The Harnett County Board of Commissioners met in regular session
on Tuesday, September 2, 1975. With Chairman Bobby R. Etheridge
presiding the following members were present: Jesse Alphin,
W. J. Cotton, Jr., Gilbert Brown, and M. H. Brock. H. D. Carson,
Jr., Clerk to the Board and Ed McCormick, County Attorney were
also present.
The Chairman called the meeting at 9:35 a.m.
Rev. Barry Barbour, United Methodist Church, Kipling, offered the
morning prayer.
Kenneth Autry, Department of Transportation, appeared before the
Board and discussed several road matters.
Thomas Allen, Tax Supervisor, gave the report of his department.
BID OPENING FOR SALE
OF SURPLUS PROPERTY At 10:00 a.m. the bid opening for the sale of surplus property of
the following four automobiles began.

has the right to accept or reject any or all bids. All bids were
sealed and attached with the bid was either a 5% cash, cashier's
check, certified check, or bid bond of the total bid as required
by the N.C.G.S. 143 -129.

W. EARL JONES, TAX W. Earl Jones, Tax Collector, gave the report of his department
COLLECTOR for the month of August and his September plans.
The -following is a charge to the Tax Collector to proceed with
collection of 1975 taxes:

TO: W. Earl Jones, Harnett County Tax Collector
You are hereby authorized, empowered and commanded
to collect the taxes set forth in the tax books filed in
the office of the Harnett County Tax Supervisor and in
the receipts herewith delivered to you, and in the
amount and from the taxpayers therein set forth, (and
all other taxpayers and taxes represented by
official tax receipts for years other than the current
year) and such taxes are hereby declared to be a first
lien on all real property of the respective taxpayers
in Harnett County and this order shall be a full and
sufficient authority to direct, -require -and enable you
to levy on and sell any real or personal property of
said taxpayers, for and on account thereof in accord-
ance with law.

ACTION Commissioner Cotton moved to adopt this charge and seconded by
Commissioner Brock. The issue passed by a unanimous vote.
INCREASE IN PIN
EQUIPMENT RENT
AACTION
The Board was informed of an increase in PIN (Police Information
Network) rent and agreement from $153.50 to $175. This increase
will be effective January 1, 1976. Resolution is herein contained
on page 474.1.
Commissioner Brock made a motion to adopt the resolution and to,,.,.
enter into the agreement as proposed. Commissioner Alphin
seconded the motion and the issue passed.
1CAROLINA TEL. & TEL. A letter was sent to Charles Dorman, Manager Carolina Telephone
& Telegraph Co. concerning the increase in rates. The Board plan!
to petition to intervene in the hearing scheduled for September 91
1975, of the N. C. Utilities Commission. Commissioner Cotton
moved to make this matter as part of the official minutes.
Commission Alphin seconded. The issue passed.
REVISION OF HEALTH The Maternal and Child Health Branch of the Division of Health'
DEPARTMENT BUDGET Services agrees to provide School Health Funds in the amount of
$8,460.00 to the Harnett County Health Department for the period'
July 1, 1975 through June 30,-1976. These funds may be used by
local health departments to provide payments for medical /dental
services rendered in accordance with guidelines and criteria
outlined in the "School Health Program Manual" which is by refer-
ence considered part of this agreement.
ACTION
Commissioner Brock recommended that the Health Department budget
be revised in the amount of $8,460. Commissioner Alphin seconded
and the issue passed.
APPROPRIATION FOR The Board received a letter from Mrs. Davis C. Catlett, Treas.
U.D.C. Chicora Chapter 801, U.D.C. requesting the money appropriated for
the upkeep of the Averasboro Battleground and Cemetry. Commis_'
sioner Cotton moved to grant this request as it is budgeted in
the 1975 -76 budget, Commissioner Alphin seconded and the issue
passed.
DUNN AMBULANCE SER. The Dunn Ambulance Service informed the Board that they discontin
ued the ambulance at 5 p.m. on August 29, 1975.

The following resolution was offered by Chairman Bobby R. Etheridge
and a motion was made by Commissioner Brock

WHEREAS, the North Carolina Department of Justice, Police Information
Network plans to make available to law enforcement agencies and other
appropriate agencies of the State through the use of a centralized computer
system various information now available or to be developed essential to
the efficient operation of said agencies such as, but not limited to,
information contained in the Department of Motor Vehicles' files, information
contained in the National Crime Information Center, information contained
yin the State Bureau of Investigation's files, Department of Corrections'
files, and information from local law enforcement agencies by the installatiox
of a Police Information Network terminal in the Sheriff's Office of
Harnett County provided the County
of Harnett agrees to furnish a proper site for
installing such terminal, and the necessary personnel to operate said
terminal, and further agrees to assume the rental cost of such terminal from
the date of installation; that said installation of a Police Information
Network terminal is considered to be most necessary to the preservation of
law and order and the promotion of public safety within Harnett
County; and
WHEREAS, the North Carolina Department of Justice, Police Information
Network and this County have agreed as follows:
(A) The North Carolina Department of Justice, Police Information
Network will install and maintain a terminal connected to the Police
Information Network system and also train operators selected and paid by the
County to operate such terminal.
(B) The County shall furnish a proper site for installation of a
Police Information Network terminal and also furnish personnel to operate
said terminal.
(C) The County shall assume the rental cost (which cost includes
maintenance) of the Police Information Network terminal in the amount of
$ 175.00
(per month) beginning January 1, 1976.

CHILD ENFORCEMENT Ed McCormick appeared before the Board and explained in detail the
CONTROL ACT Child Enforcement Control Act. The Board has been asked to desig-
nate an agency in Harnett County for this function. Mr. McCormick
recommended the Sheriff's Department to be the appropriate agency
to carry out this function. Commissioner Brock moved that the
Harnett County Sheriff's Department be designated to handle the
Child Support Program and that the Chairman be authorized to enter
into the contract to perform these duties. Commissioner Alphin
seconded and the issue passed.

HEALTH DIRECTOR
Commissioner Cotton moved that the Sheriff, Chairman Etheridge,
County Manager Brock, Helen Crews and the County Attorney set up
some guidelines of how this program is going to be worked and a
monthly report be made to the Board. Commissioner Alphin seconded
and the issue passed.
Henry Thompson, Health Department Director, and Bill Meyer appeared
before the Board and discussed the Dunn -Erwin landfill site and
the much needed scraper. No action was taken. The Chairman
asked Mr. Thompson and Mr. Meyer to prepare some facts to present
to the Board at the next meeting.
ADJOURNMENT The Board adjourned at 11:30 a.m.
