REGULAR SESSION CALL TO ORDER MORNING - PRAYER MINUTES READ AND APPROVED DON DUPREE, DOT THOMAS ALLEN, TAX SUPERVISOR ACTION EARL JONES TAX COLLECTOR ACTION The Harnett County .Board of Commissioners met in regular sessi on Monday, February 2, 1976. With Chairman Bobby R. Etheridge presiding the following member's were present: Jesse Alphin, W. J. Cotton, Jr., M. H. Brock and Lloyd Stewart. Also presen was H. D. Carson, Jr., Clerk to the Board. The Chairman called the meeting to order at 9:30 a.m. Ray West., with the Lee - Harnett Mental Health Center, offered the morning prayer. The minutes of the previous meeting were read and approved. Don Dupree, Department of Transportation, District Engineer, appeared before the Board and discussed several road matters. Commissioner M. H. Brock made a motion that monies be taken from the Department of Transportation surplus funds for the completion of paving on Road Nos. 1826 and 1864 in Duke Town- ship. This being in keeping with instructions from Sammy Stephenson. Commissioner Jesse Alphin seconded the motion and the issue passed with a unanimous vote. Thomas Allen, Tax Supervisor, appeared before the Board and presented the following list of companies who had written to receive an extension of time for filing Confidential Inven- tory listings through March 31, 1976: - Ryder Truck Rental, Inc. BVA Credit Corporation William S. Wellons Reality, Inc. Wellco Contractors, Inc William S. Wellons Adams & hinton Rest Home R. P. Industries, Inc. Lillington Auto Parts Automotive Rentals, Inc. Rose's Stores, Inc. Telerent Leasing Corp. J.A. Holmes Hard. & Groc.,I Commissioner W. J. Cotton moved to honor these requests. Com- missioner Jesse Alphin seconded and the issue passed by a unanimous vote. Thomas Allen asked the Board if they could advise the Register of Deeds to furnish him with a copy of the deeds to be conveye. Commissioner Alphin made a motion to honor Mr. Allen's request. Commissioner Lloyd Stewart seconded and the issue passed by a unanimous vote. Earl Jones, Tax Collector, gave the report of his January acti vities and his February plans for the Tax Collector's Depart- ment. Mr. Jones presented the following resolution: "Be it resolved that the Harnett County Commissioners hereby orders and directs the Tax Collector to conduct a Tax Lien. Sale at the Courthouse door on Monday May 3, 1976, beginning at 10:00 a.m., pursuant to G.S. 105- 369." Commissioner Brock made a motion that this resolution be honored and Commissioner Stewart seconded and the issue car- ried by a unanimous vote. The Tax Collector recommended that advertising be $2.00 per partial. Commissioner Cotton moved to honor the recommenda- tion of the Tax Collector. Commissioner Alphin seconded and the issue carried by a unanimous vote. JAMES GOFF, EXTENSION James Goff, Extension Department, appeared before the Board DEPARTMENT and introduced Ms. Jennifer Speas and Ms. Wanda Hardison who are applying for Extension Home Agents for Harnett County. The Board will take the recommendation of Mr. Goff under ad- visement and the County Manager will advise Mr. Goff of the Board's decision. ROBERT GRAY, POLICE Robert Gray appeared before the Board and presented the report SCHOOL LIAISON REPORT of the Police School Liaison Officers. He gave their activi- ties from July 1, 1975, to January 31, 1976, Statistical Data, an Evaluation of the Program, and Projects now being imple- mented or under consideration. LEE - HARNETT MENTAL Daryl Beverly, Ray West and. Peggy Hope appeared before the HEALTH ALCOHOL PROGRAM Board and gave an update on the activities of the Lee - Harnett Mental Health Clinic (or more specifically the Alcohol Program expenditures of the ABC Funds). Mr. West gave the report on the Alcohol Program. DUNN RESCUE, E.M.S. GOVERNOR'S HIGHWAY SAFETY PROGRAM AMBU- LANCE UNIT JOE LUCAS, MANPOWER OFFICE Commissioner Jesse Alphin discussed the Dunn Rescue, E.M.S. Governor's Highway Safety Program Ambulance Unit and also made a motion that Harnett County be the Local Government Unit to make application for a Highway Safety Project Grant for the Dunn Rescue Unit for one Type II Ambulance vehicle and equip- ment for matching funds under the Governor's Highway Safety Program - Cost shared (50 %) by Dunn Rescue Unit and that the Harnett County Manager, M. H. Brock, be named Project Director. Commissioner Cotton seconded and the issue carried with a unanimous vote. Joe Lucas, Manpower Director, appeared before the Board and presented a report on the Manpower Department and their acti- vities. COUNTY MANAGER REPORT County Manager M. H.
