MINUTES OF THE MID MONTH MEETING OF MAY 19, 1975.
CALL TO ORDER
Chairman Bobby R. Etheridge convened the mid -month meeting at
7 :40 P. M., with the following members present: M. H. Brock,
W. J. Cotton, Jr. and Gilbert Brown. Also present was H. D.
Carson, Jr., Clerk to the Board and Edward H. McCormick, County
Attorney.
EVENING PRAYER The Chairman asked the County Attorney to lead the evening
prayer.
MINUTES READ AND APPROVED
The minutes of the previous meetings were read and approved.
JAMES KIER, CD,
NER
James Kier, Community Development, State Department of Natural
and Economic Resources, came before the Board to report that
Harnett County's application for Community Development in the
approximate amount of 520 thousand dollars had been presented
to H U D, and that this application ranked.11th out of 94
submitted.
Commissioner Brock asked that Mr. Kier be commended on the
outstanding work he had done in preparing this application to
be presented to H U D.
Building Inspection
Plan Mr. Kier then presented a proposal to set up a building inspect-
ion plan for the county. He presented a draft copy of such a
plan for the consideration of the Board.
BID OPENING FOR THE
ARMORY A letter from Dunn City Manager regarding information as to
the opening of bids for the construction of a new Armory in
the City of Dunn was presented by the Chairman. The bid open -
ing date was set for June 18, 1975. This brought to mind an
obligation the Commissioners had made concerning participation
in the cost thereof.
PROCLAMATION
"BEEF FOR FATHERS DAY"
The following proclamation was presented for the pleasure of
the Board:

PROCLAMATION
WHEREAS, The beef industry is one of the most important segments
of the economy of Harnett County; and
WHEREAS: Beef is one of the most nutritious foods, rich in
protein and all health - building factors, scientifically proven
beneficial to people of all ages, from the very young to the
very old; and
WHEREAS, It is important that the people of Harnett County re-
cognize the importance of beef in the everyday life of our
citizens; and
WHEREAS: Father's Day, June 15, 1975, is an appropriate time
to honor the beef industry and its contribution to the
strength and welfare of our great state and nation:
I, Bobby R. Etheridge, Commissioner of Harnett County, Do
Therefore Hereby PROCLAIM the use of BEEF FOR FATHER'S DAY
On June 15, 1975. I respectfully urge all businesses and
organizations, producers and consumers to cooperate in the
observance of Father's Day by serving beef on this day to
insure beef will have its rightful place among foods served
on special days, and to recognize the importance of the beef
industry to our state's economy.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the
Seal of the County of Harnett to be affixed.

ACTION: Commissioner Cotton moved to adopt the foregoing
proclamation, Commissioner Brown seconded and the issue
carried unanimously.
The agenda reflected an item of business regarding a request
from Lee - Harnett Mental Health Center for nickel a bottle
funds. The matter was tabled until first Monday in June.
AMENDMENT TO THE
RECREATION BUDGET
Commissioner Brock informed the Board that EEA Grant funds to
support the salary of the Recreation Director had come to a stop.
He then moved that the Recreation budget be amended to carry
the salary of the Director for the remainder of this fiscal
year. Commissioner Cotton seconded the move and it passed.
MANAGER'S REPORT County Manager Brock reported to the Board on several items:
Ambulance
He reported on the Angier -Black River Rescue Ambulance as to
the fact that purchase authorization had been issued to the
company that is to furnish the vehicle, with expected date of
delivery within 45 days.
Budget The budget is on schedule and will be finished on time.
Renovation:
Health Facility
Bond Referendum
Landfill Sites
The renovation of the former ASC office is proceeding rapidly
and is soon to be completed.
Bids will be opened again on June 2, 1975, at 11:00 A. M.
at the regular Board meeting.
The Water Bond is set for Tuesday, May 20th. Al /voting pre-
cincts are set and no obstacles are in sight.
He called upon Bill Meyer to report on the two sites - Bar-
becue- Anderson Creek site and the site below Erwin. Progress
is being made to construct these two sites as quickly as poss-
ible because of the closing of the Dunn - Erwin site in the near
future.
CONTRACT BETWEEN COUNTY
& BUIES CREEK FIRE DEPT.
A contract and agreement between Buies Creek Fire Department
and the County of Harnett was presented for execution. Comm-
issioner Brock moved that the contract be executed and that
authority be granted to the Chairman to affix his signature to
the document and that the Clerk be authorized to attest the
signature. Commissioner Brown seconded the motion and it passed.
DUNN PLANNING BOARD &
ADJUSTMENTS BOARD The following names were presented to the Board for consideration
for appointment to the Dunn Planning Board:

The following names were presented to the Board for consideration
for appointment to the Adjustments Board:

ACTION: Commissioner Cotton moved to approve the lists of
people to the Dunn Planning Board and to the Adjustments Board
for appointment thereto, Commissioner Brock seconded the motion
and it carried.
A request from the Board of Education for the approval of the
purchase price for the comprehensive high school site for Area I,
for an amount of $72,190. The matter was docketed and will be
presented for action at the June meeting
Salary The Chairman, for clarification and for budgeting purposes and
at the request of the Board informed the Board that the salary
for the manager was set at $800 per month.
ROCK AND ROLL SHOW Attorney McGeachy from Fayetteville, representing Mr. Charles
W. Billings and Mr. Charles H. Canipe, appeared before the
Board regarding the Rock and Roll Show planned for Western
Harnett on the weekend of May 24th. He informed the Commission-
ers that it was a one day affair, from Saturday 8:00 a.m. until
12 midnight and that all of the people would be cleared out by
2:00 a.m. He stated that music is the only form of entertainment
to be presented, that from 10:00 a.m. until 7:00 p.m. local
2 -3 -4- man bands will be performing and that a professional
band will then perform from 7:45 until midnight. This will be
a national Recording Artist.
He indicated that the event is scheduled to be presented in a
tract of land that includes 600 acres, four entrances and
completely enclosed with barbed wire, and lighted fields
specially marked for parking. He stated that 50 portable toilets
were installed, to serve approximately 100 people each and that

adequate water was being prepared for. He then stated that off-
duty police from Cumberland County were being engaged to offer
and provide adequate police protection on the property.
A general discussion followed with several of the people from
that area voicing opinions: Mr. Stephens, Mr. Tom Hayes, Mr.
Zollie Ray and others.
Executive Session The Board then went into Executive Session:
As a result of the Executive Session, the following action
transpired: Commissioner Brock informed those present that
the Board did not sanction this type of show in the county,
but that the promotors were doing their best to comply with
every ordinance in existence both state and county. Therefore,
Commissioner Brock made a motion that if the promoters,
Billings & Canipe,would comply with all health and safety
rules, laws and regulations, provide a list of activities,
secure privilege license from the County Tax Collector, put
up a bond in the amount of $5,000 with the County Auditor so
that if damage is done that injured party will be able to claim
compensation through legal channels; that if these promotors
will cooperate with the Sheriff's Department to insure safety
and protection to the citizens of the county and that if all
these rules be adjered to and all regulations be complied with
then the event be held as scheduled.
Commissioner Cotton seconded the motion and upon its being put
to vote those voting for were Chairman Etheridge, Commissioners
Cotton and Brock. Commissioner Brown voted no.
ADJOURNMENT Commissioner Cotton moved for adjournment, and the time was
10:15 P.M.

HARNETT COUNTY BOARD OF EQUALIZATION AND REVIEW - 1974
The Harnett County Board of Commissioners sat on the Board of Equalization and Review
for the first scheduled meeting on April 24, 1975, 10:00 a.m. in the Commissioners
Meeting Room, in the County Office Building, Lillington, N. C. Ruby T. Currin, Ass't.
Clerk of Superior Court administered and officiated in the following sworn statements
as taken by each of the following members: M. H. Brock, W. J. Cotton, Jr., Jesse
Alphin, and Gilbert Brown. Bobby R. Etheridge did not attend the meeting.
I, do solemnly swear (or affirm) that I will support and maintain the
Constitution and laws of the United States, and the Constitution and laws of North
Carolina not inconsistent therewith, and that I will faithfully discharge the duties
of my office as a mem -er of the Board of Equalization and Review of Harnett County,
North Carolina, and that I will not allow my actions as a member of the Board of
Equalization and Review to be influenced by /personal or political friendships or
obligations, so help me, God.

Mr. Brock called the meeting to order at 10 :00 a.m. According to the regulations of
the New Machinery Act, compensation for the members of the Board must be settled at
the first meeting, as the first order of business. By consent of the Board, the com-

Dannie McNeill appeared on behalf of Dannie and Velma H. McNeill, Route 3, Lilling
ton, N. C., Upper Little River Township, on a trailer hook -up value $200. located

Marvin Ricketson appeared on behalf of Marvin and Mary K. Ricketson, Route 6, Box
