Minutes of Meeting of The Board of Commissioners for December, 1972.
REGULAR MEETING The regular monthly meeting of the Board of Commissioners met on Mon-
day, December 4, 1972, with the following Commissioners present:
M. H. Brock, D. P. Ray, Jr., C. E. McLamb, W. J. Cotton, JR. AND Gil-
bert Brown. Also present, H. D Carson, Jr., Clerk to the Board and
Marshall Woodall sitting as County Attorney.
CALL TO ORDER
Prayer
Chairman Brock called the meeting to order at 9:30 a;m. and Gilbert
Brown led the morning prayer.
APPROVAL OF THE
MINUTES The minutes from the last meeting were read and approved.
ORDER OF BUSINESS
ROAD PETITIONS The following road petition was approved by a motion of Commissioner
Cotton, a second by Commissioner Brown and a unanimous vote: Duke
Township, 10 occupied homes, 1 /10 mile, SR 1743, request for black -
topping.

Donald Cooper, Resident Engineer, Std=e Highway Commission, came to
the meeting for the benefit of the commissioners.
W. Earl Jones, Tax Collector, reported the activities of his depart-
ment for November.
James Goff, Chairman Extension Department, came before the Board and
issed an invitation to the Board to attend a meeting December 12,
1972, Fayetteville, Cumberland County Office Building, 7:30 p.m. He
also asked the Commissioners for a verbal commitment as to the rent-
ing of the Farm Bureau Building for a period of three years at a
monthly rent amount of $75.00, being the basement part of the buildin
Commissioner McLamb moved to commit the county to rent the building
for a two -year period of time at $75.00 per month. He withdrew his
motion.
After a poll of the Commissioners Chairman Brock, Commissioners Ray
Brown, McLamb and Cotton verbally agreed to commit the county to a
two year period to rent the basement office space of the Farm Bureau
Building for an amount of $75.00 per month.

olution for consideration of the Board:
NORTH CAROLINA PETITION FOR ELECTION TO ABOLISH
HARNETT COUNTY DUNN SCHOOL DISTRICT SPECIAL SCHOOL TAX
TO THE BOARD OF COMMISSIONERS OF HARNETT COUNTY:
In accordance with a resolution duly adopted at its meeting of November
6, 1972, the Board of Education of Harnett County does, in accordance with
the provisions of Chapter 115 Sub- chapter V Article 14, General Statutes
of North Carolina, hereby petition the Board of Commissioners of Harnett
County to call an election on January 9, 1973, for the purpose of ascer-
taining the will of the people of the Dunn School District at an election
called by Order of said Board of Commissioners and held on October 14, 1947,
be abolished, effective upon the opening for use as a school of a con-
solidated high school serving the people of said Dunn School District which
said District is defined and described in area as follows:
Beginning a: the Johnston County line back of Bethsady Church; then with church property
to the Neighbor's Church road; then with said road to W.M. Pleasant's line, with said
line to the Nath McLamb line to the J. H. Barefoot line, to the Fair Grounds road cross-
ing said road with his line to the P. B. Johnson Estate line with said line to Black
River; then crossing Black River with Ray Neighbors' line to John Sorrell's line to the.
old Smithfield - Averasboro Road; then crossing said road with the John Sorrell line South
to the Carro Sorrell Bennett line to the J. L. Hodges line to the road leading from
Turlington's Crossroads, to Dunn; then down said road to the W. H. Lucas line to Black
River; then South with the meanderings of Black River to the Dr. C. B. Codrinfton line;
then West with his line the Bessie Jackson line, the Jesse Tart line, the Jesse Lockamy
line, the David Stephenson line, the Carl Hamilton line, the Holt Hamilton line, the
Hugh Prince line to Turtle Branch, with said branch and Bumper Creek to the Cape Fear
River; then as said river meanders to the Cumberland County line; then with the Cumb-
erland, Sampson and Johnston County line to the beginning.
Enacted at the meeting of the Board of Education of Harnett County on the
6th day of November, 1972.

RESOLUTION CALLING A SPECIAL ELECTION IN THE DuNN SCHOOL DISTRICT TO DETER
MINE WHETHER TO ABOLISH SUPPLEMENTAL SPECIAL SCHOOL TAX.
BE IT RESOLVED by the Board of Commissioners of the County of Harnett:
WHEREAS, the Board of Commissioners of Harnett County has this day received a Pet-
ition from the Board of Education of Harnett County requesting that an election be called
in the Dunn School District to determine the will of the people of said District as to
whether the supplemental tax previously voted by the people of the Dunn School District at
an election held on October 14, 1947, be abolished, effective upon the opening for use as
a school of a consolidated high school serving the people of said Dunn School District,
NOW, THEREFORE, BE IT ORDERED that a Special Election is hereby called to be held in
the Dunn School District on Tuesday, January 9, 1973, between 6:30 a.m. and 7:30 p.m., at
which there shall be submitted to the qualified voters of the Dunn School District the
question contained in the Notice of Special Election in the Dunn School District hereinafter
set forth in this resolution.
IT IS FURTHER ORDERED, that the precincts, voting places, registrars and judges of
election shall be as follows:

That the County Auditor and ex officio Clerk of Board of Commissioners shall cause a
Notice to be published in the Dunn Dispatch and the Daily Record at least thirty days before
said election, and thereafter twice before said election at intervals of at least one week
between publications, reading substantially as follows:

A special election will be held throughout the Dunn School District as hereinafter
defined between 6:30 a.m. and 7:30 p.m. on Tuesday, January 9, 1973, at which there will
be submitted to the qualified voters of the Dunn School District the following question.
Shall the Dunn School District supplemental tax previously voted by the
people of the Dunn School District at an election held on October 14, 1947,
be abolished, effective upon the opening for use as a school of a consol-
idated high school serving the people of said school district?
The question hereinabove set forth contains a statement of the purpose of the elec-
tion. A legal description of the area within which the election is to be held is as follows:
The boundaries of the Dunn School District being,
BEGINNING At the Johnston County line back of Bethsady
Church; then with church property to the Neighbor's
Church road; then with said road to W. M. Pleasant's
line, with said line to the Nath McLamb line to the J. H. Barefoot line, to the Fair

At said election those favoring abolishing the supplemental special school tax shall vote
a ballot on which shall be written or printed, the words "For Abolishing Local Tax ", and those
who are opposed shall vote a ballot on which shall be written or printed, the words "Against
Abolishing Local Tax ".
In all other matters not herein specified said special election shall be conducted under
laws and rules governing general election in North Carolina.

ACTION: Commissioner McLamb moved to adopt the foregoing resolution,
Commissioner Cotton seconded the move and after due time for discussion
for the question. The motion passed.

EN DORSEMENT OF
INVESTIGATOR FOR
SS Dept. Commissioner Gilbert Brown, Chairman of Social Services Board,
presented a letter that endorsed the empigment of an investigator
for the Department of Social Services, as requested, along with a
job description and salary range.
Commissioner Ray suggested that the Commissioners who were inter-
ested meet with the State Department Head for a period of dis-
cussion before taking action.
CHRISTMAS HOLIDAYS The Chairman announced that the holidays to be taken by employees,
as set forth in the pay plan would be the working day before and
the working day after Christmas Day, (22nd, 25th and 26th of
December). He also stated that payday would be December 21, 1972
and would require no official board action.

REORGANIZATION
The morning session of the regular meeting was adjourned at 11:00
a.m. and the Board retired to the Courtroom to witness and take
part in the taking of the oaths.
FOR THE RECORD, THE CHAIRMAN ORDERED THAT THE FOLLOWING RESOLUTION
BE ENTERED INTO THE MINUTES RE: INEZ HARRINGTON.
WHEREAS, for the past thirty -six years the office of the Register of Deeds
of our County has been held by the competent and gracious Inez Harrington who
will on December 4, 1972, at the close of her present term, lay down the duties
and responsibilities of her office and retire to a well earned vacation from
public office; and
WHEREAS, Mrs. Harrington was appointed Register of Deeds by the Board of
County Commissioners on March 23, 1936, upon the death of her husband Edwin
Harrington who himself was serving his third term as Register of Deeds, and
she has been re- nominated and re- elected each Primary and Election there-
after, many times without opposition either in the primary or the general
election, and when her present term expires she will have served as our
Register of Deeds 36 years, 8 months, and 11 days, which is the longest term
ever served by a Register of Deeds of Harnett County; and
WHEREAS, mrs. Harrington has greatly endeared herself to all the people of
her native County by the graciousness of her manner, her innate friendliness
towards all persons who had business in herroffice, her warm welcome and
cheerfulness shown to all who sought her services in her office, and the splendid
manner in which she ever discharged the duties of the office she has so ably
filled through more than a generation;
NOW, THEREFORE, be it resolved and declared by the Board of Commissioners
of Harnett County;
First, That the Board of Commissioners of Harnett County express to Mrs.
Inez Harrington, our gracious, charming, able, efficient and loving Register
of Deeds its deep appreciation for the more than thirty -six years of excellent
service whe had rendered the people of Harnett County and the State of North
Carolina in the office she has so noble and earnestly filled;
Second: That from and after the First Monday in December, 1972, when she
retires as Register of Deeds of her County, the Board of Commissioners of
Harnett County wishes for Mrs. Harrington many happy years of life far from
the arduous and strenous duties she has so ably performed for more than a third
of a century.
Unanimously adopted by the Board of Commissioners of Harnett County this
29th day of November, 1972.

In reference to the tax ratio, the following resolution was introduced
by Commissioner Cotton, seconded by Commissioner Brown and a unanimous
vote:

Whereas, in accordance with General Statute 105 -294, all property,
real and personal, shall as far as practicable be appraised or valued
at its true value in money, and
Whereas, the Board of County Commissioners shall select and adopt some
form percentage of the amount at which property has been appraised as
the value to be used in taxing property, and
Therefore, due notice heretofore having been given to representatives
of municipalities within the county and due considerations and
deliberations made,
BE IT RESOLVED THAT, the Board of County Commissioners do hereby
establish and adopt the assessment ratio at sixty -five (65 %) per cent
of true value for both real and personal property for the county of
Harnett for the year, 1973.
DULY ADOPTED THIS 4TH DAY OF DECEMBER, 1972.

Thomas Allen, Tax Supervisor made reference to the dates for listing
taxes. Commissioner Cotton moved that the date be set for January
2, 1973 through January 31, 1973. Commissioner Brown seconded the
motion and it passed.

ASSIGNMENT OF POLICE
CARS: Commissioner Cotton made a motion, seconded by Commissioner Brown,
that when a rural policeman is assigned to a county -owned car, his
salary will be adjusted to include $100.00 per month to be taken from
the amount of $225.00 per month presently being allowed, and to elim-
inate expense reimbursement factor. This adjustment is to take place
only when a deputy is assigned to a county owned car. The vote was
unanimous.
BRIDGE RESOLUTION
Commissioner Ray made a motion that the Board of Commissioners deem
the previous resolution to name the Erwin Bridge the James L. Norris
Bridge, null and void, Commissioner Cotton seconded the motion and
it passed unanimously.
