MEETING The January 1974 mid -month was held on January 21, 1974, 7:30 p.m., in the Commissioners Room, Courthouse, Lillington, N. C. Chairman Brock called the meeting to order with the following members present: W. J. Cotton, Jr., Gilbert Brown, C. E. McLamb and Bobby Etheridge. Also present, H. D. Carson, Jr., Clerk to the Board. 1PRAYER Thomas Alien, Tax Supervisor led the prayer. TAX SUPERVISOR Thomas Allen, Tax Supervisor, presented a request from the following corporations for an extension of time in which to list taxes (inventories) Xerox Mobil Oil Corporation Xerox Square 4 Penn Center Plaza Rochester, N. Y. Philadelphia, Penna. Gulf Oil Company, U.S. Exxon Company, U.S.A. Box 7245 Station C Box 53 Atlanta, Georgia Houston, Texas, Commissioner Brown made a motion to allow the above mentioned companies an extensbn of time in which to list taxes, until March 31, 1974, and that proper notification be made to them. Commissioner Etheridge sec- onded the motion and it carried. OAD PETITION Barbecue Township, entrance way to Spout Springs Fire Department, req- uest for paving. Commissioner Brown moved that the petition be approv- ed, Commissioner McLamb seconded and it passed. UTRITION PROGRAM The Chairman read an invitation to the Board from May Marshbanks, Coor- dinator of the Council on Aging, inviting them to the opening of the Nutrition Program. The opening will be held at Campbell College in the dining hall on January 31, 1974, at 11:00 a.m. O'QUINN & O'QUINN STATEMENT Regarding. the Statement from O'Quinn and O'Quinn that had been previous- ly`presented and discussed, Commissioner Brown made a motion that the bill be paid for the clothing purchased by the deputies of the Sheriff's Department. Commissioner Etheridge seconded the motion and the issue passed. RETIREMENT OF IRENE ASSITER The matter of Miss Irene Lassiter's retirement was discussed among the members. The Chairman was authorized to make some arrangements for appropriate recognition to her as she retires. RE: LAST MEMBER NOMINATED TO THE BOARD OF HEALTH: Commissioner Brown made a motion that Mrs. Lucille Hicks be nominated to serve on the Board of Health, therefore, filling the Board. Comm- issioner Etheridge seconded the motion and all members voted affirm- atively. Mrs. Hicks appointment to the Board of Health will run throug 1976. OPENING OF THE CAR BIDS As was previously properly advertised, the Commissioners received seal- ed bids for the purchase of eight vehicles for the Sheriff's Depart- ment until 8:00 p.m. At that time, two bids had been received, Coats Motor Company and Brock Chevrolet Co., Inc. Chairman M. H. Brock ask- that the record indicate that he had no interest in the company of Brock Chevrolet, but was related to the owner and therefore, would ask that the Vice Chairman C. E. McLamb, take over the duties of the Chair- man for the opening of the bids. The Vice Chairman then presided over the opening of the bids as follows: Bid 1. Coats Motor Company, Coats, N. C. Total for 8 $ 29,182.32 ACTION: Vice - Chairman then appointed a committee to study the bids, and make an awarding upon the grounds of the acceptable bid. The Committee consists of W. J. Cotton, Jr., Chairman, Commissioner Gilbert Brown, Deputy B. E. Sturgill, County Attorney Edward McCormick and H.D. Carson, Jr., County Auditor. The committee tentatively set January 31st as the date to make the awarding. LETTER OF COMMITTMENT eAPE FEAR CRIMINAL JUSTICE PLANNING KEGION Regarding the letter of commitment from Cape Fear CriminalJustice Plan- ning Region, relative to the training schools for training members of law enforcement, and the intent of the county to pay for its share of expenses at the rate of 3 3/4 %. Commissioner Cotton made a motion to approve the letter of commitment, Commissioner Etheridge seconded the motion and it passed. RESOLUTION RE: CO. MGR. FORM Commissioner Bob Etheridge presented the following resolution pertainhg to Establishment of County Manager Form of Government. Commissioner McLamb moved for its adoption, Commissioner Cotton seconded and the vote was unanimous.: "That whereas, Harnett County first established the County Manager form of govern- ment in May of 1968: and Whereas, a new chapter 153A to the General Statutes of North Carolina was enacted at the 1973 session of the General Assembly of North Carolina and Whereas, the present Board of Commissioners recognize that part -time officials must have adequate staff to assist it in considering and adopting policies which are in the best interest of Harnett County and its people. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF HARNETT COUNTY: 1. County Manager Form of Government. That the County Manager plan, provided for in North Carolina General Statute 153A -81 is hereby adopted effective February 1, 1974. 2. Appointment of County Officers, Employees and Agents. That the Board of Comm- issioners reserves, pursuant to North Carolina General Statute 153A -82, the right and power to approve all appointments and suspensions of County officers, employees, and agents made by the County Manager, acting County manager, or interim County manager. 3. Purchasing Agent. That, pursuant to North Carolina General Statute 153A -76, the position of purchasing agent shall continue to exist; he shall be appointed here- after by the manager with the approval of the Board and shall have such powers and duties as may be assigned to himby the manager. 4. Compensation. That compensation for all positions created herein shall be estab- lished by resolution duly adopted by the Board prior to February 1, 1974, if pract- icable. 5. Travel allowances and other Expenses. That travel allowances and other expenses for the positions created herein shall be in keeping with county policy." RES. CAPITAL RESERVE FUND Commissioner Etheridge presented a resolution providing for the setting up of a Capital Reserve Fund. After discussion, he withdrew his pres- entation. DISCUSSION OF RESCUE UNITS OF THE COUNTY The Board discussed, generally, the rescue units of the county and Comm- issioner McLamb reported on the meeting that he had had with them. Further discussion will be held in the near future. SHELTERED WORKSHOP Commissioner McLamb informed the Board of the need of the Harnett County:. Workshop for a truck for hauling purposes and a compressor. Commission- er Brown made a motion to allow the purchase of these two items up to a cost of $1,500., Commissioner McLamb seconded the motion and it passed.. STATEMENT FOR SOUTH HARNETT )LEM. ADDITION The Statement from Froehling & Robertson, Inc. for Report of Soil Borings for the Harnett County Board of Education at South Harnett Elementary School was brought to the Board for a determination as to the source from which to issue payment. Commissioner Cotton made a motion that the amount of the statement $515.00, be charged to the appropriation of $50,000. that was set aside for school addition expenses at South Harnett.
