Commissioner Brown seconded the motion and it passed unanimously. HOLDER HEATING AND AIR COND. CO. Commissioner Ray made emotion that the county accept the proposal prepared by Holder Heating and Air conditioning Company of Dunn, North Carolina, in the amount of $1,199.23, with regards to the re- pairing of the existing boiler, and reads in part as follows: "We (Holder Heating) propose to furnish materials and labor necessary for the completion of: Remove and replace existing condensate pump with a new Hoffman @C -8 -20 V pump w/9 gallon sump. ADJOURNED Remove and replace existing relief valves with new (ASME) approved 15 P.S.I. Relief valves with relief opening piped to outside as per state code. Adjust boiler operating pressure to approximately 10 P.S.I." Commissioner McLamb seconded the motion to accept the proposal, the vote was unanimous. The Commissioners adjourned the meeting /aft 11:15 a.m. i�a Z`nairma o t e Board MINUTES OF SPECIAL MEETING OF APRIL 10, 1973 The Board met in special session on April 9, 1973, 10:00 a.m. in the Commissioners Room, Courthouse, Lillington, N. C. All members of the Board were present. LBC &W ASSOSIATES Bill Gwinn from LBC &W Associates, architects, came before the Board and presented preliminary drawings of the new proposed build- ing to be erected next to the new Social Services building. The Board discussed the building and the materials presented. ARCHITECTURAL CONTRACT The Chairman was authorized to execute the contract with LBC &W of Greensboro. RESOLUTION FROM SCHOOL BOARD Robert H. Jones, Attorney for the County School Board, appeared before the Board and presented following resolution to the Board: RESOLUTION Whereas, it appears to the satisfaction of the Harnett County Board of Education that the public school system of the County is inadequate and fails to meet the educational needs of the people of the County,as required by law; And, whereas, it is the opinion of the said Board of Education that for the proper improvements and development of the school system in Harnett County, that the erection of additional school buildings, renovation of existing school buildings and the acquisition of land and equipment are necessary; And, whereas, options which had previously been obtained have not been extended in connection with the purchase of three excellent sites for construction of badly needed new shcools; NOW, THEREFORE, BE IT RESOLVED by the Harnett County Board of Education that the said Board of Education does unanimously recommend to the Harnett County Board of Commissioners as follows: That the Harnett County Board of Commissioners amend the Harnett County Board of Education Capital Outlay Budget by providing additional funds from whatever source available to Budget Code 681.2 and that afterwards you purchase the real property at the three i a 132 proposed sites on which options are had at a total cost of approximately $183,000.00; Provided, that if the Board determines that sufficient funds are not available to purchase all three sites at this time, that the Board budget and purchase the real property at the site numbers one and two, being the sites with respect to the western part of the County, and the central part of the County, at a total cost of approximately $113,000.00; Provided, further that if the Board determines that sufficient funds are not available to purchase even two sites at this time, that the Board budget for and purchase site number one at a total expenditure of $48,000.00; That the Board of Education now has.$24,000.00 available from the sale of surplus property, which sum may be used for the purchase of these sites or site, thus the amended budget providing for additional funds can be $24,000.00 less than the stated purchase prices set forth above. Gray, Secretary Chairman Brock accepted the resolution for consideration. Commissioner Brown made a motion that the county grant enough money to the school board to purchase one site, whichever one they wanted The motion died for lack of a second. BEHIND HARNETT CO. NEWS. Chairman Brock informed the Board of the lot, 65 x 135, located be- hind the Harnett County News building, within the city limits, bein for sale for $3,000. The county had expressed an interest for the purpose of erecting a garage building in connectim with the land- fill operation. Action was tabled until the Board could view another site belonging to Robert Redfern of Lillington. An offer to sell a 50 -acre tract of land was presented in letter from Danny Watkins and brother William Watkins. The land id x* adjacent to the 40 -acre tract recently purchased by the county for a landfill site. The Board was not interested in making this purchase and the owners are to be notified by letter. SALES TAX The sales tax issue was brought to the attention of the Board. Commissioner McLamb made a motion to call for a public hearing for 23rd of April. Commissioner Cotton asked that the motion be amend- ed to provide for proper notification be sent to all mayors and councils, requesting them to be in attendance at the meeting. Commissioner McLamb withdrew his motion and the Chairman was re- quested to call a special meeting with all mayor and all town or city council members. This meeting was called for April 16,.-1973, 7:30 p.m., in the Commissioners Room, Courthouse, Lillington. PAC MEETING PAC meeting in Raleigh was mentioned to the Board and all members were urged to attend the meeting. BC SEWAGE TREAT Chairman Brock informed the Board of the receipt of $62,000. in connection with the grant for Buies Creek Sewage Plant and of the REV. SHARING receipt of $132,000.00 representing -the third pay ment of revenue sharing funds. 50- ACRE TRACT SHERIFF'S REPORT FOR MARCH The Board was given a copy of the report from the Sheriff's Depart- ment for the previous month. RECESSED The -Board recessed at 11:30 to go look at a piece of property. RECONVENED The Board reconvened after lunch. Ray CADIEU PROPERTY Commissioner Mskamh made a motion that the county purchase the lot 65 x 135 located behind the present Harnett County News for a price not to exceed $3,000.00. Commissioner McLamb seconded the motion and it passed manimously. (There are funds held by FHA office and are included in the original grant for landfill purposes and can be disbursed in connection with the erection of a building.) The Board of Commissioners met in special session on April 16, 1973, 7:30 p.m. in the Commissioners Room, Courthouse, Lillington, N. C. The following commissioners were present: M. H. Brock, D. P. Ray, Jr., C. E. McLamb, and W. J. Cotton, Jr. Also present, H. D. Carson, Jr., Clerk to the Board. Those meeting with the Commissioners were: Abe Elmore, Mayor of Dunn Edward McCormick, Mayor of Lillington Jack Marley, Mayor of Angier George Joseph, Mayor of Erwin Ronald Coats, Mayor of Coats Wiley Bowen, Dunn City Attorney Frank Lewis, NCACC Representative and Lillington native Arvelle Tart, Dunn Commissioner Robert Nicholl, Dunn City Manager Wade Lucas, Dunn Dispatch Luci Uzzle, Raleigh Times Joseph A. Stephens, Angier Commissioner Robert Ogburn, Angier Manager Earl Price, Angier Commissioner Johan Caudle Chairman Brock informed those attending that the purpose of the meeting was to discuss the 1C sales tax issue. He asked the mayors, councilmen and managers to express their views on the lfi sales tax as to the levying by resolution or by majority vote. Ronald Coats, Edward McCormick, Abe Elmore, George Joseph and Jack Marley each voiced his opinion and each stated experience of little opposition to the tax and advocated their desire that the Commissioners levy it by resolution. Dunn Commissioner Arvelle Tart and Manager Nicholls voiced their affirmation of the levying of the tax by res- olution. Frank Lewis talked favorably for the levying by resolution. Commissioner Ray made the following motion, which was seconded by Commissioner McLamb and those voting affirmatively were W. J. Cotton, Jr., C. E. McLamb and D. P. Ray, an "That a public hearing be held on the second day of May, 1973, for the purpose of considering the levy of a one percent (1 %) local government sales tax, at 10:00 a.m. at the Courthouse in Lillington, North Carolina; that the following notice be publish publish- ed in the Harnett County News, advising the citizens of the time, date and place of the hearing: NOTICE OF PUBLIC HEARING TO CONSIDER LEVY OF 1% LOCAL GOVERNMENT SALES TAX NOTICE is hereby given that the Board of Commissioners of Harnett County will hold a public hearing to consider the levy of a one per cent (1 %) local government sales tax at the following time, date and place: 10:00 a.m., May 2, 1973, Harnett County Courthouse. All - interested citizens have the right to be heard and are invited to attend and pre- sent their views to the Board of Commissioners as to whether the proposed tax is wise . or unwise; whether the tax should or should not be levied: whether local conditions require the imposition of the tax; whether other means of taxation available to the county and municipalities within the county would be more equitable; or any other reasons for or against the levy of a one per cent (1 %) local government sales tax as an added source of revenue for Harnett Countyand the cities and towns within the county."
