The meeting convened at 10:00 a.m. in the Commissioners' Room,
with all members present, also, H. D. Carson, Jr., Clerk to the
Board.
Regarding a request from Town of Coats, (see page 49) in the
amount of $2740. to finance a water line, difference in 6" and
8 ", as per resolution recorded in August mindOs, Commissioner
Cotton moved that because it was not the policy of the County to
participate in water lines other than for industrial sites, this
request not be allowed, and that the Board refer the matter to
the County Planning Board for their consideration in allowing the
6" water line instead of the 8" water line.
Commissioner McLamb seconded the motion and it passed unanimously.
INDEXING FOR REGISTER OF
DEEDS OFFICE
(see August minutes) The previously tabled matter regarding a new indexing system for
the Register of Deeds office was brought to the floor. Plans
were made for the Commissioners to visit the Register of Deeds
Office in Lee County to View their system of indexing. The date
was set for Wednesday, September 13, 1972. The Commissioners
planned to meet at the Courthouse at 10:00, with the exception of
Mr. Brown, wkmx and he was to meet them at the viewing site.
RICHARD WALLACE, FHA
DIRECTOR Mr. Richard Wallace, Director of Farmers Home Administration came
to the Board at their September meeting to request the County to
assume the full payment of the telephone expense in the FHA Office,
and for the installation of a second line for his department.
Commissioner McLamb moved that no action be taken regarding this
request due to the fact that the FY budget did not include an
expenditure of this sort and no provision had been made to qualify
the expense during budget preparation. He asked that Mr. Wallace
be made aware of this action so that he could make plans accord-
ingly. Commissioner Cotton seconded the motion and it passed.
RESOLUTION FROM DUNN
AREA C.OF COMM. A resolution from the Dunn Area Chamber of Commerce was read
by the members of the Board. The Chairman requested that the
reading of the resolution be noted in the minutes of Harnett County.
PURCHASE OF A DUPLICATING
MACHINE Commissioner Ray made a motion to allow the purchase of a dup-
licating machine for the Courthouse, to be housed in the Office
of the CountyAuditor, Commissioner Cotton seconded the motion and
it carried unanimously.
D. H. MATTHEWS REQUEST
FOR RELEASE -Neill Ross
Commissioner Brown moved that the request for release of penalty
re: D.H. Matthews, recorded in Sept. minutes, be denied, Commissioner
McLamb seconded the move and it passed

1TONY TUCKER, DIRECTOR
DEV. COMM. Tony Tucker, Director Harnett Development Commission, appeared
H before the Board in behalf of the 1.5 million Industrial Bend
issue brought to the attention of the Board at a meeting called
by the Development Commission. General discussion was held regard -
ing this issue. Mr. Tucker indicated intentions of appearing
before the Board again in the near future.
The Board adjourned at 11:45 a.m

COTT DATA PROCESSING COMPANY
The Board of Commissioners authorized the Chairman to sign the contracts with Cott Data
Pocessing Company, motion by Commissioner Ray, second by Commissioner McLamb and affirm'
ative vote.
GROVE FIRE DISTRICT
The Board received a petition certified by the Tax Supervisor, Thomas Allen, as bearing
15 %of the qualified voters (133) for Grove Township, requesting a Fire District.
The Board approved this petition by motion of Commissioner Cotton, second by Commission-
er Brown and a unanimous vote.
