HomeMy WebLinkAbout03171975Chairman Clerk to the Bpa l PUBLIC HEARING RE: ORDER AUTHORIZING $7,300,000 WATER BONDS The Board of Commissioners for the County of Harnett, North Carolina, met in adjourned regular session at the County Office Building in Lillington, North Carolina, the assembly room, at 10 o'clock A.M., on March 17, 1975. Present: Chairman Bobby R. Etheridge, presiding, and Commissioners Jesse Alphin, W. J. Cotton, Jr., M. H. Brock and Gilbert Brown. Absent: None * * * * * * * * * * * * * * * * * * * * * * The Chairman announced that this was the hour and day fixed by the Board of Com- missioners for the public hearing upon the order entitled: "ORDER AUTHORIZING $7,300,000 WATER BONDS ", and that the Board of Commissioners would immediately hear anyone who might wish to be heard on the question of the validity of said order or the advisability of issuing said bonds. No one appeared, either in person or by attorney, to be heard on the question of the validity of said order or the advisability of issuing said bonds and the County Auditor and ex officio Clerk announced that no written statement relating to said question had been received, except Roy Spainhour of Moore, Gardner & Associates Engineers read the entire "AMENDMENT TO WATER FEASIBILITY STUDY FOR COUNTY OF HARNETT NORTH CAROLINA." except Abe Elmore, residing at Dunn, North Carolina, who appeared in person and stated that the plan as being presented by the county cuts Dunn completely out as far as securing any reasonable amount of water customers. His proposal to the county would be that they go into a plan of installing transmission lines rather than build a new water filtering plant. Dunn has a surplus of water, we would like to sell some of it, but we don't want to sell our plant. except Mr. Beaman Kelly, taxpayer, residing at Route 3, Lillington, North Carolina, who appeared in person and stated that the County -Wide System was not completely county- wide and the areas on the map not colored would not benefit from this and these citizens will pay their proportionate share. except Marvin Marshall, Chairman of the Dunn Chamber of Commerce, residing at Dunn, North Carolina, who appeared in person and stated that the Dunn Chamber of Com- merce is interested in doing something that will benefit Harnett County and we need to move forward with some type of water system. The water system is very much needed for industrial development. except Jack Allen, residing at Bunnlevel, North Carolina, who appeared in person and stated that he does not mind paying a little more tax to bring water to the County and it is well needed in Bunnlevel. All of the foregoing statements were duly considered by the Board. Thereupon, upon motion of Commissioner Cotton, seconded by Commissioner Alphin, and carried, the order introduced and passed on first reading on March 7, 1975 entitled: "ORDER AUTHORIZING $7,300,000 WATER BONDS" was read a second time and placed upon its final passage. The vote upon final passage of said order was: Ayes: Commissioners Jesse Alphin, W. J. Cotton, Jr., M. H. Brock, and Gilbert Brown. Noes: None * * * * * * * * * * * * * * * * * * * * * * * * The Chairman then announced that the order entitled: "ORDER AUTHORIZING $7,300,000 WATER BONDS" had been adopted. The County Auditor and ex officio Clerk was thereupon directed to publish the fore- going order, together with the appended statement as required by The Local Government Bond Act, as amended, once in The Daily Record and The Dunn Dispatch. Thereupon Commissioner Brock introduced the following resolution which was read: RESOLUTION CALLING A SPECIAL BOND REFERENDUM BE IT RESOLVED by the Board of Commissioners for the County of Harnett: Section 1. A special bond referendum is hereby called to be held between 6:30 a. and 7:30 p.m., on Tuesday, May 20,, 1975, at which there shall be submitted to the qualified voters of Harnett County the question stated in the Notice of Special Bond Referendum set forth in Section 3 of this resolution. Section 2. For said referendum, (i) the regular registration books for elections in Harnett County shall be used and the registration books, process or records shall be open for the registration of qualified persons and for public inspection in the manner, under the conditions and at the times and places as provided in said notice set forth in Section 3 of this resolution, (ii) the registrars, judges and other officers of elections appointed by the County Board of Elections of Harnett County for the several precincts and voting places in said County shall be the election officers for such precincts and voting places, and (iii) the precincts and voting places shall be those fixed by said County Board of Elections as provided in said notice set forth in Section 3 of this resolution, subject to change as provided by law. Section 3. The County Auditor and ex officio Clerk shall cause a notice to be published in The Daily Record and The Dunn Dispatch once at least fourteen days before April 21, 1975 (being the last day on which persons may register for said referendum) and once again not less than seven days before said day, such notice to read substan- tially as follows: NOTICE OF SPECIAL_BOND REFERENDUM in the COUNTY OF HARNETT, NORTH CAROLINA A special bond referendum will be held throughout Harnett County between 6:30 A.M and 7:30 P.M., on Tuesday, May 20, 1975, at which there will be submitted to the qual- ified voters of said County the following question: Shall the order adopted on March 17, 1975, authorizing not exceeding $7,300,000 Water Bonds of the County of Harnett, North Carolina, for the purpose of providing funds, with any other available funds, for constructing a water- works system for. said County, including the con- struction of water supply, storage, treatment, and distribution facilities and the acquisition of necessary land and rights of way, and author- izing the levy of taxes in an amount sufficient to pay the principal of and the interest on said bonds be approved? The question hereinabove set forth contains a statement of the purpose for which the bonds are authorized by the order referred to in such question. If said bonds are issued taxes in an amount sufficient to pay the principal and interest thereof will be levied upon all taxable property in the County of Harnett. For said referendum the regular registration books for elections in the County of Harnett will be used and the registration books, process or records will continue to be open for the acceptance of registration applications and the registration of qual- ified persons between the hours of 8:30 A.M. and 5 :00 P.M. on Monday to Friday, inclu- sive, of each week at the office of the County Board of Elections of Harnett County located at Agriculture Building, 19 East Front Street, in Lillington. In addition, registration applications will be accepted and qualified persons may register with the registrars for the several precincts in Harnett County at said regi- strars' homes, and qualified persons may contact the County Board of Elections at the office of said Board mentioned above, telephone number (919) 893 -4495 for further information:land direction. The last day for new registration of those not now registered under Harnett Count permanent registration system is Monday, April 21, 1975. The last day on which registered voters who have changed residence from one pre- cinct to another may transfer registration is Monday, April 21, 1975. Any qualified voter of the County who is qualified to vote by absentee ballot under the provisions of the General Statutes of North Carolina, particularly Article 2 of Chapter 163, in a statewide primary or general election is authorized to vote an absentee ballot in said special bond referendum in accordance with said provisions of the General Statutes relating to absentee voting. Any qualified voter of the County who is qualified to vote by absentee ballot in said special bond referendum may apply for an absentee ballot not earlier than sixty days prior to said special bond referen- dum and not later than 6:00 P.M., Wednesday, May 14, 1975, at the office of the County Board of Elections mentioned above. 's Qualified voters who are not certain whether they are registered or qualified to vote by absentee ballot should contact the County Board of Elections at the office of ' said Board mentioned above. The registration books for elections in Harnett County will be open to inspection by any registered voter of th eCounty during the normal business hours of the County Board of Elections on the days when the office of said Board is open, and such days are Challenge Days. The registrars, judges and other officers of elections appointed by the County Board of Elections will serve as the election officers for said referendum. Section 6. This resolution shall take effect upon its passage. Thereupon, upon motion of Commissioner Brock, seconded by Commissioner Cotton, the foregoing resolution entitled: "RESOLUTION CALLING A SPECIAL BOND REFERENDUM" wa passed by the following vote: Ayes: Commissioners Jesse Alphin, W. Etheridge declared the hearing closed at 11:20 a.m. Secretary Chairman 'Y Clerk to the Bon.rd • MINUTES OF THE MID MONTH MEETING OF THE BOARD OF COMMISSIONERS MID -MONTH MEETING The mid -month meeting of the Board of Commissioners was held on March 17, Monday, 1975. CALL TO ORDER MINUTES READ WIC PROGRAM Henry Thompson The Chairman called the meeting to order at 7:30 P. M., with all members present: Commissioners Brock, Cotton, Brown and Alphin. Also present were H. D. Carson, Jr., and County Attorney, Edward H. McCormick. The minutes of the last meeting were read and approved. Mr. Henry Thompson, County Health Director, presented facts con- cerning the WIC Program (Women, Infants and Children). He explained its goals, and its purposes, and explained that it was a pilot pro- gram, that only three of the seventeen regions in the State have facilities that offer services of this nature. Its beginning will be July 1, 1975, and will continue through June 30, 1976. He antici- pated the hiring of one person to handle the paper work and record keeping of this project. The program is intended to reach nutrit- ional risks among women, children and infants. He further explained that 10% of the funds allocated by the Federal Government for the implementation of the program could be used to administer the pro- gram through salaries, stationery and supplies, postage, etc. The Chairman asked that Mr. Thompson get a proposal together and bring it to the Board for consideration. DRAINAGE ASSISTANCE REQUESTED John W. McNeill, Route 1, Erwin, N. C. Stewart's Creek Township, appeared before the Board, along with James E. Williams, James Stewart and others, seeking assistance with drainage problems in the Beaverdam Community of the County, more specifically, along SR 2021 -1799, and 1110. They stated that water came out of the ditches and flood- ed their farming fields, yards, and they feared would contaminate their drinking water. The Board agreed that there existed a real problem, one which was uncontrollable by county regulations. They informed those presents that the Health Department would send a sanitation officer along with the environmentalist, Bill Meyer, to the community, and expect a report of their findings and recomm- endations as to the efficient solution to the problem.
