'MINUTES OF SPECIAL CALLED MEETING OF DECEMBER 18, 1972.
, The Board met in special session, called on Monday, December 18, 1972, at 10:00 'a.m.
in the Commissioners Room, Courthouse, Lillington, with all members present, and the
k!County Attorney and Clerk to the Board..

The Chairman called the meeting to order at 10:00 and introduced
Mayor Abe Elmore from the City of Dunn. Mayor Elmore, presented a cost-
share basis of 12.5 percent of local participation in the construction
of an armory in Dunn. The sites he proposed; along with a projection
cost, are as follows:

ACTION: Commissioner McLamb moved to proceed with Site Number 1 as
detailed above, Commissioner Ray seconded the motion and it passed
unanimously.
j REVENUE SHARING
4 RESOLUTIONS The following resolution was presented for the pleasure of the board:

I #2
A RESOLUTION ESTABLISHING A TRUST FUND TO ACCOUNT FOR FUNDS RECEIVED
UNDER THE STATE AND LOCAL FISCAL ASSISTANCE ACT OF 1972.
Be it resolved by the Board of Commissioners of Harnett County:
Section 1. There is hereby established on the books of Harnett
County, a trust fund to be known as the "Harnett County General Rev-
enue Sharing Trust Fund." The trust fund shall remain available with-
out fiscal year limitation and shall consist of such amounts as may
be appropriated to it and deposited in it from funds made available to
Harnett County by the United States Treasury pursuant to the State
and Local Fiscal Assistance Act of 1972 (Pub. Law 92 -512).
Section 2. All monies disbursed from the trust fund established
by this resolution shall be disbursed through a special checking acc-
ount established for the trust fund in an official depository of
Harnett County.
Section 3. The Harnett County Auditor is authorized to invest
and reinvest all or any portion of the monies in the trust fund in
deposits and securities eligible for investment of local funds under
the General Statutes of North Carolina until such time as the monies
are actually needed.
Section. 4. This resolution is effective upon its adoption.
ACTION: Commissioner McLamb moved to adopt the foregoing resolution,
Commissioner Erownk seconded the move and it passed unanimously.
Whereas, Harnett County has received its Revenue Sharing Funds from
the United States Treasury and said funds have been deposited in AL
designated depository, and
Whereas, it appears that $234,000. will not be needed for approx-
imately six months, and
Whereas, it will be to the advantage of Harnett County to invest an
amount of $234,000.,
It is therefore ordered by the Board of Commissioners that an amount
of $200,000. be invested in a Certificate of Deposit and $34,000. be
invested in pass book savings in a designated depository.
Commissioner Cotton made a motion that the foregoing resolution be
adopted, Commissioner McLamb seconded the motion and it passed this
18th day of December, 1972.

OF DEEDS Mrs. Flora J. Milton, Register of Deeds, presented the following letter
of appointment:

Gentlemen, I have made the appointment of Mrs. Clyde L. Ross as Assist-
ant Register of Deeds.
I would appreciate your consideration of salary change as there
is a change in classification of position.

ACTION:Commissioner Cotton made a motion to approve the apointment,
and to allow the salary adjustment change to beocme effective the first
of January, 1973. Commissioner Ray seconded the motion and it passed
unanimously.
AMENDING OF
SS BUDGET RE
INVESTIGATOR Commissioner Ray made a motion to amend the budget of the Social Ser-
vices Department for the purpose of hiring an investigator for the
Social Services Department for the remainder of this fiscal year.
Commissioner McLamb seconded the motion, and it passed. Notification
was made to Filbert Brown, Chairman of the Social Services Board and
to Mrs. Helen Crews, Director.
ADJOURNMENT The meeting adjourned at 12:00 noon.
