MINUTES OF MEETING OF TUESDAY, JANUARY 2, 1973.
The Harnett County Board of Commissioners convened on Tuesday, January
2, 1972, for the regular meeting for January 1973. Those attending the
meeting were M. H. Brock, D. P. Ray, Jr., C. E. McLamb, W. J. Cotton,
Jr., and Gilbert Brown. Also present was H. D. Carson, Jr., Clerk to
the Board and County Attorney Edward H. McCormick.
CALL TO ORDER The Chairman called the meeting to order at 9:15 a.m. and Commissioner
Brown led the morning prayer.
MINUTES The minutes from the December meetings were read and approved.
DONALD COOPER
Highway Comm. Donald Cooper, Resident Engineer, State Highway Commission, was pres-
ent at the meeting. The following road petitions were presented for
the pleasure of the Board.
1. SR 1153, .01 mile, 4 occupied homes, request for addition to the
system.
2. SR 1143, 1 mile, 17 occupied homes, request for black top.
3. Road in Barbecue Township, .9 mile, 8 occupied homes, request for
addition.

The foregoing road petitions were approved by a motion of Comm. Cotton,
a second by Commissioner Ray and a unanimous vote.
James Goff, Chairman of the Extension Department and State Chairman,
Dr. Piland, came before the Board to present a resume for Miss Doris
Binder for a position as an agent in the Extension Department. The
Action was tabled temporarily.
W. EARL JONES
Tax Coll. W. Earl Jones, Tax Collector, presented the report for his department
although it was incomplete and the written report will be delayed for
a short time in order to clear all December mail.
THOMAS ALLEN
Tax Super.
Thomas Allen, Tax Supervisor was not present. Commissioner Ray made
a motion to allow an extension of listing date for personal and real
property to the effect that when the tax books are brought in from the
various precincts with the listing as of February 15 therein contained,
the public be allowed to list only in the office of the Tax Supervisor
through March 2, 1973, without penalty. Commissioner Cotton seconded
the motion and it passed.
TAX & WELFARE LIEN
REPORT Edward H. McCormick presented the Tax & Welfare Lien report for E.
Marshall Woodall, and it is as follows:

DISTRICT MEETING OF
NCACC Chairman Brock announced a district meeting of the NCACC to be held
January 19, 1973, 1:00 p.m. at the Ramada Inn in Fayetteville. Comm-
issioner Brown moved that C. E. McLamb be named as a voting delegate to
this meeting, Commissioner Ray seconded the move and it passed.
MEETING WITH
ARCHITECT
The Chairman announced a meeting with an architect scheduled for Jan-
uary 5, 1973, 11:00 a.m. for discussion purposes only. Commissioners
interested in attending the meeting were invited to do so.
EXECUTIVE SESSION
The Board went in to Executive Session.
SALARY ADJUSTMENT FOR
DIRECTOR OF DEVELOPMENT
COMMISSION The matter of salary change for the Director of Harnett Development
Commission was brought to the attention of the Board.
Commissioner Cotton moved that the Board allow a 5% salary increase,

- Continued- ACTION: Commissioner Cotton moved that the Board allow a 5% salary
increase, effective January 1, 1973, to Tony M. Tucker, Director of
Harnett Development Commission. Commissioner McLamb seconded the
motion and it carried.
CLOTHING ALLOWANCE FOR
DEPUTIES Commissioner Cotton made a motion to provide a clothing allowance, up
to but not exceeding, $150.00 per deputy per year for the officers in
the Sheriff's Department; disbursement to be made upon the presentation
of an itemized paid account. Commissioner McLamb seconded the motion
and it carried unanimously.
RE: REQUEST FROM JAMES GOFF
TO HIRE DORIS BINDER
The following is an extraction of a letter to Mr. James Goff, Chairman
of the Extension Department, in regard to his appearance before the
Board pertaining to a request to hire Miss Doris Binder:
"After a lengthy discussion and after taking many factors under consid-
eration, we feel that it would be in the best interest of the county
and in the best interest of Miss Binder, that we do not accept her
application for employment for this position ".
Notification was made to Mr. Goff of the action stated above.
The Board authorized Chairman Brock to act for the Board in the canvassing
ADJOURNMENT of the votes for the Jan. 9, 1973 election.
Meeting adjourned at 12:00 noon.

CANVAS THE VOTES
M. H. Brock, Chairman of the Board of Commissioners and Dougald McRae
Chairman of the Board of Elections met on January 11, 1973 to canvass the
votes of the School Bond Election of January 9, 1973. This was in
accordance with the will of the Board of Commissioners as recorded in the
minutes of the regular meeting of IINNKMXNX January 2, 1973.
Statement of Result of
Special Bond Election
held in the
County of Harnett, North Carolina
on January 9, 1973
At a special bond election held through the County of Harnett, North Car-
olina on January 9, 1973, 24,603 voters were registered and qualified
to vote.
At said election 3130 votes were cast for the order authorizing the
County of Harnett to contract a debt and in evidence thereof to issue
not exceeding $7,000,000 School Building Bonds for the purpose of
providing funds, with any other available funds, for erecting addition-
al school buildings and other school plant facilities, remodeling, en-
larging and reconstructing existing school buildings and other school
plant facilities, and acquiring necessary land and equipment therefor,
in order to provide additional school facilities in the County of Harnett
to maintain the nine months' school term in said County as required by
Section 2 of Article IX of the Constitution, and authorizing the levy
and collection of a sufficient tax for the payment of the principal of
and the interest on said bonds, and 3276 votes were cast against such
order, that a majority of the qualified voters of said County who
voted thereon at said election voted against said order and that said
order was thereby disapproved.
This statement is given by order of the Board of Commissioners for the
County of Harnett, this llth day of January, 1973.
