HomeMy WebLinkAbout122219757-530 SPECIAL CALLED MEETING OF THE BOARD HELD ON DECEMBER 22, 1975 SPECIAL MEETING Chairman Bobby R. Etheridge called a special session of the Board of Commissioners for December 22, 1975, 4:45 P. M., in the Commissioners Meeting Room, County Office Building, Lill - ington, N. C. The meeting WAS called to order with all members present, also the County Attorney. TITLE 4 -D, PATERNITY The first topic for discussion was the Paternity Support, Title 4 -D Program under the Social Security Act. Mrs. Helen R. Crews, Director of Social Services and Mr. Victor Syndor from the State Office appeared before the Board in this behalf. A gen- eral discussion was held regarding Title 4-D, after which Commissioner Alphin made a motion that the responsibility for the operation and implementation of the program rest in the Sheriff's Department, and that the Commissioners begin to secure adequate space to house the program. Commissioner Cotton seconded the motion, after which another general dis- cussion was held. Commissioner Alphin withdrew his motion and Commissioner Cotton withdrew the second and the motion was therefore rendered null. RESOLUTION - HARNETT CENTRAL COUNTY PARK The following resolution entitled "Resolution Authorizing the Development of Harnett Central County Park" was introduced to the Board. Commissioner Cotton moved for its adoption, Com- missioner Alphin seconded the motion and the issue carried. WHEREAS, the Land and Water Conservation Fund Act of 1965 provides for the making of grants by the Bureau of Outdoor Recreation, Department of Interior of the United States Government to States and to local municipalities in support of Outdoor Recrea- tion projects and such funds are available after approval of the appropriate State Agency and the Bureau of Outdoor Recreation; and WHEREAS, the State is required to insure that there will be no discrimination against any person of any race, color, sex, creed, or political affiliation; and WHEREAS, the Board of Commissioners of Harnett County realizes that recrea- tion facilities are not adequate to meet the minimum recreational needs of the people of Harnett County; and WHEREAS, it is believed that said Board with the assistance of the general public is now in a position to lend full support to the development of a Harnett County Park. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF HARNETT COUNTY, NORTH CAROLINA: 1. That an application be made to the Bureau of Outdoor Recreation, Department of Interior of the U. S. Government throughtthe State of North Carolina for a develop- ment grant of $104,000. which represents fifty percent (50 %) of all costs ($208,000) including preparation, plans, and construction of recreational faclities to be completed in the fiscal year 1976 -77. 2. That the County Manager of Harnett County be authorized and directed to file such application on behalf of Harnett County, to provide additional inform- ation and to furnish such documents as may be required by the Bureau of Outdoor Recreation and the State of North Carolina and to act as the authorized correspondent of Harnett County. 3. That the Director, Bureau of Outdoor Recreation, Department of Interior of the United States Government be, and hereby is assurdd of full compliance by the applicant with the regulations promulgated pursuant to Title VI of the Civil Rights Act of 1964. RESOLUTION- NORTHEAST HARNETT COUNTY METRO. WATER DISTRICT The following resolution entitled "Resolution Board of Commissioners" regarding the Northeast Harnett County Metro - plitan Water District was presented to the Board. After discussion, Commissioner Brock moved for its adoption, Com- missioner Cotton seconded and the vote was unanimous. "Whereas, the Board of Commissioners of the County of Harnett has expended great effort over the past 10 years to provide water service to the Northeast Area of Harnett County including the Towns of Angier, Coats and Lillington, the Community of Buies Creek and intervening areas and, whereas, the Engineering Studies have shown the area to be sufficiently developed to support the financial requirements of the water project when each of the three municipalities agree to a minimum monthly purchase contract and 80% of the potential rural connections become customers of the system; whereas, the Towns have each passed Resolutions of Intent stating their intention to contract for a minimum purhcase of water each month and, whereas, it is the responsibility of the operating agency to get the potential rural connect- ions and an active campaign will secure all possible connections within the rural areas; whereas, the State of North Carolina, through the Department of Human Resources has provided $1.S+ Million Dollars in Clean Water Bond Grant Funds, Farmers Home Administration of the U. S. Department of Agriculture has committed by Letter of Cinditions $1.5 million in Grant Funds and $3.514 million in long- term low interest loan funds, the Coastal Plains Regional Commission, under the same conditions of Farmers Home Administration will provide $0.2 Million in supple- mental Grant Funds and; whereas the Northeast Harnett County Metropolitan Water Dis- trict has been formed for the purpose of providing an organizational vehicle which will allow the resident voters of the Metropolitan Water District to vote on the Water Bond Referendum within defined boundaries which would only involve the area which will get immediate water service upon favorable vote on the referendum and, whereas the County of Harnett has in past years provided funds for the development of water facilities for industrial, commercial and other types of development which substantially aid in increasing the County's tax base and since such development to increase this base is in the best interest of every taxpayer of Harnett County, it is the intent of County of Harnett to enter into a lease - purchase agree- ment with Northeast Harnett Metropolitan Water District upon favorable vote of the Metro- District authorizing issuance of the General Obligation Bonds of the Metro - District and construction of the Metro - District Water System. The Lease - Purchase Agreement will be a negotiated contractural agreement mutually acceptable to County of Harnett and Northeast Harnett County Metropolitan Water District. NOW, THEREFORE, be it resolved that the County of Harnett hereby acknowledges its intention to enter into a Lease - Purchase Agreement with Northeast Harnett County Metropolitan Water District, terms of which contract must be negotiated and be mutually acceptable to both parties. Further, that the County of Harnett hereby agrees to enter into such agreement at the earliest practical date after favorable consideration of the Metro- District Water Bond Referendum. ABC Funds 54- Bottle TITLE 4 -D 'PATERNITY SUPPORT In regards to the ABC Funds (5C a bottle) Commissioner Cotton moved that the funds on hand in the Harnett County Special ABC Fund account be transferred to the Medal Health Department. Commissioner Brock seconded the motion and the issue carried. The matter of the Title 4 -D, Child Support - Paternity Support was brought again to the floor for action. Commissioner Brock moved that all former action designating the Sheriff's Department as the agent for the implementation of the 4 -D Program be rendered null and void, and that the Harnett County Department of Social Services be designated as the agent to operate and implement this program, and that the Board of Adjournment Commissioners reserve the right to change this designation upon a 90 -day review period. Commissioner Alphin seconded, Commissioner Cotton called for the question and the issue passed unanimously. The meet -ng adjourned at 6:05 P. M. M. on January 5, 1976, by the Chairman Bobby R. Etheridge. All members of the Board were in attendance, also the Clerk to the Board. The Reverend Parker from the Pleasant Hill Christian Church was in attendance at the meeting and offered the prayer. The minutes from the previous meetings were read and approved. Mr. Don Dupree from the Department of Transportation was present at the meeting to inform the Board of the additional funds allocated for Harnett County in the amount of $49,900., and to present a proposal for the disposition of these funds.
