HomeMy WebLinkAbout02101975Clerk to the Bo SPECIAL MEETING OF THE BOARD OF COMMISSIONERS FEBRUARY 10, 1975. A special meeting of the Board of Commissioners was called on February 10, 1975, with all members present. Also present were the County Attorney and the Clerk to the Board. The Chairman called the meeting to order at 11:00 a.m. Chairman Bobby R. Etheridge offered the morning prayer. The Chairman read the following resolution from the Board of Education: PHEREAS, the Harnett County Board of Commissioners has approved the purchase price of Site Number II in the amount of $101,610.00; and WHEREAS, the Harnett County Board of Education on the basis of this approval of the purchase price and after the Harnett County Board of Commissioners did at their meetings of January 20, 1975 and February 3, 1975, appropriate from revenue sharing funds to the Board of Education's capital outlay funds sufficient monies to purchase said site; and WHEREAS, the Harnett County Commissioners did request of the Harnett County Board of Education that they obtain options in connection with the purchase of Sites I and III; and WHEREAS, the Harnett County Board of Education has made an effort to obtain written option in connection with the purchase of Site I but has determined that from the land- owners that they would prefer not to give a written option; and WHEREAS, the Site Selection Committee with respect to Area III has not yet definitely determined the most desirable location with respect to that site. It is now respectfully requested of the Harnett County Board of Commissioners that they approve the purchase price with respect to Site Number I as previously submitted and do authorize the Harnett County Board of Education to proceed with efforts to purchase Site Number I, which site contains 72.19 acres at a purchase price of $1000 per acre or a total sum of $72,190.00; and further that they do by appropriate resolution provide from revenue sharing funds or any other sources available to them, and add to the Harnett County Board of Education's capital outlay budget the sum of $72,190.00 in order that the Harnett County Board of Education may immedi- ately proceed to attempt to negotiate a satisfactory purchase price in Area I. The Harnett County Board of Education, feeling that time is of the essence as far as construction of necessary school facilities is concerned, does respectfully request the Harnett County Board of Commissioners to affirmatively respond to this request in sufficient time for the Harnett County Board of Education to further consider this matter at its next regular meeting which will be March 3, 1975, at 7:00 p.m. This is the 6th day of February, 1975. Gray Secretary to the Board Commissioner Brown made a motion to approve the resolution as requested by the Board of Education. Commissioner Brock seconded the motion. There was a brief discussion. Attorney Jack A. Thompson for citizens for better education, Area I appeared before the Board. Those voting for were: Commissioners M. H. Brock and Gilbert Brown. Those voting against were: Com- missioners W. J. Cotton, Jr., Jesse Alphin and Chairman Bobby R. Etheridge. Chairman Bobby Etheridge read a Statement from the Board of Commissioners to the Board of Education and is as follows: We backed your most recent decision to consolidate schools. Gee approved the purchase price of a site for the school in Area II. Ue set up a Capital Reserve Fund to provide money for construction of the other two schools. We just made $550,000 available for school construction. This makes a total of 1.2 million dollars for school capital outlay this year. In exchange, we respectively -ask that these positive responses to your proposals be accepted and that the outstanding '!j request for site approval be held until construction of underway. We believe this is common ground upon which better educational opportunities for all the school children Commissioner.Alphin -made a motion to approve the Statement Cotton seconded. Those voting for were Commissioners Cotton, Alphin, and Chairman were: Commissioners Brock and Brown. Commissioner Cotton made a motion to adjourn at 11:35 a.m. the Area II school is our two boards can promote of Harnett County.. as read by the Chairman. Commissioner Etheridge.
