SPECIAL MEETING
The Board of Commissioners met in special session on July 12, 1973,
at 10:00 a.m. in the Courthouse, Lillington, N. C. for the purpose
of adopting the budget for the fiscal year 1973 -74. The meeting
was called to order at 10:20 a.m. in the Superior Courtroom with
the following Board members present:
M. H. Brock, W. J. Cotton, Jr., C. E.McLamb, And Bobby Etheridge.
County Attorney McCormick and Clerk to the Board, H. D. Carson, Jr.
were present also.
PURPOSE OF THE MEETING
The Chairman informed the group that the purpose of the meeting was
to officially adopt the 1973 -74 Budget Resolution. Due to the many
persons attending the meeting, the Commissioners extended the court-
esy to hear any person wishing to speak. The following persons ident

After a lengthy discussion, and prior to recessing for lunch, the
following letter was read:

Lillington, N. C.
Dear Mr. Smith:
The Board of Commissioners, the County Auditor and the County Attorney have, for
the last several days, been working with the proposed school budget for the 1973-
74 fiscal year. The county's budget has been fully considered by the Board of
Commissioners and they plan to adopt it on July 12, 1973, at 10:00 a.m. It now
appears that the Board of Commissioners will approve the levies that have been
made for the school board, viz; Current Expense $.53 and Capital Outlay $.08, fo
a total levy of $.61.
We are sure that you are aware of the ;ublicity and public reaction to the school
board's proposal for funds. We find ourselves in agreement with many of the news
articles and much of the public response regarding some items in your budget.
The Board of Commissioners would like to advise you that there are items in your
budget that the members feel should be phased out. At this time, the Board of
Commissioners does not plan to fund these items in the 1974 -75 budget and recomm-
ends that these changes be made during this fiscal year for the following
reasons:
1. It is our feeling that superintendents and the assistant superintendent
should not receive a lump travel allowance sum, and that all travel expenses be
documented with signed vouchers. This procedure would be in keeping with county
policy.
2. It is not within keeping with Harnett County policy to give supplements
to teachers and other personnel;. therefore, it is the opinion of the Board of
Commissioners that superintendents and assistants should be treated as other
school personnel.
3. It appears to the Board of Commissioners that Harnett County has one
more associate superintendent than other counties of comparable student enroll-
ment. We recommend that proper adjustment be made in this area.
4. The Board of Commissioners feels that there are positions that should be
eleiminated from the budget, such as the public information officer, some book-
keepers, some secretaries and some other central staff personnel.
5. We feel that theraintenance budget should be reduced considerably.
6. Salary increases should be in keeping with the guidelines of the Cost of
living Council... Presently, this is 5.30.
The Board of Commissioners recommend that these suggestions be taken under cons-
ideration by the Board of Education and that phasing -out procedures begin, that st3eps to
delete and adjust be taken and that our other suggestions be implemented. The
Board of Commissioners has asked the County Auditor to establish budgeting pro -
cedures in accordance with the Fiscd Control Act. Specifically, he /has asked /been
to develop a standard reporting system for all departments receiving county
funds. The Local Government Commission has already recommended to counties such
a system. Also, we are asking that the Education Department begin this fiscal

year to use the line control method of budgeting, which our Auditor has been
using for all the other departments of the county.
We want to express the appreciation of the Board of Commissioners for the coop-
eration received from the Board of Education and from Superintendent Gray in
the preparation of this budget and for the other materials and information he
has so readily given. We look forward to working with you in the course of the
1973 -74 budget year.

The meeting was recessed for lunch and was called back to order at
1:00 p.m. to continue further with the consideration of the 1973-
74 Budget Resolution.
Commissioner Etheridge made a motion that Chairman Brock contact
the Chairman of the Board of Education to set a joint meeting (this
would include each board's attorney) for a date within the week of
August 13, 1973. This would be termed as a working meeting but not
a closed door meeting.
Cotton seconded the motion and the issue passed.
BUDGET ADOPTION
1973 -74 It was moved by Commissioner Mclamb and seconded by Commissioner
Etheridge that the budget for the fiscal year 1973 -74 be adopted
as follows and is recorded as follows:

BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF HARNETT COUNTY:
Section 1. The following amounts are hereby appropriated for the operation
of the county government and its subdivisions for the fiscal year beginning July
1, 1973, and ending on June 30, 1974, according to the following schedules:

hundred dollars (100) valuation of taxable property, as listed for taxes as of
January 1, 1973, for the purpose of raising the revenue from current year's pro-
perty tax, as set forth in the foregoing estimates of revenue, and in order to
finanace the foregoing appropriations:

$ 9,500,000.00, Flatwoods Fire District - $ 3,400,000.00, Summerville Fire
District - $10,800,000.00, Spoit Springs Fire District - $ 3,000,000.00, Flat
Branch Fire District - $ 3,100,000.00, Anderson Creek Rural Fire District
$ 3,100,000.00, Grove Fire District $ 3,100,000.00 and an estimated rate of col-
lection of ninety -five percent (95 %).
Section 4. Copies of this resolution shall be furnished to the County Tre-
asurer and County Accountant, to be kept on file by them for their direction in
the disbursement of funds.

The Chairman commented on the budget in that he felt it to be a good
budget. He expressed appreciation for the interest shown by the
public in gathering to hear the action taken in the budget meeting.

READ AND RECORDED
PG. 162 -63. Commissioner Cotton moved that the letter that was read earlier by the
Chairman and recorded on pages 162 -63 of this docket, be attached to
and made a part of the 1973 -74 Budget Resolution and recorded as such
in the minutes of the Board of Commissioners, Commissioner Etheridge
seconded the motion and it passed unanimously.
ADJOURNMENT After ascertaining that there be no further business matters, the
chairman adjourned the meeting.
