An adjourned regular meeting of the Board of Commissioners was called;,'
into special session at 9:30 a.m. on November 20, 1972 with all membersiof
the Board in attendance. The meeting was first called to order in the
Commissioners Room, Courthouse, Lillington.
CHAIRMAN FOR
BI- CENTENNIAL The matter of the Chairman for the Bi- Centennial Committee was brought
to the attention of the Board. Commissioner Ray moved that Hewitt A.
Brown be named as Chairman of the Committee and Ted Malone be named
Co- Chairman of the Committee. Commissioner Cotton seconded the move
and it ppssed.
SPECIAL BUSINESS
SCHOOL BONDS
The Board then moved to the Superior Courtroom for the duration of the
meeting for the purpose as indicated in the redorded minutes:
ORDER AUTHORIZING
$7,000,000 SCHOOL
BUILDING BONDS
An adjourned regular meeting of the Board of Commissioners for the County of Harnett
North Carolina, was held at the Courthouse in Lillington, North Carolina, the regular place
of meeting, at 10 o'clock on November 20, 1972.
Present: Chairman M.H. Brock, and Commissioners D. P. Ray, Jr., C. E. McLamb, W. J.
Cotton, Jr., and Gilbert Brown.
Absent: None
The Chairman announced that this was the date and hour fixed by the Board for the
public hearing upon the order entitled:
"ORDER AUTHORIZING $7,000,000 SCHOOL BUILDING BONDS"
and that the Board would immediately hear any and all citizens and taxpayers who might desire
to protest against the issuance of said bonds.
No citizen or taxpayer of the County appeared, either in person or be attorney, to
protest against the issuance of any of said bonds, and the Clerk announced that no protest in
writing, signed by any citizen or taxpayer, had been presented.
Thereupon, upon motion of Commissioner W. J. Cotton, Jr., seconded by Commissioner
D. P. Ray, Jr., and carried, the order introduced and passed on first reading on November 6,
1972, entitled: "ORDER AUTHORIZING $7,000,000 SCHOOL BUILDING BONDS ", was read a second time .
and placed upon its final passage. The vote upon the final passage of said order was:
Ayes: Commissioners D. P. Ray, Jr., Gilbert Brown, C. E. McLamb, W. J. Cotton, Jr.
and Chairman M. H. Brock.
Noes: None.
The Chairman then announced that the order entitled: "ORDER AUTHORIZING $7,000,000
SCHOOL BUILDING BONDS ", had passed.
The Clerk was thereupon directed to publish said orders in the Dunn Dispatch, Harnett
County News and the Daily Record, once in each of two successive weeks, and to publish at the
foot of each of said orders the appended note as required by the County Finance Act, as amended.
Thereupon Commissioner W. J. Cotton, Jr. introduced the following resolution which
was read:
RESOLUTION CALLING A SPECIAL
BOND ELECTION
BE IT RESOLVED by the Board of Commissioners for the County of Harnett:
Section 1. A special bond election is hereby called to be held on Tuesday, January
9, 1973, between 6:30 a.m. and 7:30 p.m., at which there shall be submitted to the qualified'
voters of the County of Harnett the question contained in the Notice of Special Bond Election
set forth in Section 3 of this Resolution.
Section 2. For said election the regular registration books for elections in said
County shall be used, and the registration books, process or records shall be open for the
registration of voters and for public inspection in the manner and under the conditions and
at the times and places set forth in the notice provided for in Secion 3 of this Resolution.
Section 3. That the County Auditor and ex officio Clerk of the Board of Commission-
ers shall cause a notice to be published in the Dunn Dispatch, Harnett County News and the
Daily Record at least thirty days before said election, and thereafter twice before said election at
intervals of at least one week between publications, reading substantially as follows:
NOTICE OF SPECIAL BOND ELECTION
IN THE COUNTY OF HARNETT, NORTH CAROLINA
A special bond election will be held throughout the County of Harnett between 6:30
a.m, and 7 :30 p.m., on Tuesday, January 9, 1973, at which there will be submitted to the
qualified voters of said County the following question:
Shall an order finally passed on November 20, 1972,
authorizing the County of Harnett,
North Carolina, to contract a debt, in addition
to any and all other debt which said County may
now or hereafter have power or authority to
contract, and in evidence thereof to issue
School Building Bonds in an aggregate principal
amount not exceeding $7,000,000 for the purpose
of providing funds, with any other available
funds, for erecting additional school buildings
and other school plant facilities, remodeling, �'

enlarging and reconstructing existing school
buildings and other school plant facilities,
and acquiring necessary land and equipment there-
for, in order to provide additional school facil-
ities in the County of Harnett to maintain the
nine months' school term as required by Section 2
of Article IX of the Constitution, and authorizing
the levy and collection of a sufficient tax for
the payment of the principal of and the interest
of said bonds, be approved?
The question hereinabove set forth contains a statement of the purpose for which the
bonds are authorized by the order referred to therein.
If said bonds are issued a tax will be levied upon all taxable property in the
County of Harnett for the payment of the principal of and the interest on said bonds.
For said election the regular registration books for elections in the County of
Harnett will be used and the registration books, process or records will continue to be open
for the registration of qualified persons and the acceptance of registration applications
Monday to Friday, inclusive, between the hours of 8:30 a.m. and 5:00 p.m. at the office
of the County Board of Elections in Lillington, and written challenges may be filed each
such day. Oral challenges may be accepted by the registrar at each voting place on the
day of the election during the time the polls are open.
The registrars will not attend the voting places except on the date :of the election
The last day for new registration of those not now registered under Harnett County's
permanent registration system is Monday, December 11, 1972.
Qualified voters who have moved residence from one precinct or township to another
and have not transferred their registration should contact the County Board of Elections at
its office in Lillington, or any registrar in the County, and transfer their registration.
The last day for transferring registration is Monday, December 11, 1972.
Any qualified voter of the County who is qualified to vote by absentee ballot under
the provisions of the General Statutes of North Carolina, particularly Article 20 of Chapter
163; in a State -wide general election is authorized to vote an absentee
ballot on said bond question in accordance with said provisions of the General Statutes re-
lating to absentee voting. Any qualified voter of the County who is qualified to vote by
absentee ballot in said election maygply for an absentee ballot not earlier than forty -five
days prior to said election and not later than 5 p.m., Wednesday, January 3, 1972, at the
offices of the Harnett County Board of Elections mentioned above.
Qualified voters who are not certain whether they are registered should contact the
County Board of Elections at the office of said Board.
The registrars and judges appointed by the County Board of Elections will serve as
registrars and judges, respectively, for the election. The precincts, the names and addresses
of the registrars, the names of the judtes, and the voting places are as follows:

Thereupon, upon motion of Commissioner Cotton, seconded by Commissioner Ray, the
foregoing resolution entitled: "RESOLUTION CALLING A SPECIAL BOND ELECTION" was passed by
the following vote:
Ayes: Commissioners Ray, McLamb, Cotton, Brown.
Noes: None
