SPECIAL MEETING
the Harnett County Board of Commissioners met in a called session
on Thursday, February 26, 1976. The Chairman called the meeting
to order in the Commissioners Room, County Office Building, at
5:00 P.M., with the following present: Commissioners Alphin,
Cotton, Brock and Stewart. Also present was the Clerk and the
County Attorney.
PRAYER Commissioner Alphin offered the prayer.
PURPOSE OF THE
MEETING
The Chairman informed those present that one of the purposes of
the meeting was to receive the petitions from the peoples in the
corridors of the Northeast Harnett County Metropolitan Water
District.
Requisites The County Attorney presented two requisites basic to the meeting
1. Each municipality had had to adopt a resolution describing
the district by metes and bounds and discussing the calling of
a public hearing. A copy of each description from the municip-
alities was filed with the Clerk.
2. A determination be made as to securing 15% of the registered
voters in the district. He indicated that these requisites
were met.
RESOLUTION Commissioner W. J. Cotton, Jr., introduced the following resol-
ution:
RESOLUTION RELATING TO THE FORMATION OF A METROPOLITAN WATER DISTRICT
BE IT RESOLVED by the Board of Commissioners for the
County of Harnett:
WHEREAS, the Towns of Angier, Coats and Lillington have,
by resolution, and certain unincorporated areas of the county have,
be petitions signed by not less than fifteen percent (1S%) of the
voters residing within said areas, petitioned the Board of Commission-
ers for the County of Harnett for the creation of a Metropolitan Water
District under the provisions of Chapter 162 A, Article 4, as amend-
ed, of the General Statutes of North Carolina, and said resolutions
and signed petitions request this Board to create a Metropolitan
Water District consisting of the combined territory lying within the
corporate limits of the Towns of Angier, Coats and Lillington, detailed
legal descriptions of the boundaries of said municipalities being
attached as echibits to said resolutions, and the unincorporated
area described in said petitions, now, therefore,
BE IT RESOLVED that the Board of Commissioners for the
County of Harnett, through its Chairman, notify the State Commission
for Health Services of the receipt of such resolutions and petitions
and forward certified copies of such resolutions and petitions to
said Board and request that a representative of the State Commission
for Health Services hold a joint public hearing with this Board at
such time and place within the proposed district as may be fixed
by the State Commission for Health Services and the Chairman of this
Board, and that notice of said meeting be postd at the Courthouse
door in Lillington, North Carolina, and published in a newspaper
circulating in said proposed district at least once a week for
four (4) successive weeks, the first publication to be at least
thirty (30) days prior to such hearing.
Upon Motion of Commissioner Cotton, seconded by Commissioner
Action: Alphin, the foregoing resolution was adopted by the following vote:
Ayes: Commissioners Alphin, Cotton, Brock, Stewart and Chairman
Etheridge.
Noes: None
RESOLUTION REGARDING
COMMUNITY DEVELOPMENT
Chairman Etheridge:' presented the following resolution for the
pleasure of the Board in relation to the county's submission of
the Community Development application:

RESOLUTION
WHEREAS, the County of Harnett applied for community develppment
block grant funds from the Department of Housing and Urban Development for
the coming year, and
WHEREAS, the County of Harnett has been assigned the CIC number
of 76 -1143 for this application, and

WHEREAS, it was not stated in the application that the low and
moderate income persons served by street paving and water lines requested
in the application for funds, would not be charged tap -on fees or.assess-
ments, now
BE IT RESOLVED, By the Board of Commissioners of the County of
Harnett, that low to moderate income persons will not be charged a tap -on
fee or be assessed any street paving costs in connection with the utiliz-
ation of the community development block grant money for water lines and
street paving.
Commissioner Alphin moved to adopt the foregoing resrlution,
Commissioner Cotton seconded and the issue carried.
The meeting adjourned at 5:30 P.M.

MINUTES OF THE REGULAR SESSION OF THE BOARD OF COMMISSIONERS FOR MARCH 1, 1976.
REGULAR SESSION
The Harnett County Board of Commissioners met in regular ses-
sion on Monday, March 1, 1976. Vice Chairman Jesse Alphin
called the meeting to order at 9:30 a.m. and the following
members were present: Commissioners W. J. Cotton, Jr., M. H.
Brock, and Lloyd Stewart. Chairman Bobby R. Etheridge was
absent. Also in attendance was H. D. Carson, Jr. Clerk to the
Board.
MORNING PRAYER Commissioner Brock offered the morning prayer.
MINUTES - READING &
APPROVAL The minutes of the previous meeting were read and approved.
DON DUPREE, DOT
Don Dupree, District Engineer, Department of Transportation, (:
appeared before the Board and discussed several road matters.
Commissioner Brock made a motion that the resolution that was
adopted on road SR1826 and 1864 at the February 16, 1976, meet-
ing be null and void and the new resolution below be adopted.
Commissioner Cotton seconded and the issue passed with a unani;,
mous vote.
WHEREAS, the Harnett County Board of Commissioners are
desirous that the paving of SR Nos. 1826 and 1864, Duke Township,
be completed, and
