The mid -month meeting of the Board of Commissioners
on Tuesday, April 20, 1976. The Chairman Bobby R.
called the meeting to order at 7:30 P.M., with the
members present: W. J. Cotton, Jr., Jesse Alphin,
and Lloyd Stewart. Also present was the Clerk and
Attorney.
Chairman Etheridge led the evening prayer.
The minutes of the previous meetings were read and
was convened

Commissioner Cotton moved to adopt the proclamation, Comm -
issioner Alphin seconded the motion and the issue carried un-
aminously.
Commissioner Brock noted that due appreciation was to be
given to Miss Marshbanks for the fine job that she was doing
for the county in the area of the Older Americans. Miss Marsh -
banks then stated that her agency could not have been effect-
ive in the least without the cooperation and support of the
Board of Commissioners.
REPORTS OF THE MANAGER
Pineview County Manager, M. H. Brock, reported on the progress of the
Pineview Facility, and June 23, 1976 was tentatively set for the
opening of this facility.

for the adoption of the 1976 -77 budget proposal, and that
Auditor was working on the preparatory work of the budget.

The County Manager, in connection with the budget amendment
relating to 201 Planning, asked that due to incorrect analysis
of the expenditures that the previous amendment to the budget
was made to cover, the budget amendment be changed to read
$11,954. from $10,459.42. Commissioner Stewart ±moved that
the 201 Planning budget amendment be changed from $10,459.42 to
$11,954.00. Commissioner Alphin seconded and the issue passed.
PROPERTY VALUES FOR
METRO WATER DISTRICT
The Manager reported to the Board that property values lying
within the Northeast Harnett County Metropolitan Water District
were being collected by our Tax Supervisor and an employee of
the Moore- Gardner Engineering firm.
Airport operation He stated that progress was being made on the airport operation.

Acceptance
H. D. Carson, Jr., Secitary to the Northeast Harnett County
Metropolitan Water District filed the oaths of office of the
Board members with the Harnett County Board of Commissioners.
This is asprescribed by the Board at the meeting held to
create the water board.
Commissioner Cotton moved to accept the oaths of office of
B. P. Marshbanks, George T. Fitzpatrick, Robert Ogburn, Gary
MelvinTurlington, Joseph L. Tart, and Robert A. Surles, noting
that they were in order and properly executed. Commissioner
Brock seconded and the isue passed.

ADJOURNMENT
Edward McCormick, County Attorney, presented a document
entitled" An Ordinance Restricting the Massage of Persons of
the Opppsite Sex for Hire ".

The meeting adjourned at 8:20 P.M. and the floor was opened to
the news media, giving them an opportunity to talk with the
commissioners informally.

Chairman Etheridge Called a special session of the Board of
Commissioners for April 23, 1976, Friday afternoon, 5:00
P.M. Commissioners Alphin Stewart and Brock were in attend-
ance, also the Clerk.
Commissioner Alphin led the evening prayer.
Hand Avants,Planner for the Cape Fear Criminal Justice
Planning Division appeared before the Board in regards to
LeAA programs for the county, and more particularly, for
the Police School Liaison Officers program. He exphined the
program for the commissioners as to the line items contained
in the budget proposal for the coming year.
The Chairman ordered the matter held in abeyance until
further information could be obtained.

Board, and is contained in full as follows:
