Etheridge, on June 17, 1976, at 9:00 A.M. The following Commissioners were in attendance: W. J. Cotton, Jr., M. H. Brock, and Lloyd G. Stewart. Alton Gray attended the public hearing and a general discussion between the Super - intendent and the Board of Commissioners was held. Commissioner Brock moved for adjournment, Commissioner Stewart seconded and the issue carried. Time of Adjournment - 9:25 A. M. ') Secret rg Chairmdn Clerk MINUTES OF THE JUNE MID MONTH MEETING HELD ON JUNE 21, 1976 MID MONTH MEETING JMINUTES IRESOLUTION- AGREEMENT FOR PLANNING SERVICES /NER The June Mid -month meeting was held on June 21, 1976, in the Commissioners Room, County office Building, Lillington, NC. The Chairman, Bobby R. Etheridge, called the meeting to order at 7:40 P.M., with all members present - M. H. Brock, W. J. Cotton, Jr., Jesse Alphin and Lloyd Stewart. The Clerk and the attorney were present. The minutes were read and approved. A resolution authorizing the execution of an Agreement for Planning Services was presented for the pleasure of the Board, from the Department of Natural and Economic Resources, with a monetary value of $3,600. This is a continuation of the Planning Program that has been in the county for the past two years. The following is a copy of the resolution that was adopted by motion by Comm- issioner Brock, second by Commissioner Cotton and a un- animous vote. WHEREAS, the Board of Commissioners was advised that a proposed agreement between the County of Harnett and North Carolina Department of Natural and Economic Resources for the provision of planning services was presented; and WHEREAS, under the terms of the agreement the county will pay a total of $3,600. (Thirty Six Hundred Dollars) as its share of the planning costs; now BE IT RESOLVED, by the Harnett County Board of Commiss- ioners that: 1. The Agreement between the County of Harnett and the North Cantina Department of Natural and Economic Resources be and the same is hereby approved. 2. That the Chairman and the Clerk be and they are hereby authorized to sign and execute the said Agree- ment for and on behalf of the County of Harnett, and forward the same to the North Carolina Department of Natural and Economic Resources. 3. That upon final execution a copy of the said Agree- ment be filed with the minutes. RESOLUTION ADDING ASTOR 'PL. AND AZALEA DRIVE TO SR 'SYSTEM The investigative report requested of the Department of Transportation relating to the adding of portions of Rollind Springs Dubdivision to the Secondary Road System was submitted to the Board of Commissioners, bearing a recommendation from the Department of Transportation that a resolution be filed with their office requesting the addition. 11 612 The following is a resolution adopted by a motion from Commissioner Cotton and a second by Commissioner Alphin, and a unanimous vote. "WHEREAS, the property owners along the streets named Astor. Place and a portion of Azalea Drive, Rolling Springs Subdivision, duly and properly petitioned the County Board of Commissioners to be added to the Secondary Road System, and WHEREAS, the Board of Commissioners requested an invest- igative report of the Department of Transportation and their findings were that these named areas were eligible for addition to the State Secondary Road System, NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners that a request be made of the State Department of Trans- portation that Azalea Srive and Astor Place, located in Rolling Springs Subdivision, Section II, be added to the State Secondary Road System, and that the record indicate that this request is based on the recommendation of the officials of the State Department of Transportation, and strengthened by the petition of the property owners. This the 21st day of June, 1976. INFORMAL BIDS FOR RADIO SYSTEM DUNN RESCUE The following is a list of those companies placing inform- al bids for the furnishing of radio communication system for the Dunn Rescue Unit, in Dunn: JOHNNY MCLAMB NAMED TO REG. "M" EMS HAR -LEE FIRE DISTRICT Action 1. Motorola Communications 2. Coastal Electronics, Inc. 3. Piedmont Communications $2,129.58 2,661.00 2,590.40 Commissioner Brock moved that the low bidder be awarded the contract and that the bidder bidding $2,127.58 be accepted, Commissioner Cotton seconded and the issue carried. It was noted for the commissioners that this was a 50/50 participation - between the state and the local government, that is City of Dunn. The County is the vehicle through which the funds are passed. The Chairman informed the Board that Johnny McLamb, pres- ent at the time, had been appointed to. Region "M" EMS. Congratulations were extended. Donald Jones and Calvin Hardy, representing the petition- ers for a Har -Lee Fire District, came before the Board, being introduced by Commissioner Stewart. They present- ed the Board with a map of the proposed fire district. The petition was presented, duly signed by 283 Harnett County Residents and is as folla's "PETITION TO ESTABLISH A RURAL FIRE PROTECTION DISTRICT To the Board of Commissioners for Harnett County and the Board of Commissioners for Lee County. We, the undersigned, being resident freeholders living in an area outside of the corporate limits of any city or town, which area is designated as "HARLEE Fire District" and which is described in Exhibit "A" attached hereto and by this reference made a part hereof, do petition you to call an election in said district for the purpose of submitting to the qualified voters there- in the question of levying and collecting a special tax on all taxable property in said district, of not ex- ceeding fifteen cents (154) of the one hundred dollars (100.00) valuation of property, for the purpose of pro- viding fire protection in said district, in accordance with the provisions of Article 3A entitled "RURAL FIRE PROTECTION DISTRICTS" chapter 69 entitled "FIRE PRO- TECTION" of the General Statutes of North Carolina. June 21, 1976. Commissioner Stewart moved that the petition be accepted, have the freeholders names certified and then turn the petition over to Tom Lanier for due processing. Comm- issioner Cotton seconded the motion and the issue passed. HOOVER ADAMS FOR DUNN 'ABC BOARD Action GEN. FUND EXP. ROBERT BAREFOOT RECREATION Hoover Adams, Dunn ABC Board, appeared before the Board in regards to funds that were to be remitted to the Dunn ABC Board from and through the Mental Health, from 54 -a- bottle funds, and in the amount of $500. per month, based as approximately 1/2 of the funds from that area of the county. He indicated that this money was used to fund, in part, alcohol programs through schools in the Dunn - Erwin area. He ndicated that on May 17, 1974, Dunn ABC Board had received $3,860.57 and on July 17, 1974, $1,435.28. Since that time, no funds had been receued from the Men- tal Health Authority. He indicated that an approximate $12,000. was now due. Commissioner Cotton moved for the continuation of the program wherein Dunn ABC Board is toreceive $500. per month for alcohol education in the schools from the basic resource of the 5 -a- bottle revenue, for the Dunn -Erwin Schools, to be remitted through the Lee - Harnett Mental Health. Commissioner Stewart seconded and the issue passed. The report of the General Fund Expenditures was filed. Robert Barefoot, Recreation Director, appeared before the Board and presented a breakdown on some of the projects and programs of his department that exist now, and that will be implemented in the new budget year. A general discussion was held between the Director and the Board of Commissioners. RERLUTION TO DECLARE CAPE FEAR RIVER SCENIC REIVERS PROGRAM MASSAGE PARLOR NER /JOHN LYNCH RE: RES. TO EXECUTE DOCUMENT REQUEST FOR TAXES RELEASES SETTING MEETING PLACE FOR BOARD MEETINGS ;Action A letter from Dr. V. O. Stumpf was presented to the Board, containing a resolution from the bicentennial committee passed at their June 15, 1976 meeting. The resolution was that the Cape Fear River in Harnett County be declared a part of the U. S. Scenic Rivers prgram. The Board accepted the resolution, ordered that it be referred to the Planning Board for study, and asked that the Planning Board report back to the Board, this done by motion of Commissioner Alphin, second by Commissioner Stewart and a favorable vote. The Chairman noted for the record that the massage parlor ordinance is on docket for the July 6, 1976 meeting of to Board, John Lynch, from the Department of Natural & Economic Re- sources presented a summary of the points affecting land use. He emphasized that it was not a binding document. He asked authority to print this summary into 250 copies. Commissioner Cotton made a motion that the county bear responsibility for the printing of 250 copies of the summary. Commissioner Alphin seconded and the issue passed. A request for release of taxes for Marion C. Parker, for the years 1965 through 1975, in the amount of $254.14, was made of the Commissioners, reason being that a house was moved from the property in 1965, and was not deleted from the tax records. CommissionersBrock moved that the releases be granted, Commissioner Stewart seconded and the issue passed. �Y✓ Commissioner/lpresented the following resolution and moved for its adoption: BE IT RESOLVED BY THE BOARD OF COMMISSIONERS, that the County Office Building, located on the corner of N. First & E. Front Street, Lillington, NC., be designated as the official meeting place for the Board of Commissioners for both regular meetings per month - the meeting on the first Monday morning of each month at 9:00 A. M., and the meeting of the third Monday evening of each month at 7:30 P.M., and for all special called meetings, unless otherwise posted, and also that if the day of the regular scheduled meeting falls on a legal holiday, the meeting shall then be held on the next business day at the same time. Etheridge;a£ ter having called a spec - iam meeting of the Board of Commissioners for June 24, 1976, at 9:00 A.M., in the County Office Building, Comm- issioners Room, called the commissioners to order at 9:30 A. M. with Commissioners Stewart and Alphin present. PRAYER Chairman Etheridge led the morning prayer. PURPOSE OF THE MEETING The Chairman informed the group of the purpose of the meeting, that being to formally adopt the 1976 -77 Harnett County Budget. A general Discusssion was held among the Board members. Commissioner Alphin made a motion that the following budget ordinance be adopted, Commissioner Stewart seconded and the motion passed by affirmative vote from Commissioners Stewart and Alphin and Chairman Etheridge. Commissioners Brock and Cotton, being absent, had earlier provided the Chairman with an official document of their affirmation, as follows: I hereby cast my vote for the adoption of the Harnett County Budget for FY 19'76 -77 as it now stands on this date, June 22, 1976. Also, I here stipulate that this vote will be rendered null and void if any changes are made in the existing texts, footings and extensions. This the 22nd day of June, 1976. /s/ W. J.
