MINUTES READ
PROPOSAL FOR
CABLEVISION
The Harnett County Board of Commissioners met in regular session
on Tuesday, April 21, 1981, in the Commissioners Room, County
Office Building, Lillington, North Carolina, with the following
members present: Lloyd G. Stewart, M. H. Brock, Bill Shaw,
Rudy Collins and Chairman Jesse Alphin presiding. H. D. Carson,
Clerk to the Board, and Edward H. McCormick, County Attorney, were
also present.
Chairman Jesse Alphin called the meeting to order at 7 :38 p.m.
Commissioner Rudy Collins led the evening prayer.
The minutes from the Harnett County Board of Commissioners meeting
of April 6, 1981, were approved as read.
Glenn Johnson, Attorney, representing Future Cablevision appeared
before the Board and presented a proposal for Future Cable Con -
tractors, Inc., of Miami, Florida, to construct a first class Cabl•
Television System providing services to the residents of L TIington
Coats, Angier, Erwin, and certain unincorporated sections of Harne
County. Following a discussion of this proposal, Commissioner Sha
made a motion that a committee consisting of the Harnett County
Board of Commissioners and a representative from the municipalitie
of Lillington, Coats, Angier, and Erwin be and they are hereby
appointed to study this proposal and bring a recommendation back t
the Commissioners at their next meeting which will be May 4.
Commissioner Brock seconded the motion and it carried.

ABANDONMENT OF SR M. H. Brock, County Manager, informed the Board that the County
1710 had been petitioned by Vernie T. and Aneria H. Lee to abandon SR
1710 from the State Maintained System. Mr. Brock explained that `a
portion of this road was in Johnston County and a portion of it in
Harnett County. Mr. Brock continued to state that the Lees, who
are the only property owners on SR 1710, had asked both counties
to abandon the road, and Johnston County at its meeting of April 6,
1981, had approved a motion to request the N.C. Department of
Transportation to abandon SR 1366 from the state system.
Commissioner Brock made a motion that the N.C. Department of Tran
portation be requested to abandon SR 1710 from the State Maintains
System. Commissioner Collins seconded the motion which was
carried by a unanimous vote.
FOX LAWS David H. Hall, a member of the North Carolina Wildlife Federation,
appeared before the Board and requested that the Harnett County
Board of Commissioners adopt a resolution recommending to the
Harnett County Legislature Delegation of the 1981 North Carolina
General Assembly that the fox be managed,. by the North Carolina
Wildlife Resources Commission in pursuant to G. 5. 113 -291.4 and
that legislation be enacted to enable the North Carolina Wildlife
Resources to manage the fox in accordance with sound biological
principles. Mr. Hall explained that the Wildlife Resources Com-
mission manages all the wildlife except the fox, and he felt that
the Commission has the expertise to manage the fox and should be
authorized to do so.

Mr. Kenneth McLamb, a fox hunter from the Coats area, appeared be-
fore the Board and stated that he was opposed to legislation being
enacted to enable the N.C. Wildlife Resources to manage the fox.
Mr. Roger Taylor appeared before the Board and stated that he felt
the Wildlife Commission should control the fox.
SHERIFF BUDGET FOR Sheriff Lewis Rosser appeared before the Board and presented a
F.Y. 1981 -82 copy of his proposed budget for the F. Y. 1981 -82 to the Commis-
sioners for their review and consideration.
ADJOURNMENT There being no further business, the Harnett County Board of
Commissioners duly adjourned at 9:48 p.m.
