Bill Gwinn,,', And Ronald Newbould from LBC & W met with the General Contractor, and all the sub- contractors. He went through the Book of Specifications, contracts, etc. Chairman Brock attended the meeting. SEPTEMBER 10, 1973 MEETING WITH HOKE SMITH The Chairman of the Board of Commissioners met with Hoke Smith, Chairman of the Board of Education on September 10, 1973. Plans were made pertain- ing to the committee created by the Boards, collectively. Mr. Brock and Mr. Smith set September 19, 1973, 7:30 p.m. as the first meeting of the committee to be appointed. The meeting was to be held in the Lillingotn School Auditorium. At that time, the committee will be charged with their Eponsibilities. SPECIAL CALLED MEETING September 12, 1973 7:30 p.m. Chairman Brock called the meeting to order at 7:30 p.m. with all members present, and the County Attorney Edward H. McCormick and Clerk to the Board, H. D. Carson, Jr. TOWN OF LILLINGTON- NIGHT PHONE SERVICE As provided for in the minutes of the meeting held on September 4, 1973, Commissioners Cotton and Etheridge were appointed to a committee to in- vestigate the matter of the Town of Lillington funding partially in the salary of the night desk deputy. Commissioner Cotton moved, as a result of the committee's inquiry, that the Town of Lillington be relieved from this obligation to the County, effective October 1, 1973. Commissioner Etheridge seconded the motion and the issue passed. BOARD NOMINEES The following nominees were read to the Board as the county's nominees to fill half of the roll of the school committee: Marvin 0. Marshall B. B. Hudson Troy Cotton Lawrie Byrd Aaron G. Tyson nominated by C. E. McLamb M. H. Brock W. J. Cotton, Jr. Bobby Etheridge Gilbert Brown Commissioner Etheridge seconded a motion made by Commissioner Cotton that the foregoing names be officially appointed to the Committee, the issue passed. Board of Education Nominees The Board of Commissioners accepted the names from the Board of Education to fill the other half of the entire membership of the committee and they are as follows: Robert C. Turlington Hoke Smith Rebecca Mann Alex Cameron PROPOSAL FOR CONSTRUCTION Mrs. Rebecca Mann, Vice Chairman of the Board of Education, presented to the Board of Commissioners a proposal for the construction of a building addition at South Harnett School, at an estimated cost of $400,000. Also, present to discuss and describe the building was Lester N. Boney, Architect. Square feet in the discussion was approximately 18,000. at a cost of approximately $22. per sq ft. No action taken. FOSTER CHILDREN RATES INCR. Rates for foster children care were raised from $80. per month to $100. per month. This done by a motion of Commissioner Brown, a second by Commissioner Cotton and a unanimous vote. REV. SH. PLAN USE REPORT H. D. Carson, Jr., County Auditor, presented a plan use report to the Board for the period of 7 -1 -73 through 6- 30 -74. This was a Revenue Sharing Use Plan. After discussion, Commissioner McLamb moved that the report be approved, Commissioner Cotton seconded and it passed. METAL BUILDING BIDS Regarding metal buildings of the Harnett County Sheltered Workshop and proposed county maintenance garage- Commissioner McLamb made a motion to 182 let the bids for the metal buildings and by amendment to the motion, to include a 4 foot cement wall. Commissioner Etheridge seconded and th motion carried. TRAVEL POLICY CO. EMP. In lieu of discussion, Commissioner Cotton made a motion, seconded by Commissioner McLamb, that the Chairman name a study committee of two members of the Board and present a proposal at a later date. Upon the motion of Commissioner Cotton, Chairman Brock named Commissioners Cotton and McLamb to compose the committee. Motion carried. ERRORS AND OMISSIONS:?: Reg. of Deeds Errors and Omissions liability coverage was presented for the pleasure of the Board. Upon the recommendation of the County Attorney that the Register of Deeds office carry this liability, Commissioner Cotton moved the Register of Deeds be authorized to secure'the coverage. Commissioners Etheridge seconded the motion that the insurance coverage have an effect- ive date , retroactive, of the date Mrs. Flora J. Milton officially took office, December 4, 1972. Motion carried. CAR FOR STURGILL Chairman Brock brought before the Board a proposal to purchase a car for B. E. Sturgill, Deputy Sheriff. Commissioner Cotton stated that he thought that this had already been passed on:_and approved. Chairman Bro advised the Board that this approval had not been entered into the min- utes and therefore asked for a new motion and second for the proposal. Commissioner Cotton made a motion, seconded by Commissioner McLamb, that the county purchase a car for B. E. Sturgill. Motion carried. LETTER OF INTENT or commitment Cape Fear Crim. Jus. Pl. Reg. The following letter of commitment was authorized for signture by consen of the Board: TOI Cape Fear Criminal Justice Planning Region P.O . Box 186 Fayetteville, N. C. 28302 FROM. The County of Harnett SUBJECT: Letter of Commitment The County of Harnett has reviewed the attached full application for communications equipment for Phase II of the Cape Fear Emergency Commun- ications %stem prepared by the Cape Fear Criminal Justice Planning Reg- ion and concurs with action by your office to affect procurement of the requested items upon project approval by the North Carolina Division of Law and Order. It is the intention of this local government agency to forward pay- ment for its share of that equipment and /or services as indicated in the attached application regulations for its local matching share of $2,414. It is also understood that this local government unit will be invoiced for 100% of the sales tax. This amount is not included in the local matching share stated above. MEETING CONVENED The regular meeting of the Board of Commissioners convened on OctobeR- 1, 1973. The Chairman called the meeting to order at 9:35 a.m., and) Commissioner Gilbert Brown offered the morning prayer. Those in attendance were Chairman Brock, Gilbert Brown, Bob Etheridge H. D. Carson, Jr., Clerk to the Board. Commissioners McLamb and Cotton arrived late as did the County Attorney. MINUTES READ DONALD COOPER, Dist. Eng. COUNTY LIBRARIAN HOOVER ADAMS FOR EDUNN ABC OPERATION Hoover Adams, Dunn ABC Board, came before the Board. He informed th Board of a program that had been previously funded from the Dunn ABC operation for the Dunn and Hwin schools. With the changes regarding; the 5C a bottle funds being sent to the county, and in light of the fact that the Board was indicating a desire that these funds be util- ized through the Mental Health Operation, Mr. Adams requested that the already installed program of education on alcoholism be allowed to to continue in the Dunn and Erwin schools, He stated that $500.00 would be necessary to carry on this program, monthly, and he requested that this amount be allocated back to the Dunn ABC Board, and that he needed a commitment to that effect. The minutes from the September meetings were read and approved. Donald Cooper, District Engineer from the State Highway Department was present at the meeting. The Board was at liberty to ask such questions as related to roads in Harnett County. Mrs. Margaret Randall, County Librarian was present and gave a re- port of the library functions for the past year and a program of ob- jectives for the coming year. Mr. Adams further asked that the Board consider requesting legislato s to ask for legislation that would compel all establishments selling wine to be required to comply with the 5 per bottle law. This woul include the A & P Stores and other retail dealers, and would result in an additional amount of revenue for alcoholism rehabilitation and education. Action was tabled. RALPH MCCOIG, AREA DIRECTOR` MENTAL HEALTH Ralph McCoig, Area Director of Mental Health, appeared before the Board regarding alcohol education and rehabilitation. He cited sev- eral elements in his plan. 1. In- service educational programs for teachers.
