Commissioner be brought before the Secreta 1 AfalragASTM i Chairman Clerk to'the Boa d MINUTES OF THE MID MONTH MEETING OF THE BOARD OF COMMISSIONERS HELD ON DECEMBER 16, 1974. CALL TO ORDER The meeting was called to order at 7:30 P. M. by the Chairman, Bob Etheridge, with all board members present, also, H. D. Carson, Jr., Clerk to the Board and Edward H. McCormick, County Attorney. PRAYER Commissioner Alphin led in prayer. MINUTES READ The minutes of the preceding meeting of December 2nd were read and approved by a motion by Commissioner Alphin, Second by Commissioner Cotton and a unanimous vote. MRS. CREWS, DIRECTOR SS DEPARTMENT Mrs. Helen Crews, Director of Social Services Department, appeared before the Board to request emergency employment in the area of food stamp service in her department. She presented a fact sheet to the commissioners in justification of the emergency employment request. She indicated that due to employee changes, leaves of absence grant - and other payroll adjustments, that this request would not cost the county any extra funds. Her request consisted of 2 Eligibility Specialits and 1 Typist for a period of 60 days. Commissioner Cotto moved, upon the recommendation of the County Manager (as he had dis- cussed the matter in depth with Mrs. Crews) that Mrs. Crews' request for additional employment as discussed be honored. Commissioner Alphin seconded and it passed. REPORT ON THE GEN. FUND The County Manager presented a report on the General Fund Expendit- ures through the month of November, 1974. The report was acknow- ledged and filed. AMENDMENT TO SPECIAL AVERASBORO SCHOOL The County Manager brought to the attention of the Board, a notification from the Board of Education that the Board of Education had amended the Special Averasboro School Budget in the amount of $4,335.34. These funds will come from the unbudgeted surplus in the Special Ave rasboro School Budget. RESOLUTION TO ADD HOLLY AVENUE TO STATE SYSTEM A letter was presented from Department of Transportation and Highway Safety, Fayetteville, Mr. N. C. Blackmon Division Staff Engineer, in which it was recommended that the Board submit a resolution that would result in Holly Avenue, Averasboro Township, from SR 1705 to Lot le in the Ponderosa Subdivision, Section IV being placed on the State System for maintenance. Commissioner Alphin moved the res- olution be drawn to place this section on state maintenance, Comm- issioner Cotton seconded and the issue passed. The County Manager was directed to prepare the resolution. AGENDA AND DOCKET NEW BUSINESS Chairman Etheridge brought the policy relative to Agenda and the Dockt et, to the attention of the Board, read it aloud once, and suggested that in keeping with the provisions of the policy pertaining to items new interest and action, that the matter lie open for two weeks and be brought up again at the next meeting which will be January 6, 1975. At this point, the Chairman asked for new business. REQUEST FOR OFFICE SPACE FOR LICENSE EXAM. Mr. Brock presented an oral request from the local drivers' license examiner that he be allowed to move into the now vacant office that was previously occupied by the Soil Conservation Service, because of disturbance to his operation occuring in the Highway Patrol Office which is his present location. Commissioner Brown moved that he be allowed to move into the old ASC Office, just beside the Board of Elections Office. Commissioner Cotton seconded the motion. The Chairman suggested that the Board request the examiner to be in Lill - ington more than the present schedule of two days per week, now that he will have proper quarters T he issue passed. PARTY EXPENSE The County Manager informed the Commissioners of their part of the Christmas Party Expense. NACo MEETING TO BE Held in Hawai County Manager presented the information relative to the NACo meeting to be held in Hawaii, and the issue was tabled until January meeting. BASEMENT OF THE COURTHOUSE REPORT In reference to the basement of the Courthouse Building which was vacated by the ASC Office, the Chairman asked that a report on the conditions be prepared for the January 6th meeting. SCHOOL BOARD RESOLUTION AND REQUEST At the last meeting of the Harnett County School Board, some res- olutions were passed and some requests were made. The Commissioners were presented with the information pertinent to the requests. It was determined that the Standing Committee on Education for the County be allowed to study the issue and report to the Board on January 6, 1975. Commissioner Cotton asked that if any of the Comm- issioners cared to discuss the matter, he would appreciate the oppor- tunity to hear their discussion prior to that meeting date. (Comm- issioners Cotton and Alphin are on the Standing Committee on Educ- ation.) APPOINTMENT OF CIVILIAN MEMBER TO CAPE FEAR CRIMINAL JUSTICE PLANNING REGION BOARD The Chairman informed the Board of the opportunity they had to appoint a civilian member to the Cape Fear Criminal Justice Planning Region Board and that nomination would be in order. Commissioner Alphin moved that C. E. McLamb of Dunn be named and appointed to serve on the Board so mentioned, to serve as the Civilian Repres- entative from Harnett County. Commissioner Cotton seconded the motion and the issue carried. DUNN -ERWIN LANDFILL SITE Regarding the Dunn -Erwin Landfill, County Manager Brock reported that from a discussion with several persons, including Mr. Meyer, the Environmental Specialist, it would appear that this site would be closed within three to four months. He suggested that some of the refuse and garbage be redirected to the site near Angier until some adequate site could be located and made ready for use. REQUEST FOR COPYING MACHINE The Chairman indicated that Commissioner Brock's request for a copying machine be placed on the agenda for the January meeting.
