MID -MONTH MEETING The mid -month meeting of the Board of Commissioners was held on
Monday, September 16, 1974. The Chairman called the meeting to
order at 7:45 p.m., and the following were present: Chairman Brock,
Commissioners Cotton, McLamb and Etheridge. Also present the Clerk to
the Board and the County Attorney.
PRAYER
MINUTES
Commissioner Etheridge led the prayer.
The minutes from the preceding meeting were read and approved.
OVERTIME FOR JAIL
The first matter of business was the overtime payment for the Jail
Department employees. The Chairman introduced the matter and ask-
ed for general discussion of the matter, giving the following in-
formation: the Jail Cook worked overtime 14 hours last month
(August) and the Jail Matron worked many hours overtime. Commiss-
ioner McLamb moved to amend the budget to hire enough personnel
to take care of the duties so that no one would work any overtime
hours. Commissioner Etheridge amended the motion to include that
funds for the new position in the jail be derived from the antic-
ipated EEA Grant and that the balance of funds for the amendment
be appropriated from the General Fund. Commissioner Cotton second-
ed the motion and the issue passed.
DEPARTMENT
RECRUITMENT GRANT:
Chairman Brock introduced the Recruitment Grant, which in its origin
provided for 4 night deputies, but in its modified version provides
for 2 night deputy - positions for a one -year period of time and in
the amount of $13,396., which includes salary and benefits. It
was indicated that this was a personnel grant only and the cost to
the county would be a buy -in figure of $670.00 per year from the
date and execution of the contract. As the contract contained no
funds for equipment, Sturgill informed the Board that the County
would have to provide the cars and uniforms necessary to the pos-
itions. Commissioner McLamb moved to accept the personnel grant
in the amount of $13,396. for a one -year program from LEAA which
provides for two positions for the Sheriff's Department to serve
as night deputies. Commissioner Etheridge seconded and the issue
carried.
REQUEST FOR OFFICE
SPACE Sturgill requested office space for the two detectives and asked
for space near the Sheriff's office. Commisabner Etheridge suggest-
ed that this request be taken under advisement and study.
NARCOTICS AND DANGEROUS DRUGS
PROGRAM The amended Narcotics and Dangerous Drugs Program, providing for
two people for use by Harnett County, and through Region "M" was
presented to the Board. The amount of the grant is $187,000., and
Harnett County is to be treated in the same manner as the other
counties in the Region. This is a regional unit and when the men
are assigned to Harnett County, they will be under the direction of
the Sheriff's Department. The total cost to the county will be
$2,968. Action was tabled until the October meeting.
USE OF THE MEETING ROOM
IN THE NEW BUILDING
The Board discussed the matter of using the meeting room for var-
ious occasions, and agreed for the time being, that it be used for
county related departments and programs and that the Buildings and
Grounds Committee take up the matter for a use - policy plan. Motion
by Commissioner Cotton, second by Commissioner McLamb and unanimous
vote.
EEA GRANT The Board was informed of the EEA Grant in the amount of $15,882.,
being offered to Harnett County, with an expiration date of March
31, 1975. Authority was granted to the Chairman to accept the
grant and proceed towards filling the positions necessary.
PAVING IN FRONT
OF FLAT BRANCH FIRE DEPARTMENT
Commissioner Etheridge moved that the Department of Transportation
be petitioned to pave the front of the Flat Branch Fire Department
and correct the drainage problem existing there also, and that the
necessary resolution be attached to the petition and further that
the funds for this project be taken from the allocation belonging
to Harnett County for the current year. Commissioner Cotton
seconded the motion and it passed.
CONTRACT WITH TALBERT & ASSOCIATES
Airport Committee
The Chairman presented the Commissioners with a copy of a letter of
opinion from the County Attorney in regards to the contract from
Talbert & Associates in which he advised the Commissioners against
executing the contract in its present form in that it fully pro-
tected the firm and provided no legal protection to the County.
The Board agreed to table the entire matter indefinitely.

OLD LAND FILL SITE
Carson Gregory Commissioner McLAMB INFORMED THE Board that the old land fill that
was once used by the county, located on Carson Gregory's land was
in need of some leveling work that would cost an estimated $350.
He indicated that the Commissioners had an unwritten duty to leave
the property in a proper manner.
Commissioner Etheridge moved that an amount up to $300. be used to
level the area, to be taken from the allocation to the land fill
and that a letter be sent to Mr. Gregory stating that the county
was withdrawing from any responsibility to the old site as soon as
this action has been completed as it relates to the leveling work.
Commissioner McLamb seconded the motion and it carried.
COUNTY GARAGE
information For informational purposes, the Chairman informed the Board that
Snead & Hatcher had begun preliminary work on the garage site area.

meet with the Board of Trustees of Campbell College on Friday of th
week.
