HomeMy WebLinkAbout06171975446 BUDGET HEARING June 17, 1975 BUDGET: Public hearing on the FY 1975 -76 proposed budget for Harnett County Chairman Bobby R. Etheridge of theoard of Commissioners called the meeting to order at 9:10 a.m., and stated the purpose of the meeting as the appointed time and place for the public hearing of the proposed county budget for fiscal year 1975 -76. All members of the board were present. Mr. Steve Carver spoike against the issue stating that the main difference in the matter in the budget was a proposed tax increase for the condolidation of schools in the county and that consolidation of schools had been voted down several times by a majority of the people and that it was his belief that the majority should rule. He stated furhter that he recommended that the commissioners use the budget proposed and do the best effert to progress without a severe tax increase. Mr. Beamon Kelley spoke against the issue referring to Mr. Carver's remarks, stating that Mr. Carver had said just what the situation is, and that the people had spoken their feelings at the polls. Mr. Charlie Carpenter spoke for the proposed budget, saying that schools had not been voted on at all, just the method of financing. Mr. Marvin Marshall spoke on behalf of the Coats and Dunn area. He stated "I speak for the minority. I commend you for standing up for what you believe to be right. We do need facilities for our children." Mr. Marshall continued stating thata new set of commission- ers might not see the need for continuing these taxes, so what can be done to assure that the proper route is being taken. Mr. Joe Holmes spoke in favor of the proposed budget. Mr. Carl Fitchess, Jr. spoke in favor of the proposed budget and tax increase stating that he commended the commissioners for having the guts to propose such a measure and take a stand that is so unpopular. Meeting adjourned at 9:45 a.m. /s/ Bessie Moss Secretary C'airm n BOARD OF COMMISSIONERS MEETING JUNE 20, 1975 C1-rk Notice was given on June 17, 1975, that a meeting was to be held on June 20, 1975. Notice was given by Chairman Bobby R. Etheridge Chairman Bobby R. Etheridge called the meeting to order at 9:00 a.m., and Ed McCormick offered the morning prayer. County Manager M. H. Brock presented the proposed budget and noted that page 76 would indicate the ordinance regarding the budget and page 80 the tax base. Item 10 reflects the tax rate at $1.05 per $100 valuation based on 325 million. Chairman Etheridge entertained a motion for adoption and Commissioner W. J. Cotton, Jr. moved that the budget and ordinance pertaining thereto be adopted. Motion was seconded by Commissioner Jesse Alphin. Voting was by voice vote and recorded: Jesse Alphin - Yea W. J. Cotton - yea Bobby R. Etheridge - yea Gilbert Brown - Nay M. H. Brock - Nay Commissioner Brown stated that he was in favor of the budget except for the Board of Education capital outlay. Following adoption of the budget, County Manager M. H. Brock recommen -d- ed that due to the cost of living increase that the Board of Education current school expense budget be amended in the amount of $8,167.00 for a total of $1,317,579. rather than the stated amount of $1,309,412. Commissioner Brown moved that the recommendation as stated by Manager Brock be adopted. Manager Brock seconded the motion and it carried. The following amounts are hereby appropriated in the General Fund for the operation of the county governmen `d its activities for the fiscal year beginning July 1, 1975, and ending June 30, 1976, in accordance with the chart of =dcounts heretofore established for this county: Governing Body 22,600. Administration 20,156. Auditor's Office 31,796. Tax Supervisor 56,223. Tax Collector 37,642. Sheriff 202,180. Register of Deeds 57,424. Coroner 11,100. County Jail 31,740. Social Services 454,249. County Extension 67,058. Health Department 254,404. Dog Warden 10,140. Landfill Program 38,756. Various 14,000. Library 45,788. Elections 19,450. Civil Defense 1 I 76 24,136. Sect:...- .n 12. There is hereby levied a tax at the rate o', five cents (50) per one hundred dollars ($100) v.._cation of property listed for taxes as of January 1, 1975, located within the special Averasboro School District for the raisi . of revenue for said Special School District. This rate of tax is based on an estimated total valuation of property for the purposes of taxation of $92,000,000. and an estimated collection rate of approximately 95 %. There is appropriated to the Special Averasboro School District the sume of $84,931. for use by the Special School District in such manner and for such expenditures as is permitted by law from the proceeds of this tax and any other revenues otherwise accruing to said Special School District. Section 13. There is hereby levied the following tax rates per hundred dollars ($100) valuation of property listed for taxes as of January 1, 1975, located within the Special Fire Districts, for the raising of revenues for said Special Fire Districts, as follows: Anderson Creek Fire District Fifteen cents 150 Angier Black River Emergency Ambulance & Rescue, Inc. Fifteen cents 150 Black River Fire District Ten cents 100 pules Creek Fire District Ten cents 100 Erwin Fire District Eight cents 80 Flat Branch Fire District Fifteen cents 150 Flatwoods Fire District Fifteen cents 150 Grove Fire District Fifteen cents 150 Spout Springs Fire District Fifteen cents 150 Summerville Fire District Thirteen cents 130 87 Principal 100,000. Interest 10,875. Bank Service Charges 155. 111,030. Section 9. It is estimated that the following revenues will be available in the Debt Service Fund for the fiscal year beginning July 1, 1975, and ending June 30, 1976: Contribution from General Fund 111,030. Section 10. There is hereby levied a tax at the rate of One Dollar and Five Cents ($1.05) per one hundred dollars ($100) valuation of property listed for taxes as of January 1, 1975, for the purpose of raising the revenue listed as "Current Years Property Taxes" in the General Fund in Section 3 of this ordinance. This rate of tax is based on an estimated total valuation of property for the purpose of taxation of $325,000,000. and an estimated collection rate of 95 %. The estimated rate of collection is based on the fiscal 1974 -75 collection rate of approximately 95 %. Section 11. The Budget Officer is hereby authorized to transfer appropriations within a fund as contained herein under the following conditions: a. He may transfer amounts up to $500.00 between objects of expenditures within a department with an official report on such transfer at the next regular meeting of the Board of Commissioners. b. He may not transfer between departments of the same fund c. He may not transfer any amount between funds nor from any contingency appropriation within any fund 8o- Federal and State Grants $ 1,445,200. Contribution from General Fund 483,050. $ 1,928,250. Section 6. The following amounts are hereby appropriated in the Revenue Sharing Fund for purposes consistent with Federal Law and regulation for the fiscal year beginning July 1, 1975, and ending June 30, 1976: Landfill Operation & Equipment 50,000. Water & Sewer Lines 85,000. Landfill Site 75,000. County Buildings 40,000. Contributions to School Capital Outlay 1,250,000. $ 1,500,000. Section 7. It is estimated that the following revenues will be available in the Revenue Sharing Fund for the fiscal year beginning July 1, 1975, and ending June 30, 1976: Interest on Investments 50,000. Expense Refunds 5,000. Federal Government Grants 570,000. Fund Balance Appropriated 875,000. $ 1,500,000. Section 8. The following amounts are hereby appropriated in the Debt Service Fund for the payment of principal and interest on the outstanding debt of the county, and the expenses relating thereto for the fiscal year beginning July 1, 1975, and ending June 30, 1976: 79 Section 2. The appropriations to the Board of Education firstly shall be made from any funds which are deuicated t_ the use of the schools and secondly shall be made from general county revenues to the extent necessary. Request to check on retirement was brought to the attention of the RETIREMENT Board by the Chairman. REGULAR SESSION CALL TO ORDER MORNING PRAYER ERROR CORRECTION IN SOCIAL SERVICES BUD- GE T READING AND APPROVAL OF MINUTES . C. TAYLOR, DOT The Harnett County Board of Commissioners met in regular session on Monday, July 7, 1975. The following members were present: Chairman Bobby R. Etheridge, presiding, Commissioners W. J. Cotto Jr., Jesse Alphin, M. H. Brock, and Gilbert Brown. Also present was H. D. Carson, Jr., Clerk to the Board and E. Marshall Woodall Tax Attorney attending for Ed McCormick, County Attorney. The Chairman called the meeting to order at 9:35 a.m. Rev. Ed Barbour, Erwin United Methodist Church, offered the morn- ing prayer. Mrs. Helen Crews appeared before the Board to correct an error in the Social Services Budget in the Administrative and WIN section. The budget was presented as $92,000 but needs to be $133,250 (this figure is less than the Administrative budget last year). Commissioner Brock made a motion not to amend the budget at this point but to certify this report of $133,250 as presented by Mrs. Crews. Commissioner Alphin seconded and the issue carried The minutes of the previous meetings were read and approved. H. C. Taylor, Department of Transportation, appeared before the Board and discussed several road matters. Mr. Taylor presented the following resolution requesting that a road located off SR 2016, known as the Wildlife Access Road, be placed on the State Secondary Road System for maintenance:
