The Board of Commissioners for the County of Harnett, North Carolina, met
adjourned session at the County Courthouse in Lillington, North Carolina, the reg-
ular place of meeting, at 10 o'clock A. M., on July 12, 1974.
Present: M. H. Brock, presiding, and Commissioners C. E. McLamb, W. J.
Cotton, Jr. and Bobby R. Etheridge.
Absent: Commissioner Gilbert Brown.

The Chairman announced that this was the hour and day fixed by the Board
of Commissioners for the public hearing upon the order entitled: "ORDER AUTHORIZING
$11,250,000 SCHOOL BONDS ", and that the Board of Commissioners would immediately
hear anyone who might wish to be heard on the question of the validity of said order
or the advisability of issuing said bonds.
No one appeared, either in person or by attorney, to be heard on the ques-
tion of the validity of said order or the advisability of issuing said bonds and the
County Auditor and ex officio Clerk announced that no written statement relating to
said question had been received, except:
1. Jonah Caudle, residing at Dunn, N. C., who appeared in person and stated
his opposition to the bond issue:
2. Eddie Green, residing in Dunn, appeared in person and questioned the
status of the Special School Tax:
3. Dr. B. B. Blackman, residing in Buies Creek, appeared in person and
offered appreciation to the School Study Commission, to the Board of Education and
the Board of Commissioners for efforts expended:
4. R. A. Gray, who resides in Lillington, and said no intention was to
build schools that were too large in any area of the county:
5. Charlie Carpenter, who resides in Dunn, North Carolina, appeared in
person and asked the amounts of the Revenue Sharing Contributions:
6. Eddie Green, again who resides in Dunn, N. C. referred to Revenue
Sharing and asked what the Commissioners would do if the issue failed.
7. M. 0. Marshall, who resides in Dunn, gave his views in support of
issuing said bonds, for quality education purposes:
8. Dr. Norman Wiggins, who resides in Buies Creek, personally appeared
and asked that the county unite and see the issue through:
9. Joe Zimmerman, who resides in Angier, appeared in person and gave his
views in support of the issue.
10. Katherine Kinton who resides Route 1, Fuquay - Varina, appeared in per-
son and asked for unification of the county in building education, and stated her
views in support of the issue:
11. Denise Kamens who resides in Buies Creek, appeared in person and gave
her views in support of the issue:
12. Joe Holmes who resides in Olivia, appeared in person and gave his views
in support of the issue:
13. Ilene Williford, Lillington, appeared in person and gave her views in
support of the issue: and
14. Hazel Yarbrough, who resides in Lillington, appeared in person and
gave her views in support of the issue.
Thereupon, upon motion of Commissioner C. E. McLamb, seconded by Commission-
er Bobby R. Etheridge and carried, the order introduced and passed on first reading
on July 1, 1974, entitled: "ORDER AUTHORIZING $11,250,000 SCHOOL BONDS" was read a
second time and placed upon its final passage. The vote upon the final passage of
said order was:
Ayes: Commissioners McLamb, Cotton and Etheridge.
Noes: None
The Chairman then announced that the order entitled: "ORDER AUTHORIZING
$11,250,000 SCHOOL BONDS" had been adopted.
The County Auditor and ex officio Clerk was thereupon directed to publish
the foregoing order, together with the appended statement as required by the Local
Government Bond Act, as amended, onE in The Daily Record, The Dunn Dispatch and the
Harnett County News.

Thereupon CommissionernOotton introduced the following resolution which
RESOLUTION CALLING A SPECIAL
BOND REFERENDUM
Be it RESOLVED by the Board of Commissioners for the County of Harnett:
Section 1. A special bond referendum is hereby called to be held between
6:30 A.M. and 7:30 P.M., on Tuesday, September 17, 1974, at which there shall be
submitted to the qualified voters of Harnett County the question stated in the Notice
of Special Bond Referendum set forth in Section 3 of this resolution.
Section 2. For said referendum, (i) the regular registration books for
elections in Harnett County shall be used and the registration books, process or rec-
ords shall be open for the registration of qualified persons and for public inspec-
tion in the manner, under the conditions and at the times and places as provided
in said notice set forth in Section 3 of this resolution, (ii) the registrars, judges,
and other officers of elections appointed by the County Board of Elections of Harnett
County for the several precincts and voting places in said County shall be the
election officers for such precincts and voting places, and (iii) the precincts
and voting places shall be those fixed by said County Board of Elections as provided
in said notice set forth in Section 3 of this resolution, subject to change as
provided by law.
Section 3. The County Auditor and ex officio Clerk shall cause a notice to
be puclished in the Daily Record, The Dunn Dispatch and The Harnett County News once
at least fourteen days before August 19, 1974, (being the last day on which persons
may register for said referendum) and once again not less than seven days before said
day, such notice to read substantially as follows:
NOTICE OF SPECIAL BOND REFERENDUM
in the
COUNTY OF HARNETT, NORTH CAROLINA
A special bond referendum will be held throughout Harnett County between
6:30 A.M. and 7:30 P.M., on Tuesday, September 17, 1974, at which there will be subm-
itted to the qualified voters of said County the following question:
Shall the order adopted on July 12, 1974
authorizing not exceeding $11,250,000 School
Bonds of the County of Harnett, North Carolina,
for the purpose of providing funds, with any
other available funds, for erecting additional
school buildings and other school plant facil-
ities, remodeling, enlarging and reconstructing
existing school buildings and other school
plant facilities, and acquiring necessary land
and equipment therefor, in order to provide
additional school facilities in the County of
Harnett to maintain the nine months' school term
in said County as required by Section 2 of Ar-
ticle IX of the Constitution, and authorizing
the levy of taxes in an amount sufficient to pay
the principal of and the interest on said bonds,
be approved?
The question hereinabove set forth contains a statement of the purpose for
which the bonds are authorized by the order referred to in such question.
If said bonds are issued taxes in an amount sufficient to pay the princi-
pal and interest thereof will be levied upon all taxable property in the County of Har-
nett.
For said referendum the regular registration books for elections in the
County of Harnett will be used and the registration books, process or records will
continue to be open for the acceptance of registration applications and the registr-
ation of qualified persons between the hours of 8:30 A.M. and 5:00 P.M. on Monday to
Friday, inclusive, of each week at the Office of the County Board of Elections of
Harnett County loated at Agriculture Building, 19 East Front Street, in Lillington.
In addition, registration applications will be accepted and qualified
persons may register with the registrars for the several precincts in Harnett County
at said registrars' homes, and qualified persons may contact the County Board of
Elections at the office of said Board mentioned above, telephone number 919 893 -4495,
The last day for new registration of those not now registered under Harnett
County's permanent registration system is Monday, August 19, 1974.
The last day on which registered voters who have changed residence from one
precinct to another may transfer registration is Monday, August 19, 1974.
Any qualified voter of the County who is qualified to vote by absentee
ballot under the provisions of the General Statutes of North Carolina, particularly
Article 20 of Chapter 163, in a statewide primary or general election is author-
ized to vote an absentee ballot in said special bond referendum in accordance with
said provisions of the General Statutes relating to absentee voting. Any qualified
voter of the County who is qualified to vote by absentee ballot in said special bond
referendum may apply for an absentee ballot not earlier than sixty days prior to
said special bond referendum and not later than 6:00 P. M., Wednesday, September
11, 1974, at the office of the County Board of Elections mentioned above.
Qualified voters who are not certain whether they are registered or qual-
ified to vote by absentee ballot should contact the County Board of Elections
at the office of said Board mentioned above.
The registration books for elections in Harnett County will be open to
inspection by any registered voter of the County during the normal business hours
of the County Board of Elections on the days when the office of said Board is
open, and such days are Challenge Days.
The registrars, judges and other officers of elections appointed by
the County Board of Elections will serve as the election officers for said referendum.
The precincts and the voting places for said referendum, subject to
change as provided by law, are as follows:

Section 5. The County Auditor and ex officio Clerk is hereby
directed to mail or deliver a certified copy of this resolution to the
County Board of Elections of Harnett County within three days after the
adoption hereof.
Section 6. This resolution shall take effect upon its passage.
Thereupon, upon motion of Commissioner W. J. Cotton, Jr. seconded
by Commissioner McLamb, the foregoing resolution entitled: "RESOLUTION CALLING
FOR A SPECIAL BOND REFERENDUM" was passed by the following vote:
Ayes: Commissioners McLamb, Cotton and Etheridge.
Noes: None
