The Board of Commissioners met in special session on April 16, 1973, 7:30 p.m. in the Commissioners Room, Courthouse, Lillington, N. C. The following commissioners were present: M. H. Brock, D. P. Ray, Jr., C. E. McLamb, and W. J. Cotton, Jr. Also present, H. D. Carson, Jr., Clerk to the Board. Those meeting with the Commissioners were: Abe Elmore, Mayor of Dunn Edward McCormick, Mayor of Lillington Jack Marley, Mayor of Angier George Joseph, Mayor of Erwin Ronald Coats, Mayor of Coats Wiley Bowen, Dunn City Attorney Frank Lewis, NCACC Representative and Lillington native Arvelle Tart, Dunn Commissioner Robert Nicholl, Dunn City Manager Wade Lucas, Dunn Dispatch Luci Uzzle, Raleigh Times Joseph A. Stephens, Angier Commissioner Robert Ogburn, Angier Manager Earl Price, Angier Commissioner Johan Caudle Chairman Brock informed those attending that the purpose of the meeting was to discuss the 1C sales tax issue. He asked the mayors, councilmen and managers to express their views on the lfi sales tax as to the levying by resolution or by majority vote. Ronald Coats, Edward McCormick, Abe Elmore, George Joseph and Jack Marley each voiced his opinion and each stated experience of little opposition to the tax and advocated their desire that the Commissioners levy it by resolution. Dunn Commissioner Arvelle Tart and Manager Nicholls voiced their affirmation of the levying of the tax by res- olution. Frank Lewis talked favorably for the levying by resolution. Commissioner Ray made the following motion, which was seconded by Commissioner McLamb and those voting affirmatively were W. J. Cotton, Jr., C. E. McLamb and D. P. Ray, an "That a public hearing be held on the second day of May, 1973, for the purpose of considering the levy of a one percent (1 %) local government sales tax, at 10:00 a.m. at the Courthouse in Lillington, North Carolina; that the following notice be publish publish- ed in the Harnett County News, advising the citizens of the time, date and place of the hearing: NOTICE OF PUBLIC HEARING TO CONSIDER LEVY OF 1% LOCAL GOVERNMENT SALES TAX NOTICE is hereby given that the Board of Commissioners of Harnett County will hold a public hearing to consider the levy of a one per cent (1 %) local government sales tax at the following time, date and place: 10:00 a.m., May 2, 1973, Harnett County Courthouse. All - interested citizens have the right to be heard and are invited to attend and pre- sent their views to the Board of Commissioners as to whether the proposed tax is wise . or unwise; whether the tax should or should not be levied: whether local conditions require the imposition of the tax; whether other means of taxation available to the county and municipalities within the county would be more equitable; or any other reasons for or against the levy of a one per cent (1 %) local government sales tax as an added source of revenue for Harnett Countyand the cities and towns within the county." Public hearing, set for I0:a.m., May 2, 1973, in the Superior Courtroom, Courthouse, Lillington, was called to order at 10:00 a.m. by the Chairman of the Board of County Commissioners, for the pur- pose of hearing discussion relevant to the levying of the I% sales tax. The Chairman, after calling the meeting to order, indicated that proper legal notification had been made in the mwspapers and that the people of the County were duly notified of the holding of the public hearing. All members of the Board were present, with the exception of Duncan P. Ray, Jr., Vice Chairman, being hospitalized in the Betsy Johnson Memorial Hospital in Dunn, N. C. Chairman Brock asked the County Attorney, Edward H. McCormick to take charge of the hearing and allow all persons present whishing to be heard, a chance to speak. Issues to be spoken to: 1. should the It sales tax be imposed 2. is this tax more equitable than other taxes. Then, if levied, should collection thereof be on per capita basis (giving more to the county) or should collection be on ad valorem basis, (giving municipalities more). Mayor W. P. Elmore, Dunn, presented the following written statement: "Mr. Chairman and members of the County Commissioners 1 would like to submit here today a copy of the resolution the Dunn City Council approved on September 7, 1972, asking the County Commissioners to levy the extra It sales Tax for Harnett County. No one is more aware of the increase in costs and the demand for better and more services than you Gentlemen of the County Board of Commissioners. Those of us who are in places of responsibility in our respective municipalities are also being called on for better and more services, and just to stand still is more expensive each year; No one wants to pay more taxes, but if we as elected officials are to carry out the programs that we now have, and improve them and expand them, then we must have more revenue. In the past, it has been that we increased the property tax, but it is not realistic to continue to make real property carry the large share of the financing of these services. Harnett County is surrounded by other counties who have levied this tax and now 83 out of the 100 coun- ties have already levied this increase. Considering the fairness of this tax, 1 submit that we should levy the I% sales tax and spread the cost to all persons on a fair and equal basis. William P. Elmore, Mayor Dunn. N. C. Jonah Caudle, Dunn, N. C. spoke against the commissioners' levying the taxes, wanted it to be only upon the vote of the people. Hoke Smith, Mrs. Haywood Hall, Alton Gray and Mayor Ronald Coats spoke in favor of the tax being levied by resolution of the Commissioners. The Board took no definite action but did indicate that a resolution was being prepared for the May meeting and would be taken under consideration at that time at the May Meeting.
