MINUTES OF THE MEETING OF THE BOARD OF COUNTY COMMISSIONERS FOR JANUARY, 1976.
REGULAR MEETING
Regular 1st Monday meeting of the Board of County Commissioners was
held on January 7, 1974, in the Commissioners Room, Courthouse, Lill -
ington, North Carolina.
CALL TO ORDER The Chairman called the meeting to order at 9:30 a.m. with the follow-
ing members present, M. H. Brock, Gilbert Brown, C. E. McLamb, W. J.
Cotton, Jr., and Bobby R. Etheridge. The County Attorney came in
late and stayed for a brief period of time.
MORNING PRAYER The Chairman called upon Commissioner to lead the morning prayer.
READING AND APPROVAL OF MINUTES
The minutes from the December, 1973, meetings were read and approved.
DONALD COOPER,
DIST. ENGINEER Donald Cooper, District Engineer was present at the Board meeting.
The following road petition was presented by Chairman Brock: Grove
Township, Langdon Pine Park Sub- Division, .2 miles, 5 occupied homes
request for addition to system. Commissioner Cotton moved to approve
the petition, Commissioner Brown seconded and the motion passed.
LETTER FROM STATE FORESTRY DIVISION IN
FAYETTEVILLE The Chairman read a letter to the members from the State Forestry Div
ision in Fayetteville, informing that the present Forest Ranger, J.
Ellis Byrd would retire from his position in March, 1974, and that
Charles R. Matthews had worked as assistant for many years, was qual-
ified, able and willing to assume the duties of Forest Ranger to fill
the position vacated by Mr. Byrd. The Board discussed the matter among
themselves at length. Commissioner Brown made a motion that the Board
endorse the suggestion made by the ForestDivision and endorse the
hiring of Charles R. Matthews as Forest Ranger to fill the position
being vacated in March. Commissioner McLamb seconded the motion and
it passed.
Commissioner Cotton made a motion that a resolution be written to Mr.
Byrd expressing appreciation to him for his service in Harnett County,
and send a copy of the resolution to the Forestry Office In Fayette-
ville. Commissioner Etheridge seconded the motion and it passed.
MATTER OF REWARD POSTED FOR
MR. ERNEST BYRD Commissioner Cotton moved that the offer of reward made in the Ernest
Byrd of Mamers, matter be withdrawn as of this date, January 7, 1974
in that it has been determined by legal counsel to be an illegal'
procedure for this county.
Commissioner McLamb seconded the motion and it carried.
The Chairman informed the Board that it was illegal for the county
to offer any monies as reward for the capture, conviction of crimin-
als as in the case of the missing Phyllis Bradford, that instead a
resolution properly executed had been mailed to the Governor, the
Honorable James Holshouser, requesting that he offer a reward in the
Bradford matter.
Re: TRUST FUND
The Chairman indicated thathe had received a check for $10. from a
concerned person, to add to any reward money that had been or would
be received and that the American Legion had set aside an amount to
donate to this cause.
TO DRAW A TRUST FUND
Commissioner Etheridge made a motion that the County Attorney be dir-
ected to draw a Trust Declaration, naming H. D. Carson, Jr., as trust-
ee of the funds, that could handle all donations given as reward for
information leading to arrest and conviction of any person as a res-
ult of foul play towards the person of Miss Phyllis Bradford, with a
setforth percentage of the funds to be awarded to information as to
her general whereabouts or location, should foul play be excluded,
and that the life of this trust be for two years. At the end of that
period of time, the monies would be returned to the original donor.
Commissioner Cotton seconded the motion and it passed.

Thomas Allen, Tax Supervisor, requested a rM in the amount of $2.97
FOR Shirley Jean Wheeler, Buckhorn Township. Commissioner Cotton moved
the request be granted, Commissioner Brown seconded the motion and it
passed.
SALES TAX DISTRIBUTION
The County Attorney presented an opinion to the Commissioners as to
the sharing of the Sales Tax with the districts of the county.

Mr. Allen presented a second request for refund of tax for James E.
and Betty Turnage, $41.93, Grove Township. Commissioner Cotton moved
the request be granted, Commissioner Brown seconded and it passed.

EXTENSION OF FILING TIME
Burlington Industries, Inc., by letter, requested an extension of time
for the firm to file taxes until March 31, 1974, by reason that it
would take a matter of time for all data and materials to be gathered.
Commissioner Cotton made a motion that the time be granted for Burlin
ton Industries to file until March 31, 1974, Commissioner McLamb
seconded the motion and it passed.
NEW BUILDING
FURNISHINGS
Action regarding furnishings for the new building was tabled pending
an inventory of existing furnishings and a listing of needed furnish-
ings for the new building.
DAVID HENDERSON
David N. Henderson, Congressman, was in the County on this date and
stopped into the Commissioners Meeting. The Commissioners recessed
for a brief period of time to talk with the Congressman.
RESOLUTION FROM WILLIAMS
GROVE SCHOOL Commissioner Cotton moved to approve the following resolution from
the Williams Grove School Restoration Project and Commissioner Ether-
idge seconded the motion. The vote was favorable.
RESOLUTION
That whereas, the Town of Angier has accepted a one and one -half
acre tract of land on East Depot St. from D. W. Denning, Jr., for
the purpose of locating the Old Williams Grove School which now stand
on the Huey Gardner farm.
Whereas, there is unanimous cooperation and interest among the citize s
of Angier to restore this School as an Historical Site. �!
Whereas, the Williams Grove School has -0- funds to begin the Restor-
ation Project.
Whereas, the Board of Directors gives the officers, President Charles
Nordan, Secretary Betty Denning and Treasurer Peggy Partin the auth-
ority to request the County Commissioners of Harnett, to make a don-
ation to the Williams Grove School Restoration Project.
Whereas, these funds will be used solely for the purpose of restor-
ing Williams Grove School, A Historical Site for the Town of Angier,
to its original condition as near as possible for the general use and
enjoyment of the public as an Historical site and a museum for the
Historical purposes. To purchase and acquire said Williams Grove
School and Artifacts to furnish same.
Upon the introduction of the foregoing resolution its passage was
moved by Betty Denning, seconded by Peggy Partin and was unanimously
adopted.
Letter to the Board of County Commissioners
Dear Sirs:
On behalf of the officers of Williams Grove School Restoration, Inc.,
I, the President of this project request that the Harnett County
Commissioners make available to this corporation any funds possible
now and inthe future for the sole purpose of restoring this school
to its original condition as near as possible. The approximate
cost of this project has been estimated to be $4,500.00
Please find enclosed Resolution supporting this request.
Your immediate consideration of this request will be greatly apprec-
iated, with warmest regards and best wishes, I am Sincerely yours,
Charles Norden, President.
The minutes of November 15, 1973, provided for a donation of $750.
to the above named project.
RESOLUTION RE:
TOBACCO
The following resolution was read by County Attorney for the pleasure
of the Board:
THAT, WHEREAS, continuance of the existing acreageoundage
tobacco marketing program is of paramount importance to the life
and growth of Harnett County, and
WHEREAS, a decision on the proposal by the Secretary of Agriculture
to terminate or modify the existing tobacco quotos is imminent; and
WHEREAS, termination or substantially
the Secretary would be detrimental to
County;
NOW, THEREFORE, be it resolved by the
Harnett County that:

APPOINTMENTS
HEALTH
1. The Board of Commissioners of Harnett County opposes a termination
or substantial increase of tobacco marketing quotos.
2. Our Senators and Congressman and the Secretary of Agriculture be
notified of this opposition.

Commissioner Etheridge moved that the resolution be adopted, Commiss-
ioner Cotton seconded the motion and it carried.
W. Earl Jones, presented the report for his department;
TO THE BOARD OF
Commissioner McLamb made a motion that the following persons be nom-
inated to serve on the Board of Health for the periods to terminate
as indicated:
Mrs. Avis Hall, Angier, N. C. until 1976
Dr. J. O. Fridly, Dunn, N. C. until 1977
Miss Irene Lassiter until 1977
Commissioner Brown seconded the motion to nominate the foregoing per-
sons and for the time indicated and the motion carried.
NIGHT VISION EQUIPMENT FOR THE
SHERIFF In reference to the night vision system for the Sheriff's Department
from Region "M ", Commissioner McLamb moved that the County participate
in the purchase of the night vision system in the approximate amount
of $499.00. Commissioner Brown seconded the motion and it passed
unanimously.
ADJOURNMENT
The meeting adjourned at 12:15 m.
