Carson, Jr. t Board of Commissioners convened on Monday, , with Bobby R. Etheridge presiding. Comm-1 Stewart were in attendance, and also, the Commissioner Brock prayed the morning prayer. Mr. H. C. Taylor from the State Department of Transportation was in attendance, and informed the Board that the Department of Transportation representatives would be present at the July morning meeting to advise of the allocation that will be made for the coming fiscal year for Harnett County. He reported that the projects planned for this fiscal year had been completed and that some work was being done on other county roads. Commissioner Brock asked about informational signs that would direct to the landfill areas, and Mr. Taylor asked that he get in touch with E. J. Butler, Engineer in the Fayetteville office. She presented for change: came before the Board in regards to a for the special project scheduled for a written statement to justify the request The Harnett County Library in cooperation with the NC State Arts Council and the National Endowment for the Arts, is sponsoring an Art Course for Children Gifted in Art. August 2 - 13 in the morning 10:00 - 12 p.m. In Art Department, Campbell College, Buies Creek Instructors will be Mr. Bill Rabb, Art teacher at Campbell College. Mr. Robert Daniel, Artist in Residence, will assist Mr. Rabb. Original budget for Art Course: Salary for Bill Rabb Art materials for children Art books and art prints Total 250.00 300.00 450.00 1000.00 Application for grant from NC Art Council was for $500.00 and the county was a53ed for $500.00 matching money. Now: The N.C. Arts Council objected to the money designated for library books, so we were granted only $250.00 from the N.C. Arts Council. The matching funds from the County money will be $250.00. Adjusted budget for Art Course. Salary for Bill Rabb Art materials for children Total 250.00 250.00 500.00 If Mr. Robert Daniel is no longer employed as the County Artist in Residence, the salry of $250.00 will be requested from the County in July. The Library and the County Arts the assurance of the $250.00 in spent in August, with a written effect submitted to the NC Arts next few days. Council is acing for next year's budget, to be contract letter to this Council Office in the Commissioner Brock moved to assure the $250. for the grant matching funds to be available from the 1976 -77 budget, for matching funds, Commissioner Stewart seconded and the motion carried unanimously. AUDIT OF ACCOUNTS & RECORDS -John Ingraham The Board received a letter from John Ingraham & Associates regarding the auditing of the accounts and records of the County for the fiscal year 1975 -76. Commissioner Cotton moved that John Ingraham & Assoc - iates be employed to audit the accounts and records of the county for the fiscal year 1975 -76, for an amount not to exceed the stated amount of $1,800. Commissioner Stewart seconded the motion and the issue carried. The Chairman ordered that Mr. Ingraham be notified of the action of the Board. 1RECREATION DIRECTOR :Robert Barefoot Robert Barefoot, Recreation Director for the County, appeared before the°Boardan presence p' °acque`o ,appreciation-for t e participation- of the Commissioners in the olympic events for the special classes held during the month of May at Campbell College athletic field. Naming of the DELEGATE TO N ACO Regarding the naming of the voting delegate to the national convention to be held in Salt Lake City, Commissioner Cotton moved that Bobby R. Etheridge be named as voting delegate and Lloyd G. Stewart be named as Alternates"- Commissioner Brock seconded-and th issue passed. Lid M. H. Brock) CONTINUE EMPLOYMENT FOR EGETA WILLIAMS The Department of Social Services requested by written letter that Miss Egeta Williams be allowed to continue employment beyond the re- tirement age. Commissioner Cotton moved that the Commissioners request a continuation of employment from the N. C. Employees Retirement Sys- tem for a period of one year or through June, 1977, and that the De- partment of Social Services be notified of this action with the addendu that this request will hot be continued or renewed. Commissioner Brock seconded the motion and the issue passed. TAX SUPERVISOR Tom Alien, Tax Supervisor, presented a refund for Laura Lucille Thomas, ULR Township, double listing of property, refund and interest in the amount of $16.69. Commissioner Cotton moved the refund be made upon the recommendation of the TAx Supervisor, Commissioner Stewart sec- onded the motion and it carried. SSI Approval Mr. Allen presented two requests for approval for supplemental statemen for 1976 Tax Abstract for Tax Relief for Elderly & Permanently Dis- abled Persons, (deadline for filing requests was April 30, 1976) stating that the Commissioners could grant relief for just cause for delay in requesting. After listening to the reason for failure to comply within a certain limit of time for the two persons, Marcie Ann Y. Matthews, Coats, Grove Township and William H. Richardson, Commissioner Cotton moved that each be granted relief, Commissioner Stewart seconded and the issue carried, none opposing. REPORTS County Manager reported on the progress of the budget and made the report of investments. The Chairman informed the Board that the Revenue Sharing Planned Use Report was ready for publication in a county newspaper, with prescribed dates of publication The Chairman reported that notification had been received from FAA, indicating that the pre application for county airport funds in the amount of $1,072,500. had been received and was going through review. The Chairman reported that the Massage Parlor Ordinance would be taken up again at the mid -June meeting of the Board. Adjournment Adjournment at 11:00 A.M. Clerk to the Bo PUBLIC HEARING FOR THE FISCAL YEAR 1976 -77 BUDGET 1The public hearing for the purpose of hearing comments on the 1976 -77 Harnett County Budget was called to order by the Chairman, Bobby R. Etheridge, on June 17, 1976, at 9:00 A.M. The following Commissioners were in attendance: W. J. Cotton, Jr., M. H. Brock, and Lloyd G. Stewart. Alton Gray attended the public hearing and a general discussion between the Super - intendent and the Board of Commissioners was held. Commissioner Brock moved for adjournment, Commissioner Stewart seconded and the issue carried. Time of Adjournment - 9:25 A. M. ') Secret rg Chairmdn Clerk MINUTES OF THE JUNE MID MONTH MEETING HELD ON JUNE 21, 1976 MID MONTH MEETING JMINUTES IRESOLUTION- AGREEMENT FOR PLANNING SERVICES /NER The June Mid -month meeting was held on June 21, 1976, in the Commissioners Room, County office Building, Lillington, NC. The Chairman, Bobby R. Etheridge, called the meeting to order at 7:40 P.M., with all members present - M. H. Brock, W. J. Cotton, Jr., Jesse Alphin and Lloyd Stewart. The Clerk and the attorney were present. The minutes were read and approved. A resolution authorizing the execution of an Agreement for Planning Services was presented for the pleasure of the Board, from the Department of Natural and Economic Resources, with a monetary value of $3,600. This is a continuation of the Planning Program that has been in the county for the past two years. The following is a copy of the resolution that was adopted by motion by Comm- issioner Brock, second by Commissioner Cotton and a un- animous vote. WHEREAS, the Board of Commissioners was advised that a proposed agreement between the County of Harnett and North Carolina Department of Natural and Economic Resources for the provision of planning services was presented; and WHEREAS, under the terms of the agreement the county will pay a total of $3,600. (Thirty Six Hundred Dollars) as its share of the planning costs; now BE IT RESOLVED, by the Harnett County Board of Commiss- ioners that: 1. The Agreement between the County of Harnett and the North Cantina Department of Natural and Economic Resources be and the same is hereby approved. 2. That the Chairman and the Clerk be and they are hereby authorized to sign and execute the said Agree- ment for and on behalf of the County of Harnett, and forward the same to the North Carolina Department of Natural and Economic Resources. 3. That upon final execution a copy of the said Agree- ment be filed with the minutes. RESOLUTION ADDING ASTOR 'PL. AND AZALEA DRIVE TO SR 'SYSTEM The investigative report requested of the Department of Transportation relating to the adding of portions of Rollind Springs Dubdivision to the Secondary Road System was submitted to the Board of Commissioners, bearing a recommendation from the Department of Transportation that a resolution be filed with their office requesting the addition. 11
