PUBLIC MEETING CONCERNING THE COMMUNITY DEVELOPMENT ACT OF 1974
The Public meeting concerning the Community Development Act of 1974, held on Thursday,
April 3, 1975, in the County Building Meeting Room, between the Board of Commissioners
and the officials of the municipalities of the county, was convened at 8:00 P. M.
Chairman Etheridge called the meeting to order, expressed appreciation to those in
attendance for their interest and concern and recognized James Kier, County Planner,
with Natural and Economic Resources, and the County Manager. Mr. Brock spoke first
and informed the group that the intentions of this meeting was to establish priorities
in the Community Development Program, based on definite needs of the county. He
stated that the pre - application submitted for Harnett County was rated 12th.
Other facts included that the county is scheduled to receive $187,000. under Section 8
Housing and Urban Development. He said the application must be completed by April 15,
and that time was important.
Mr. Kier spoke then specifically to the issues involved in the materials presented to
the elected officials. The seven listed priorities stated in the materials are as
follows:
1. Full -time Inspector to enforce the minimum housing codes and to inspect on
a systematic basis conditions in areas of substandard housing.
2. Construct a senior citizens center.
3. Demolition of 30 dilapidated structures.
14. Acquire three recreational sites and construct community parks.
5. Waste water feasibility study.
6. Pave West Norton Street, 1 block of 2nd Street and 1 block of 4th Street.
7. Community Development Coordinator
The group voted by majority, affirmatively, that Item #2 should be left in the three -
year plan and taken out of the one -year projections of the plan, with the following
amendments being made to the group of needs listed:
1. Expand recreation
. Concentrate more on drainage
3. That rehabilitation of housing include utilities.
,Meeting adjourned at 10:00 P. M., Commissioners in attendance were W. J. Cotton, Jr.,
IJesse Alphin, Jack Brock and the Chairman.
