HARNETT COUNTY BOARD OF COMMISSIONERS MEETING, MARCH 2, 1981
The Harnett County Board of Commissioners met in regular
session on Monday, March 2, 1981, in the Commissioners Room,
County Office Building, Lillington, North Carolina, with
the following members present: Lloyd G. Stewart, Bill Shaw,
M. H. Brock., and Chairman Jesse Alphin presiding.
Commissioner Rudy Collins was absent. Edward H. McCormick,
County Attorney, and Vanessa Young, Assistant Clerk to the
Board, were also present.

Commissioner Shaw moved the appointment of IIs. Nancy Ennis
to the Harnett County Task Force; Commissioner Stewart
seconded the motion, and the issue carried with a unanimous
vote.
APPLICATION FOR CBA Mr. Fletcher Hubbard, Chairman of the Harnett County
FUND FOR SPECIALIZED Juvenile Task Force, appeared before the Board and explained

submission of an application for CBA money to fund the
school attendance counselor's program. Mr. Hubbard informed
the Board that this application was not accepted at the Statc
level. Mr. Hubbard recommended on behalf of the Harnett
County Juvenile Task Force that an application be submitted
for CBA monies in the amount of $13,704, for the Specialized
Foster Care Program. Commissioner Brock made a motion that
an application be submitted for CBA monies in the amount
of $13,704 to fund the Specialized Foster Care Program.
Commissioner Stewart seconded the motion and it carried.
MUTUAL ASSISTANCE Larry Knott, Operations Officer with the Harnett County

AGENCIES assistance with other law enforcement agencies:
WHEREAS, pursuant to statutory amendments adopted by the 1977
General Assembly of North Carolina, the governing body of a city or
county may adopt appropriate guidelines for the purpose of mutual
assistance with other municipal and county law enforcement agencies,
such authority being codified as Chapter 160A, Section 288, of the
General Statutes of North Carolina; and >

WHEREAS, pursuant to said law, the law enforcement assistance to be
rendered authorizes lending officers to work temporarily with officers of the
requesting agencies, including in an undercover capacity, and lending equipment
and supplies; and
WHEREAS, it is deemed in the best interest of the County to adopt a
reasonable policy and guidelines whereby reciprocal law enforcement assistance
can be both rendered to and obtained from other governmental jurisdictions; and
WHEREAS, such reciprocal assistance is necessary for effective law
enforcement for the protection of the citizens of Harnett County;
NOW, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMISS
THAT:
Section 1. The Sheriff of Harnett County is hereby authorized to enter
into mutual assistance arrangements with other municipal and county law
enforcement agencies, provided that the head of the requesting law enforcement
agency make such a request in writing.
Section 2. The Sheriff is hereby authorized to permit officers of the
Harnett County Sheriff's Department to work temporarily with officers of the
requesting agencies including in an undercover capacity and may lend equipment
and supplies.
Section 3. While working with the requesting agency, a Deputy Sheriff
shall have the same jurisdiction, powers, rights, privileges, and immunities
as an officer of the requesting agency.
Section 4. While working with the Harnett County Sheriff's Department
pursuant to a written request, an officer of the responding agency shall
have the same jurisdiction, powers, rights, privileges, and immunities as a
Deputy Sheriff.
Section 5. The Sheriff is hereby authorized to enter into mutual assis-
tance agreements with other law enforcement agencies in accordance with such
reasonable arrangements, terms and conditions as may be agreed upon between
the respective heads of the law enforcement agencies.
ACTION Commissioner Bill Shaw moved for the adoption of the foregoing
%W resolution. Commissioner Lloyd G. Stewart seconded the motion;
and, upon vote, the same was unanimously adopted. This the 2nd

SHERIFF'S REPORT Bill Strickland, Chief Detective with the Harnett Countv Sheriff's
Department, appeared before the Board and presented a report on
the major crimes for the month of February, 1981.
BUDGET AMENDMENT Commissioner Brock made a motion that Code 10- 510 -74, Capital
SHERIFF Outlay, be increased by $1,000 reflecting a contribution made to
the Sheriff's Department. Commissioner Stewart seconded the
motion and it carried.
TAX SUPERVISOR'S Thomas Allen, Tax Supervisor, appeared before the Board and
REPORT requested the following releases and refunds:
1. Release to Ester Black, Upper Little River Township, in the
amount of $66.75, exemption for the elderly with limited
income.
2. Release to Nora J. Flowers, Averasboro Township, in the
amount of $60.22, exemption for the elderly with limited
income.
3. Release to Hattie Hicks Poole, Upper Little Township, in the
amount of $51.09, exemption for the elderly with limited
income.
4. Refund to Dorese and Eunice Matthews, Neils Creek Township,
in the amount of $18.07; a 1972 Chevrolet was incorrectly
priced.
5. Refund to Jewel S. Geesin, Averasboro Township, in the amount
of $35.52, a lot was incorrectly transferred to Ms. Geesin.
6. Refund to Ruby Thorton, Averasboro Township, in the amount
of $71.25, exemption under G. S. 105 -277.1 for disabled
persons.
7. Refund to Atlas F. Thomas, Barbecue Township, in the amount
of $44.83, land was erroneously charged to Spout Springs Fire
District.

8. Refund to D. L. Peterson Trust, c/o W. R. Grace, Black

TERMINAL BUILDING M. H. Brock,County Manager, informed the Commissioners that on
BIDS February 25,1981, the Board received and opened bids for the
Airport Terminal Building. Mr. Brock stated that the Airport
Commission, Building Committee, and Ery Dehn, Project Engineer
with Talbert, Cox & Associates, had studied the bids and recom-
mended that the bids be awarded to the low bidders with an option
to negotiate downward. Commissioner Brock made a motion that
the General construction and Alternate G -1 (AVGAS Fueling Facili-
ties) contracts be awarded to low bidder -- Carolina B & M Construc-
tion, Charlotte, North Carolina, in the amount of $106,805; the
electrical and Alternate E -1 (Non - Directional Radio Beacon) con-
tracts be awarded to the low bidder -- Rockwell Radio and Electric
Company, Rockwell, North Carolina, in the amount of $23,200;
the HVAC contract be awarded to the the low bidder -- Cooper Oil
Company, Inc., Sanford, North Carolina, in the amount of
$8,850; and the plumbing contract be awarded to the low bidder--
Acme__ Plumbing and Heating, Durham, North Carolina, in the
amount of $16,470; and that the Building Committee and the
Airport Commission be authorized to negotiate downward with the
low bidders on each of the contracts. Commissioner Stewart
seconded the motion and it carried.

to study this request and report their recommendation back to
the Board. Commissioner Brock seconded the motion and the issue
carried.
