!CALL TO ORDER Chairman Brock called the meeting to order at 9:00 a.m. with the foll-
owing present: M. H. Brock, D. P. Ray, Jr., D. E. McLamb, W. J. Cottn,
jr., Gilbert Brown., County Attorney Edward H. McCormick and the C10-k,
H. D. Carson, Jr.
'MORNING PRAYER
Rev. John Foy of Cameron Hill Presbyterian Church offered the morning
prayer.
MINUTES The minutes from the February meeting were read and approved.
ORDER OF BUSINESS
OPPOSING SHOWS IN
JNO. AREA Rev. John Foy, Rev. Furman Matthews and Rev. James A. Brown, along
with delegates from each of their churches, appeared before the Board
and presented the following written opposition: same supported by
Rev. Matthews, Rev. Brown and their delegates.
Cameron Hill Presbyterian Church
March 4, 1972
We, the Session of Cameron Hill Presbyterian Church strongly oppose
the "girlie" show sponsored by the Spout Springs Fire Department on
Highway 87. We believe this operation to be a public nuisance
destroying the moral fiber and Christian commitment of the citizens
of our community. Therefore we ask that this operation be closed
and no further license be granted!

After a lengthy discussion, centered around the above topic, the
Board adopted the following resolution by a motion by Commissioner
Cotton, a second by Commissioners Ray and Brown and a unanimous vote.
THAT, WHEREAS, several interested citizens of the Spout Springs
Community appeared before the Board to lodge their disapproval of
the so- called "carnivals" which have been sponsored by the Spout
Springs Fire Department; and
WHEREAS, it was brought to the attention of the Board that
these so- called "carnivals" involve almost entirely "girlie shows"
and games of chance activities and gambling, that these carnivals
have caused the Sheriff's Department considerable time and effort
in furnishing deputy personnel in handling the many problems which
arise during the operation of these carnivals; and
WHEREAS, it appears to the Board that these so- called carnivals
are a nuisance to the citizens living in the communities wherein
these carnivals operate and to the entire county.
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
1. That the Harnett County Tax Collector be and he is directed .
to refuse to issue for a period of 60 days, any further license to
a carnival or any type show which involves any amusement involving
"girlie shows" or any type of display of the human body for enter-
tainment, or any amusement which involves gambling activities or
games of chance.
2. That the Harnett County Attorney be and he is directed
to report to the Board the applicable state law and any possible
ordinance which the Board may consider concerning the problem.
The Chairman requested that a copy of the foregoing action be mailed
to the parties appearing before the Board, the Tax Collector and
the Harnett County Sheriff's Department.

President of the Bank of North Carolina, Barry Parker from the
News F, Observer, Ted Malone of the Harnett County News and Mrs.
Luci Uzzle of the Raleigh Times.
DISTRICT ENGINEER
DONALD COOPER ®onald Cooper, District Engineer of the Highway Commission, came
to the meeting. The Board was at liberty to ask questions of Mr.
Cooper.
ROAD PETITIONS The following road petitions were introduced:

Johnsonville Township , #1155, request for black topping, 1.3 miles,
33 homes.
Upper Little River Township, .7 mile, 4 homes, request for straighte
ing the road.
Commissioner Cotton moved to approve the road petitions, Commission
er Brown seconded the move and it carried.
PROBLEMS WITH DEVELOPERS
-
OF HOMES
A problem was brought to the attention of the Commissioners; that
of various developers in the couny beginning housing areas, and
promising the tenants or owners that the roads would be paved by
the county and state
Commissioner Cotton suggested that the problems be brought up at
their next meeting with the Planning Board, with the possibility
of their handling the problems by the establishment of an ordinance
to control the matter.

W. Earl Jones, Tax.Collector, presented the report of his departmen

J. A. Senter, speaking for the Supervisors of the Soil Conservation
Department, invtied the Board, Attorney, Clerk and the Secretary
to a supper on April 4, 1972, to -be held in the -Sothl Conservation
Office.
THOMAS, ALLEN
Thomas Allen, Tax Supervisor, reported to the Board the activities
and progress of the revaluation program.

Luby Bell, sitting in on the Board meeting, complimented Mr. Jones
and Mr. Allen for the efficient handling of the duties and res-
ponsibilities of their offices.
DOUGALD MCRAE
BD. OF ELECTIONS
Dougald McRae, Chairman of the Board of Elections informed the Board
of his need for ballot boxes and of his plans to register 18 year
olds in the schools of the county. And for the benefit of new-
comers to the county, the books of each precinct are to be held
open in each precinct for registration on March 10, and for an
additional _Saturday'if deemed necessary.

Mr. Woodall informed the Board that plans were being made to begin
additional tax suits.
COUNTY SALE
The Chairman informed the Board that the County will be holding
a sale on March 18, 1972, at the Courthouse, and that two 1970 cars
were, among the items to be auctioned.
APRIL MEETING
By common consent, the Board agreed to hold the April meeting on
Tuesday, April 4, 1972, inorder to observe Monday April 3, 1972,
as Easter Monday and a legal holiday., The Chairman order that
proper notification be made of this action.
DISTRICT SIX
MEETING
The Chairman announced that the District Six meeting of the N.C.
Association of County Commissioners would be held March 8,'72,
9:30 a.m., in the Public Library, Lumberton, N. C. and that the
Robeson County Board had invited all from Harnett County to lunch
with them on that date.
The authority to vote in the business affairs of this meeting was
granted to M. H. Brock, by a nomination of Commissioner :Ray , a
second by Commissioner Cotton and a unanimous vote.
ADJOURNMENT
The meeting adjourned at 11:00 a.m. and the Commissioners were in-
vited to lunch at the home of F. C. Hubbard, Former Director of th
Department of Social Services and presently employed b`y the State
Commission for the. Blind.
