REGULAR SESSION
;CALL TO ORDER
;MORNING PRAYER
The Harnett County Board of Commissioners met in regular
session on Monday, April 5, 1976. With Chairman Bobby R.
Etheridge presiding the following members were present:
Jesse Alphin, W. J. Cotton, Jr., M. H. Brock and Lloyd Stew*t.
Also present was H. D. Carson, Jr., Clerk to the Board and 1
the County Attorney Ed McCormick.
The Chairman called the meeting to order at 9:45 a.m.
Commissioner Jesse Alphin offered the morning prayer.
MINUTES - READ & APPROVED Minutes of the previous meeting were read and approved.

ACTION
Don Dupree, District Engineer, Department of Transportation
appeared before the Board and discussed several road matters.
Reva Butler, President of Harnett County NCAE, appeared
before the Board with the following statement:
"As President of Harnett County NCAE, I have come with a small
committee composed of Mary Cole, Robert Smith and R. A. Gray to
thank you for receiving our resolution requesting a supplement of
$100.00 for each of the teachers in our Harnett County Public
Schools. Our committee feels that the amount we have requested is
reasonable and we still need it. However, we realize that the
economic conditions have not been what we hoped for. Still we hope
you can find the funds needed for this purpose. We realize that
you have the huge task of providing for many requests and needs in
our county, so we accept your decision feeling that you are all
good businessmen and that you have our concerns at heart. If you
are unable to grant our request this year, we sincerely ask that
you give our resolution a No. 1 priority for next year."
Thomas Allen, Tax Supervisor, appeared before the Board and
presented the following release of penalty on J. B. and
Weona Dupree, Black River Township, for the year 1975, in
the amount of $9.85. Commissioner Cotton made a motion to
honor this release on the recommendation of the Tax Super-
visor. Commissioner Alphin seconded and the issue passed.
Mr. Allen also presented the following request for refund
for Hilda V. Adams, Angier, N. C. Black River Township.
Refund for the year 1974 on a mobile home valued $4,500.
in error. The value should have been listed at $985.
Difference in value $3,515. Amount of refund $27.07.
Commissioner Alphin made a motion to approve this refund.
Commissioner Cotton seconded and the issue passed.
The commissioners set dates for the Board of Equalization
and Review which are as follows:
April 26, 1976, Monday at 10:00 to 12:00 a.m.
May 4, 1976, Tuesday at 10:00 to 12:00 a.m.
May 10, 1976, Monday at 10:00 to 12:00 a.m.
Commissioner Cotton moved to adopt these dates on the recom-
mendation of the Tax Supervisor. Commissioner Stewart
seconded and the issue passed.
EARL JONES, TAX COLLECTOR Earl Jones, Tax Collector, gave the report of his March
activities and his April plans.
COUNTY MANAGER REPORT
County Manager M. H. Brock reported on the following items:
Statement of Investments, Budget Preparation and Fixed
Asset Inventory.
REGION "M" AGING PLAN- The following persons have been proposed for appointment to
NING COMMITTEE - 1976 -77 the Region "M" Aging Planning Committee for 1976 -77 by the
Region "M" Council of Governments. They are:

Commissioner Cotton made a motion to adopt this list from
the Region "M" Council of Governments. Commissioner Alphin
seconded and the issue passed.

VOLUNTEER RECOGNITION A resolution was presented to the Board declaring the week
WEEK of April 25th as "Volunteer Recognition Week" for Retired
Senior Citizens.
ACTION
TAX LIEN REPORT
Whereas, the effective and efficient delivery of services
by many agencies and institutions in the county is dependent upon
volunteer aid; and
Whereas, many citizens of all ages in the county are giving
their time, talents, and energy to accomplish these ends; and
Whereas, all citizens of the county are deeply appreciative
of the services these volunteers provide;
Therefore, as an expression of their appreciation the Harnett
County Board of Commissioners hereby proclaims the week of April 25
through May 1 to be
VOLUNTEER RECOGNITION WEEK
and commends this observance to the county's citizens.

Commissioner Cotton moved to adopt the resolution. Com-
missioner Brock seconded and the issue passed.

RETIREMENT SYSTEM CHANGE A proposed change in the Retirement System for the Local
Government employees was presented to the Board for its
approval. This change would increase the County's contribu
tion by approximately 4 of 1% and the employees' contribu-
tion not in excess of $56.00 per year. After discussion of
said proposal Commissioner Brock made a motion to take a
favorable action towards this proposal. Commissioner Alphin,
seconded and the issue passed.
CHARLES ELDER, SOUTHERN Charles E. Elder, District Sales Manager, Southern Railway,
RAILWAY appeared before the Board of Commissioners in reference to
establishing a Mobile Agency Route for Harnett County and
after a presentation of routes to be established within the
county, the Board of Commissioners looked-favorable upon.th
proposed route that will be offered by Southern Railway in
Harnett County.

GROUP COUNSELOR
BUDGET AMENDMENT
Maylon R. McCoy appeared before the Board in reference to
junk yards and massage parlors and indicated that the mas-
sage parlors in the Spring Lake area were a nuisance to the
community and that the residents of that area needed pro-
tection from this type of exposure. Chairman Etheridge
explained to Mr. McCoy that the County was in process of
establishing a subdivision ordinance that would allow some
protection from junk yards & that the County was in litiga-
tion with massage parlor ordinances and hopefully would be
able to render relief in this area in the near future.
James Outlaw, Housing Group Counselor, Migrant and Seasonal
Farmworkers Association, Inc. appeared before the Board in
reference to Section 8 housing in Harnett County. The
Board indicated that they had no objections to landlords
and real estates participating in the Section 8 Housing
Program if they so desire.

Motion by Commissioner /and second by Commissioner Cotton
to amend the Professional Services budget in the amount of
$4,000.00.
ADJOURNMENT
Commissioner Lloyd Stewart asked that the meeting be

SPECIAL MEETING FOR THE HARNETT COUNTY BOARD OF COMMISSIONERS - APRIL 15, 1976
The Board of Commissioners for the County of Harnett, North Carolina, met in special
session at the County Courthouse in Lillington, North Carolina, the regular place of
meeting, on Thursday, April 15, 1976, at 10:00 a.m.
Present: Chairman Bobby Etheridge, presiding and Commissioners Jesse Alphin, W. J.
Cotton, Jr., M. H. Brock and Lloyd Stewart
Absent: None
Commissioner Cotton introduced the following resolution which was read:
RESOLUTION DIRECTING PUBLICATION OF THE RESOLUTION OF NORTH
CAROLINA COMMISSION FOR HEALTH SERVICES CREATING AND ESTAB-
LISHING THE NORTHEAST METROPOLITAN WATER DISTRICT OF HARNETT
COUNTY, NORTH CAROLINA, AND APPOINTING THREE MEMBERS TO THE
DISTRICT BOARD OF SAID DISTRICT.
WHEREAS, the North Carolina Commission for Health Services, by resolution duly adopted
on April 14, 1976, has created and established the Northeast Metropolitan Water District
of Harnett County, North Carolina, pursuant to the provisions of the General Statutes
of North Carolina, Chapter 162A, Article 4, as amended (the "Act ") and a certified copy
said resolution has been filed with this Board; and
WHEREAS, The Act requires that said resolution be published in a newspaper circulating
within the District once in each of two successive weeks, with the notice required by the
Act appended thereto; and
WHEREAS, the Act authorizes the Board of Commissioners to appoint three members of the
District Board of said District; now, therefore,
BE IT RESOLVED by the Board of Commissioners for the County of Harnett:
Section 1. The Clerk is hereby authorized and directed to publish the resolution adopted
by the Commission for Health Services on April 14, 1976 creating the Northeast Metropolitan
Water District of Harnett County, together with the appended statement as required by the
Act, once in each of two successive weeks in the Daily Record.
Section 2. The following persons are hereby appointed to the District Board of the
Northeast Metropolitan Water District of Harnett County, for the following terms:
George T. Fitzpatrick April 14, 1977
Robert Surles April 14, 1978
Dr. B. P. Marshbanks April 14, 1979
Section 3. This resolution shall take effect upon its passage.
Upon motion of Commissioner Cotton, seconded by Commissioner Alphin, the foregoing
resolution was adopted by the following vote:
