MINUTES OF MID -MONTH MEETING FOR FEBRUARY 17, 1975.
MID -MONTH MEETING
Feb. 17, 1975 The mid -month meeting of the Board of Commissioners was held on
Monday, February 17, 1975.

MINUTES
The Chairman convened the meeting at 7:30 P.M., with the foll-
owing present: Commissioners Brock, Cotton, Brown and Alphin.
Also present was Edward McCormick, County Attorney and E. D.
Carson, Jr., Clerk to the Board.
Commissioner Brock informed the Board that a meeting had been
set up with Mr. Harlan Boyles for February 19, 1975, at 7:30
P.M., to discuss the bond referendum for the county -wide water
system.
Commissioner Brock reported that a Letter of Intent to proceed
with the 201 Planning Area for Angier, Coats, Lillington and
Buies Creek, had been prepared and mailed to Moore - Gardner &
Associates.
Commissioner Brock stated that the grant application for the
Angier Rescue & Highway Safety Program had been prepared and
was in route to the proper source.
The minutes were read and approved by a motion of Commissioner
Cotton, a second by Commissioner Alphin. Vote was unanimous.
RECREATION PROGRAM
Regarding the proposed program presented by the Recreation
Department headed by Nick Stewart, the Board voted to accept
the program, this by motion of Commissioner Brock, second by
Commissioner Alphin and a unanimous vote. The Chairman noted
that no action was taken on the proposed budget at this time.
4 -H PROGRAM
AIDES
Regarding Mr. Goff's request for 4 -H Program Aides for the
County to assist in the 4 -H work, Commissioner Cotton moved
to accept the program,with no obligation to continue at its
expiration or time of evaluation unless deemed necessary by
the Board, Commissioner Brown seconded the issue and it carried.
RESOLUTION FROM
Region "M" -John
Sutton Mr. John Sutton, Director of Region "M" Council of Governments
appeared before the Board in regard to presenting the following
resolution for the consideration of the Board:
A JOINT RESOLUTION to recommend to the Governor of North
Carolina that planning regions H, M. and N merge to form
one Health Service Area for purposes of Health Planning
and a part or the whole of those Comprehensive Health
Planning funds available to these regions be made avail-
able for the application process in becoming a Health
Systems Agency.
WHEREAS, the National Health Planning and Resources Development Act of 1974
has been signed by the President becoming Public Law 93 -641; and
WHEREAS, the Region "M" Council of Governments has stated in their "By- Laws"
as a general function to develop and formalize policy recommendations con-
cerning specific matters having an areawide significance which may include
health care and hospital services; and
WHEREAS, the Board of Directors of the Region "M" Council of Governments in
their December 5, 1974 meeting directed the Comprehensive Health and Emer-
gency Medical Services Planning Committee to pursue the matter of a joint
health planning agency with Regions H and N; and
WHEREAS, Board Chairmen, Health Planning Committee Chairman, local officials
and Executive Directors of Regions H, M. and N Councils of Governments met
in Southern Pines on January 22, 1975 and discussed Public Law 93 -641 at
length and agreed to support a joint effort in an application process to
become a Health Systems Agency;
NOW, THEREFORE, BE IT RESOLVED that the Harnett County Board of Commission-
ers supports the merger of health planning regions H, M. and N into one
Health Service Area.
BE IT FURTHER RESOLVED that a part or whole of those funds appropriated by
the 1974 session of the North Carolina General Assembly referred to in
Senate Bill 583 for purposes of Comprehensive Health Planning Assistance to
areawide agencies be assimilated for the purposes of providing for the
organization, planning, and application process necessary to become a
Health Systems Agency.

Mr. Sutton then asked Mr. Bennett to take charge of the discussio
regarding the contents of the resolution. Commissioner Brock
moved to adopt the resolution herein contained, Commissioner
Cotton seconded and the issue carried.
Mr. Sutton also discussed a 15 member Regional Development
Committee with 5 members coming from each county in the Region- -
Harnett, Cumberland and Sampson. He asked that the Board con-
sider 5 members to be recommended and voted on at the March
3rd meeting.
Regarding Soils Survey, Parks Blake appeared before the Board.
He indicated that a survey would be commenced this summer. He
asked the Board to enter into a contract, put up $3,500. for
initial quarter. The County then would not be liable for any-
more money until this amount had been used. Commissioner
Brock made a motion to enter into an agreement to have a soil
survey program begun for the County, Commissioner Alphin sec-
onded and the issue carried.
Regarding the request for a topo map to be done for the Airport
Committee, Commissioner Brock moved that the Board make an
appropriation of up to $3,000. to the Airport Committee to
finance a topo map. Commissioner Cotton 'seconded and the
issue passed. Commissioner Brock, the county attorney, and
Tony Tucker are to get together to draw up a proper document
to have this work done.
The Manager then reported on the work programs - -EEA, EJP, Title
VI Funds and the Work Experience Title I.
Commissioner Brown reported that he had inspected a bulldozer
in Raleigh,.a B-6 Caterpillar, with 29 hours on it. He said
it was in good condition, and he made a motion that this piece
of equipment be purchased for use at the landfill, at a price
of $5,000. Commissioner Cotton seconded the motion and it
carried unanimously.

The following resolution regarding sale of surplus property held
by the county was presented'E
RESOLUTION
THAT WHEREAS the property described below has a value
less than $5,000.00; and
WHEREAS, G. S. 153A -176 and G. S. 160A- 266(1) permits
private sale and negotiation upon expiration of ten days after
publication of the resolution authorizing sale; and
WHEREAS the property described below is surplus property.
NOW, THEREFORE, M. H. BROCK be and he is hereby given
authority to negotiate a sale of the following described county
property:
1 (one) 1961 Chev. Truck S #105338109825.
2. (one) 1973 Chev. 4S S #1L69H3D140247.
3. (Ten) butane gas tanks.
4. (one) small air compressor, electric.
The public is invited to contact M. H. Brock at his office
in Lillington for the purpose of entering into negotiations.
Upon expiration of ten (10) days from the date of the pub-
lication of this resolution, M. H. Brock shall have authority
to consummate a sale of the foregoing described property for
cash to the person making the highest offer.

Commissioner Cotton seconded the motion for the amendments, and
the vote was unanimous.
SIGNING AUTHORIZED IN CONNECTION
W /Soc. Services Site
In reference to a technical matter in regards to the authorization
as to the signing of papers, Commissioner Brown made a motion the
following resolution be adopted:
RESOLVED that M. H. Brock be and he is hereby authorized to verify
all necessary special proceedings on behalf of the county to re-
move any technical defects in title to a Social Services site in
Western Harnett, and the County Attorney is directed to process
all necessary paper work.
Commissioner Alphin seconded, issue passed.
Re: SUIT AGAINST THE
COUNTY As a result of the Board of Commissioners being sued, Commissioner
Cotton moved for the adoption of the following resolution:
RESOLVED that the Chairman of the Board of Commissioners, Bobby
R. Etheridge, be and he is hereby authorized to direct the defense
of the Citizens Action, entitled Citizens for Better Education
Area I Association, and to verify all written motions and plead-
ings required.
Commissioner Brown seconded the motion and it passed.

SPECIAL MEETING OF THE BOARD OF COMMISSIONERS ON FEBRUARY 24, 1975.
A special meeting of the Board of Commissioners was called on February 24, 1975,
at 9:15 a.m. The following members were present: Chairman, Bobby R. Etheridge,
Commissioners Jesse Alphin, W. J. Cotton, Jr., and M. H. Brock. Also present
were H. D. Carson, Jr., Clerk to the Board, and Ed McCormick, County Attorney.
Commissioner Gilbert Brown was absent.
MORNING PRAYER Chairman offered the morning prayer.
Ed McCormick advised the Board that the County Manager should be authorized to
cause the following prepared "Notice of Intent" be published in the Daily Record
and the Dunn Dispatch on February 25, 1975.
"NOTICE OF INTENT TO NOTICE is hereby given of the Intention of the undersigned to file an
APPLY TO THE LOCAL application with the Local Government Commission, Raleigh, North Carolina, for
GOVERNMENT COMMISSION its approval of the issuance of the following proposed bonds of the County of
FOR APPROVAL OF BONDS" Harnett, North Carolina, which bonds shall be subject to the approval of the
voters of said County at a referendum:
SEVEN MILLION, THREE HUNDRED THOUSAND DOLLARS ($7,300,000.00) WATER BONDS
for the purpose of providing funds, with any other available funds for construct-
ing a water works system for said County, including the construction of water
supply, storage treatment and distribution facilities and the acquisition of
necessary land and rights -of -way.
Any citizen or taxpayer who objects to said bonds in whole or in part may
file with the Local Government Commission a statement setting forth his objections

and containing his name and address as provided in Section 159-50 of the Genera
Statutes of North Carolina, in which event he shall also file a copy of such
statement with the undersigned, at any time within seven (7) days from the date
of publication of this Notice. objections set forth in said statement will be
considered by said Commission, along with said application, in determining
whether to approve or disapprove said application.

REGULAR SESSION
The first Monday meeting of the Board of Commissioners was convene
on March 3, 1975, in the County Office Building, in the Commission
Meeting Room.

AL OF MINUTES Minutes of the previous meeting were read and approved with the
following correction:
The Board adopted the new operating rules and procedures for thh,,e
Recreation Department. The proposed budget was included in this.
Recorded on page 383 under Recreation Program. III
H. C. TAYLOR, DOT Mr. H. C. Taylor appeared before the Board and requested for the
following resolution and its adoption:
NORTH CAROLINA
COUNTY OF HARNETT
WHEREAS, H. C. Taylor appeared before the Board of Commissioners
on March 3, 1975, and requested a resolution for the paving of
SR 1117 -q in Anderson Creek, and
WHEREAS, the Board of Commissioners, at their March. 3, 1975
meeting voted affirmatively, after a motion by M. H. Brock
and a second by Gilbert Brown, to request that this project
be started by the Department of Transportation,
NOW THEREFORE BE IT RESOLVED by the Board of Commissioners of
Harnett County that the Department of Transportation and
Highway Safety Division be hereby petitioned and requested to
pave the SR 1117 -A in Anderson Creek Township.
This the 3rd day of March, 1975.
