Commissioners met in special session Wednesday, November 29, 1972, at
the Commissioners Room, Courthouse, Lillington. Members present were
D. P. Ray, Jr., W. J. Cotton, Jr., and C. E. McLamb. Also present, H. D.
Clerk to the Board and County Attorney Edward H. McCormick.
Casey Fowler, Chairman of the Harnett County Planning Board, Roy Spainhour of Moore,
Gardner and Associates and Nassie Dorman from the Town of Coats met with the Board
to discuss the Special Water District.
The Chairman informed the group that the Eligibility Determination Form had been
submitted to the Raleigh Office.
The following resolution was adopted by the Board by a motion by Commissioner Ray,
a second by Commissioner Cotton and a unanimous vote:
"That whereas, the County of Harnett did have a Comprehensive Water and Sewer
Study made in 1969 and a Water Feasibility Study made for Harnett County in
1970 which studies indicated that development of the Cape Fear River raw water
resource was desirable and essential to the growth of Harnett County; whereas,
the studies indicated with grant assistance the project could not be construct-
ed without increasing taxes; whereas, several areas of the County wish to be
considered on a district basis for water System Feasibility with development
of the Cape Fear River as the raw water source to supply the service areas of
Town of Lillington, Buies Creek, Community - CampbellCollege, Town of Coats and
TWMx2RxRoakaxand Town of Angier; whereas, the County of Harnett wishes to pro-
ceed with preliminary planning for the Cape Fear River raw water supply and
treatment facility to adequately service the water needs of the above described
areas within Harnett County in order to best serve the interest of county
citizens; whereas, the State of North Carolina Clean Water Bond Act, set up
certain planning funds to assist in development of regional water supply plans
and whereas, the County of Harnett wishes to secure such funds as may be avail-
able, be it therefore resolved that the Chairman of the Board ofCommissioners
be and he is hereby authorized to execute application to the North Carolina State
Board of Health for such planning funds as may be available.
Be it further resolved, that the Chairman be authorized to furnish such inform-
ation and documentation to the State Board of Health and others as may be
required to secure the planning funds in order to provide the planning necessary
for the Proposed Harnett County Regional Water System."
PROPOSAL FOR ENGINEERING SERVICES
Commissioner Cotton made a motion as follows: that the Chairman be and is hereby
authorized to execute contract with Moore, Gardner & Associates, Inc., estitled
"PROPOSAL FOR ENGINEERING SERVICES" AND ENTERED into the minutes of the Board of
Commissioners being recorded in Book 13, page ga , and that the work will not com-
mence, nor will the contract become effective until such time as the Board of Com-
missioners issue, in writing, a "NOTICE TO PROCEED ". The terms of the contract
will become effective as of the date of "NOTE TO PROCEED ". Commissioner Ray sec-
onded the above motion and it passed
ADJOURNMENT
