 2. To furnish the Division of Health Services with completed survey forms con- taining this information weekly, with all data to be submitted by September 15, 1976. D. GENERAL PROVISIONS This agreement will go into effect beginning June 23, 1976, and terminate September 15, 1976. E. SIGNATURES. TAX BALANCES CHARGED OFF H. D. Carson, Jr., Auditor, presented a request to charge off tax balances for the year 1965. The following action took place: Commissioner Stewart made a motion which was seconded by Commissioner Alphin, that the tax balances for the year 1965 be charged off in accordance with resolution of July 1, 1970, as recorded in Minute Book 12, at page 402.
