HomeMy WebLinkAbout042161975MINUTES OF THE MID MONTH MEETING OF THE BOARD OF COMMISSIONERS MID -MONTH MEETING The mid -month meeting of the Board of Commissioners was held on April 21, 1975 The Chairman called the meeting to order at 7:30 on April 21, 1975, with all members present. Also present was H. D. Carson, Clerk to the Board and Edward H. McCormick, County Attorney. EVENING PRAYER Chairman Etheridge led the evening prayer. MINUTES READ HB 741 State School System The minutes of the previous meetings were read and approved. The Chairman introduced HB 741, as presented by Representative Jimmy Love and Seantor Ralph Scott, and asked that the citizens of the county keep abreast of the progress of this bill, in that it is very vital to the school system of the state. Commissioner Brock moved that the Board write a letter to those presenting the bill, and inform them that Harnett County endorses HB 741, because of its importance to the school system. Commissioner Alphin seconded and the issue carried unanimously. Commissioner Brock informed the members that he would carry this information pertaining to the endorsement of the bill to the state meeting of the Association of County Commissioners, that will be held this week. CAPE FEAR CRIMINAL JUSTICE GRANT for'Juvenile The Chairman informed the Board of grants available from Officers Cape Fear Criminal Justice, in varying amounts from $2,000 to $35,000 for the appointment of juvenile officers. He asked that this information be made available to the Sheriff's Department and wait for a recommendation there- from. RESOLUTION Closing of East Edgerton The Resolution pertaining to East Edgerton Street closing, Street in Dunn it was determined, in the absence of any word from Dunn Planning, that the matter would be tabled in entirety until the first meeting in May, 1975. OSHA TEAM Henry Thompson OPENING OF BIDS Rescue Squad Ambulance Mr. Henry Thompson, Chairman of the OSHA Team for the County reported to the Board that he had had a meeting with the State Office of OSHA, Mr. Ralph Edwards. He indicated that he would within two weeks conduct an inspection for the county facilities and make a report to the Board, and from this time on he would make semi - annual reports as prescribed. At 8:00 P.M., the bids for the furnishing of an ambulance for the Angier -Black River Rescue Squad were duly opened, as indicated and provided for in the specification mailed to the bidders. The Chairman removed the contents from the envelopes and they are recorded herein alphabetically: 1. Action Fire & Safety Inc., P. 0. Box 11317, Charlotte, N. C. Bid sealed, 5% bid bond contained with Power of Attorney. 1974 Vehicle including exhibits 1 & 3 1975 Vehicle including exhibits 1 & 3 (Alternate-Bid) $15,880.59 $17,805.59 2. Crain Garage M -M Sales, P. O. Box 6055, Marietta, GA. Bid sealed, 5% bid check enclosed in the amount of $950. 1975 Dodge $18,614.00 plus tax $120.00, total of $18,714.00, excluding Exhibit 2, which could be added at a total of $579.75 for an alternate total of $19,293.75. /412 RESOLUTION Expressing Appreciation to Rescue Squads & Fire Districts 3. Southern Ambulance Builders, Inc., LaGrange, Ga. Bid sealed, bid bond enclosed with Power of Attorney, 1975 Chevrolet $13,667.00 F. O. B. with Exhibit 1 included, #2 exeluded plus N. C. tax of $150.75 for a total of $13,817.75. 4. Star -Line Enterprises, Inc., Sanford, Fla. 32771, Bid sealed, bid bond enclosed with Power of Attorney. 1975 Chevrolet Vehicle, $14,304.08 including Exhibits 1 & 3, delivered. Alternate 1975 Dodge $14,974.08 including Exhibits 1 & 3, and for Exhibits, 3, add $189.81 for a total of $15,163.89. 5. Superior Coach Sales Co., Greensboro, NC. sealed bid, bid bond enclosed with Power of Attorney, Basic bid $15,972.50 plus tax for $16,092.50. For exhibit 1, add $975.00 and for Exhibit 2, add $150.00 for a total of $17,217.50 A bid committee composed of M. H. Brock, W. J. Cotton, Ed McCormick and Eddie Smith were chosen to serve, to review all the bids submitted, and to make a recommendatio for consideration of the Board. A bid review meeting was set for Thursday, April 24, 1975 for 4:00 P.M. Commissioner Alphin moved for the adoption of the followin resolution, expressing appreciation to the members of the squad in attendance at the meeting for their valued ser- vice to all volunteer services being rendered. Commissione Cotton seconded the motion to adopt the resolution, the issue carried. Resolution amended by Comm. Etheridge, seconded by Alphin to include Fire Districts also. Resolution to be distributed. WHEREAS, the volunteer units of the county have, in time past as well as the present, rendered unmeasurable service to the county, and WHEREAS, many times these individuals have received little or no expressions of appreciation for their labors and intentions, and WHEREAS, these volunteers give of themselves above and beyond the normal call of duty, NOW, THEREFORE, in light of these written facts, and in light of the many unnoticed and unwritten facts, the Harnett County Board of Commissioners does hereby resolve that the volunteer rescue units of the County of Harnett, as well as the volunteer Fire Departments of the County of Harnett, be extended heart- felt commendations and expressions of appreciation for the many acts of human kindness rendered to the citizens of the County of Harnett, and for the compassion and care evidenced by these selfless and untiring acts, and WE FURTHER resolve that this commendation be made known to the citizens of this county through the news media and through the preservation of this resolution by the spreading of it upon the face of the permanent record of the meetings of the Board of Commissioners. This done the 21st day of April, 1975 sat Bobby R. ',herid. -, Chairm of the Board of Commissioners JURY COMMISSION Reappointment of Mack R. Hudson Regarding the appointment expiration for a member of the Jury Commission, Commissioner Cotton moved that Mack R. Hudson be reappointed to serve on the Jury Commission for a period of two years. Commissioner Alphin seconded the motion and it carried. COUNTY MANAGER'S REPORT County Manager, M. H. Brock, made his report. He reported on the cars for the Sheriff's Department and the various methods whereby the county could acquire these vehicles. After discussion, Commissioner Cotton moved that the purchase of the seven cars be made through the state purchasing department. Commissioner Brown seconded and the issue carried. He then reported on the county garage and the renovation of the old ASC Office in the basement of the Courthouse. LOCAL GOVERNMENTAL RETIREMENT for The Board was informed of the desire of fourteen deputies Law Enforcement Officers who requested they be allowed to transfer retirement benefits from Local Governmental Retirement to Law Enforcement Officers Retirement (LEO), because it was their understanding that the benefits to be derived would be best for them and would be advantageous in that it allowed an earlier retirement. Commissioner Brown moved that these deputies be allowed to transfer from Local Government Retirement to LEO. Commissioner Brock seconded and the issue carried. LEAA GRANTS Communications, Equip. ADJOURNMENT Regarding the grants available to the county from LEAA, as to communications, equipment and installations, Commissioner Cotton moved that the county agree to the purchase of the 4- channel radios and take no action regarding the other items at this time. Commissioner Alphin seconded the motion and the issue carried. Meeting adjourned at 9:15 P.M.
