MINUTES OF SPECIAL MEETING OF APRIL 18, 1972..
A call meeting of the Board of Commissioners was held on Tuesday, April 18, 1972,
7:30 p.m. in the Commissioners Room, Courthouse, Lillington, North Carolina. All
members of the Board were present, also, Thomas Allen, Tax Supervisor and H. D.
Carson, Jr., Clerk to the Board.
Chairman Brock called the meeting to order at 7:30 p.m. and told the Board that the
purpose of the special meeting was to discuss property values to determine if the
Board was interested in making any changes or modifications.
NEW APPRAISAL VALUES
After considerable discussion, Commissioner Cotton made a motion
that the values of the new appraisal be accepted and used with-
out change or modification. Commissioner McLamb seconded the
motion and it carried unanimously.
PRE PAYMENT
DISCOUNTS Commissioner McLamb brought the matter of tax discounts allowed
for pre payment of taxes on the floor for further discussion.
After some discussion, Commissioner McLamb made a motion that
the action taken regarding the discount on tax payments, recorded
in Minute. Book 13, page 13, under heading "Tax Discounts ", same
becoming official at a special meeting of the Board of Commiss-
ioners held on April 12, 1972, be repealed.
Commissioner Ray seconded the motion and upon its being put to
a vote, Commissioners Ray, McLamb and Brock voted affirmatively
and Commissioners Cotton and Brown abstained.
RESOLUTION PROVIDING FOR
DISCOUNTS. The following resolution was adopted by a motion by Commissioner
McLamb, a second by Commissioner Ray and an affirmative vote by
Commissioners Ray, McLamb and Brock. Commissioners Brown and
Cotton abstained:
HARNETT COUNTY NORTH CAROLINA RESOLUTION
THAT WHEREAS, N.C.G.S. 105 -360 (c) enables the
County Commissioners to specify the amount of discount
and establish a schedule of the same to be applied to
taxes paid prior to September 1, of each fiscal year;
and
WHEREAS, this resolution may be adopted prior to
May 1 of the first year to which this applies; and
WHEREAS, this resolution must be sent to the
State Board of Assessment for approval; and
WHEREAS, said schedule, if approved by the State
Board of Assessment, must be published at least once
in some newspaper haveing general circulation in the
county; and
WHEREAS, said resolution, once adopted and approved
by the State Board of Assessment, shall continue in
effect until repealed.
NOW, THEREFORE BE IT RESOLVED. THAT:
(1) A prepayment discount of 2% shall be allowed
to any tax payer who shall prepay his county taxes
during the month of August, before the same becomes
due on September 1, of the fiscal year.
(2) A copy of this resolution shall be sent to the
State Board of Assessment for approval.
(3) If approved, said discount schedule hereinabove
enacted, shall be published at least once in some
newspaper having general circulation in the county,
and a copy of such approval shall be duly recorded
in these minutes.

adopted by your Board of Commissioners for 1972 and subsequent years
providing for a 2% discount on taxes paid during August. This schedule
will remain in effect until it is repealed by the Board of Commissioners.
The schedule must be published at least once in a newspaper having
general circulation in your county.
