MINUTES OF THE MID MONTH MEETING OF THE BOARD OF COMMISSIONERS
MID -MONTH MEETING
The mid -month meeting of the Board of Commissioners was held on
March 17, Monday, 1975.
CALL TO ORDER
MINUTES READ
WIC PROGRAM
Henry Thompson
The Chairman called the meeting to order at 7:30 P. M., with all
members present: Commissioners Brock, Cotton, Brown and Alphin.
Also present were H. D. Carson, Jr., and County Attorney, Edward
H. McCormick.
The minutes of the last meeting were read and approved.
Mr. Henry Thompson, County Health Director, presented facts con-
cerning the WIC Program (Women, Infants and Children). He explained
its goals, and its purposes, and explained that it was a pilot pro-
gram, that only three of the seventeen regions in the State have
facilities that offer services of this nature. Its beginning will
be July 1, 1975, and will continue through June 30, 1976. He antici-
pated the hiring of one person to handle the paper work and record
keeping of this project. The program is intended to reach nutrit-
ional risks among women, children and infants. He further explained
that 10% of the funds allocated by the Federal Government for the
implementation of the program could be used to administer the pro-
gram through salaries, stationery and supplies, postage, etc.
The Chairman asked that Mr. Thompson get a proposal together and bring
it to the Board for consideration.
DRAINAGE ASSISTANCE
REQUESTED John W. McNeill, Route 1, Erwin, N. C. Stewart's Creek Township,
appeared before the Board, along with James E. Williams, James Stewart and
others, seeking assistance with drainage problems in the Beaverdam
Community of the County, more specifically, along SR 2021 -1799,
and 1110. They stated that water came out of the ditches and flood-
ed their farming fields, yards, and they feared would contaminate
their drinking water. The Board agreed that there existed a real
problem, one which was uncontrollable by county regulations. They
informed those presents that the Health Department would send a
sanitation officer along with the environmentalist, Bill Meyer, to
the community, and expect a report of their findings and recomm-
endations as to the efficient solution to the problem.
ZENITH TELEPHONE LINE
Regarding the Zenith telephone line, the County Manager presented
the Board with a proposal from Carolina Telephone and Telegraph
Comapny as follows:

Commissioner Brock recommended the county employ this service for
its citizens, Commissioner Brown said he thought the project worth-
while.
Commissioner Alphin moved to adopt the proposal from Carolina Tel-
ephone and Telegraph Company, and enter into an agreement to have
the equipment installed, Commissioner Cotton seconded the motion
and the issue carried unanimously.
AMENDMENT TO WATER FEASIBILITY
STUDY Regarding the Amendment to Water Feasibility Study, the following
action transpired:
Commissioner Brock made the following motion:
I move that the "Amendment to Water Feasibility Study for County
of Harnett, North Carolina" presented to the Board on March 7,
1975, by Chairman Bobby Etheridge,as an attachment to the
"Application for Approval of the issuance of General obligation
bonds, filed with the Local Government Commission on 3 -7 -75, and
further presented and read at a public hearing at 10:00 A. M.,
on 3- 17 -75, by Roy Spainhour be approved as an official amendment
to the County Water Feasibility Study.
Commissioner Cotton seconded and those voted for were Commission-
ers Alphin, Cotton, Brock, Brown and the Chairman. Those voting
against were none..
REPORTS FROM THE
MANAGER The Manager reported on the County Garage Building, that the bids
for the Angier -Black River Ambulance would be opened at 8 o'clock
on April 21, 1975, here in the Commissioners Room. Also, he
reported the results of the surplus property sale, completed on
March 17, 1975. Funds collected therefrom totaled $885.00.

COUNTY AUDITOR
ADJOURNMENT
H. D. Carson, Jr., County Auditor, appeared before the Board re-
garding a bookkeeping transaction involving the General Fund and
the Debt Service Fund. His request was that the General Fund
Purchase the investments totaling $30,000. from the Debt Ser-
vice Fund. As a result of this action, therefore, only the Gen-
eral Fund and the Revenue Sharing Funds would own investments.
Commissioner Brock moved that theAuditor be authorized to purchase
for the General Fund, the investments of the Debt Service Fund
in Home Savings and Loan Association in Lillington and First Fed-
eral Savings & Loan Assoc. in Dunn. Commissioner Brown seconded
the motion, the issue passed.
The meeting adjourned at 9:00 P.
