MINUTES OF THE MEETING FOR THE MONTH OF NOVEMBER,A1973.
CALL TO ORDER

MINUTES READ
Chairman Brock card the meeting to order at 9:30 a.m. with all members
present - M. H. Brock Chairman, C. E. McLamb, Vice Chairman, W. J.
Cotton, Jr., Gilbert Brown, and Bobby R. Etheridge. Also present,
County Attorney Edward H. McCormick and H. D. Carson, Jr., Clerk to the
Board.
W. Earl Jones led the morning prayer.
Restoration
Point of privilege was extended to Mrs. Ben Price in regards to the
Williams School Restoration Project. She informed the _Board that the
old building had been donated, the land for the building had been don-
ated by Mr. D. W. Denning, and the building movers had already agreed
to move it at their expense. She stated that it would be beneficial
to the Town of Angier and to, the County, and that Angier was going to
offer financial aid, as she was now requesting of the county. Mr.
Denning, present with another member of the committee, stated that it
was a non - profit project.
Commissioner Cotton suggested that the matter be taken under advise-
ment and that action be rendered at a later date.
The minutes of the October 1973 meeting were read and approved.
COATS SCHOOL
1st & 2nd graders
The Board entertained a 1st and 2nd combination grade class from Coats
School, attended by several mothers and teacher, Denise Kamens. Each
child stated their name and then their picture was taken by Mrs. Luci Uzzle.
DONALD COOPER, DISTRICT
ENGINEER Donald Cooper, District Engineer, State Highway Division attended the
meeting to discuss items of interest relating to roads. The following
road petitions were presented:
Johnsonville Township - SR 1155 Mangum Road, 1 mile, 40 homes, request
for paving.
Upper Little River Township, SR 1227, 1.2 miles, 7 occupied homes,
request for paving.
Commissioner Brown moved that the petitions be approved, Commissioner
Cotton seconded the motion and it passed.
KEITH IAMPTON, DIRECTOR
SHELTERED WORKSHOP
Keith Hampton, Director of Harnett County Sheltered Workshop appeared
before the Board to report on the activities of his department. He
thanked the Board for assistance in the water problem at the center,
for assistance in cleaning up his grounds, painting and providing the
bricks so that persons from Harnett Youth Center could lay the brick
walls. His clients number 39 now with a possible total of 50 by the
end of the fiscal year.
ANGIER RESCUE
SQUAD
Charles Nordan from Angier came before the Board to announce that Ang-
ier had created a rescue unit, and requested that their unit be pro-
vided with an amount of $1500., which the other units of the county
have received. Mr. Nordan provided documents to support the certifi-
cation of the men and a copy of the by -laws. Commissioner Cotton move
that thg 4uditor be instructed to prepare a check for the allocation
and /Rtehe and Commissioner Etheridge would attend the meeting to be
held November 5, (same day) and present the check at that time. Comm-
issioner Etheridge seconded the motion and it passed.

SOC. SERV. DEPT.
Helen Crews, Director Social Services Department, appeared before the
Board to request approval of changes in classification and salary for
the following persons:

Bonnie Beasley
Mary Avery
Don Martin
Paulette Gomedella
Bobbie Mize
Bonnie Temple
Dan Welch
Action was tabled on the request.

CHANGES IN LIGHTING SYSTEM
ftN COURTROOM The Judge sent word to the Commissioners that the Courtroom was not
properly lighted. He requested measures be taken to install light
fixtures near the bench and bar areas. Commissioner Cotton moved that
the building and grounds committee take care of the lighting situation
in the designated areas soon as possible, and recommended that the funds
be taken from the Facilities Fee Account to pay the repair costs. Comm-
issioner Etheridge seconded the motion and the issue passed.
DR. BUNN RE: POLICE SCIENCE
LAB Dr. John Bunn from Campbell College came to the Board meeting to speak about a
county police Schience Lab Facility to be developed which would provide
a police school training facility. The size of the building he des-
cribed was 75 x 80, to be situated on an area of land already secured
from the college and adjacent to the land now owned by the county which
supports the sewage treatment facility, 100 x 200. This land is also
next to the new ROTC Firing Range. The structur when completed,
would offer education and services camparable to the High Point Police
Academy. The cost of the building is $49,305., which could be provided by
securing a grant from Cape Fear Criminal Plannong Region of Law and
Order. He cited several statistics which warranted such a service for
our county. The first year of operation would cost Harnett County only
$1400., and second and third years would stablilize at $6600. approx-
imately. Commissioner Brock and Etheridge were appointed to serve on
a committee, to work with county attorney and college attorney and re-
port back to the Board a recommendation.

SUPERVISOR Tom Allen, Tax Supervisor, presented the report for his department and
the following requests for release of taxes:

Commissioner McLamb moved the releases be allowed, Commissioner Brown
seconded the move, and it passed.
The Tax Supervisor requested approval of the following refunds:

The refunds were approved by a motion of Commissioner Cotton, a second
of Commissioner Brown and a unanimous vote.
NEW HIREE FOR BLACK R.
LISTING Commissioner Cotton moved, after discussion, that another person be
hired to assist in listing taxes for Black River Township. Commission-
er McLamb seconded the motion and it passed.
W.E. JONES TAX
COLLECTOR W. Earl Jones, Tax Collector, reported for his department.
DUNN ABC RES. The following resolution from Dunn ABC Board was read for the pleasure
of the Board:
WHEREAS, the State of North Carolina now levies a five -cents surtax on each
bottle of alcoholic beverages sold in ABC Stores and also on each bottle of
wine sold in ABC Stores.
AND WHEREAS, wine sold by retail outlets outside of ABC Stores is not subject
to this surtax tax.
AND WHEREAS the sale of wine is increasing even faster than the sale of other
beverages and failure to tax the retail sale of wine is costing a vast amount
of lost tax revenue.
THE DUNN ABC BOARD is on record as favoring the imposition of the five -cents
per bottle surtax on wine in order to provide uniform taxation. The DUNN ABC
BOARD respectfully requests that the Harnett County Board of Commissioners also
approve this resolution and forward it to our legislators with the request that
they sponsor and support such legislation at the recessed session of the North
Carolina General Assembly which will reconvene in January.

Commissioner Cotton moved to adopt the resolution, Commissioner McLamb
seconded the motion and it carried.
NOMINATION TO AIRPORT
COMMISSION RE: nomination to the Airport Commission vacancy due to the death of
Bob Leak, Commissioner Cotton made a motion that Attorney James John -
son be appointed to fill the vacancy, Commissioner Brown seconded the
motion and the vote was unanimous.

BOARD OF HEALTH
MEMBERS Action regarding the completion of the Board of Health members was tab
led until the next meeting of the Board.
CONTRIBUTION - N.C.
SYMPHONY - Commissioner Cotton made a motion that a contribution of $50. be made
to the N. C. Symphony Society, in keeping with past years. Commission
er Etheridge seconded the motion and it passed.
RE: COUNTY ADMINISTRATOR
Regarding the matter of County Administrator, Commissioners Etheridge
and cotton were appointed to serve on a. committee to investigate the,
matter and make recommendation to the Board. Commissioner Cotton re-
linquished his position on the committee and asked that Commissioner
Brock serve in his stead.
INSTALATION OF SHOP
IN MENTAL HEALTH
Commissioner Etheridge reported that the plumbing in the Mental Health
Center for the beauty shop instalation was completed and the cost was
$545.00. Payment was authorized.
(CAPITAL RESERVE
FUND Regarding the setting up of a Capital Reserve Fund, Commissioner Eth-
eridge was appointed to work with Mr. Carson, County Auditor, to draw
up a resolution for the setting up . of the account for the December
meeting of the Board. This done by motion of Commissioner McLamb, sec-
ond { of Commissioner Cotton and a unanimous vote.
DOG POUND
Commissioner McLamb asked that the Building and Grounds Committee look
into the possibility of having windows installed in the dog pound for
observation purposes and ventilation, and have an adequate fence erect-
ed to accomodate the exercising of the dogs in the pound. He stated
that while fencing is presently there, it is not adequate for all the
dogs that are confined.
NEEDS OF RESCUE
SQUADS Commissioner McLamb made a motion that a committee be appointed to stu y
the rescue squads of the county, their needs and their activities.
Chairman Brock told Commissioner McLamb that the committee would be
appointed in the near future to make a study of the rescue units of
our county. Commissioner Brown seconded the motion and it carried.

David Tyre, FHA, gave a report of the activities of his department in
relation to the growth factor of the county. In giving this report,
he stated the need of a secretary to expedite the paper work in the
department and also that no federal funds were available to pay the
salary of the secretary. His request was that the county furnish sal-
ary for a secretary. Commissioner Brown moved that the matter be
taken under consideration. Commissioner McLamb seconded the motion an
the issue passed.
ijADJOURNMENT
Commissioner Cotton, speaking as the Chairman of the Bid Review Comm-
ittee, informed the Board that the recommendation of the Committee was
that prior actin regarding awarding bids for vehicles be rescinded and
the recommendation of the County Attorney, bid proposals be issued
again. Commissioner Etheridge seconded the motion and Commissioner
McLamb suggested that economy cars be considered. The issue passed.
The meeting adjourned at 12 :30 p.m.
