HomeMy WebLinkAbout12151980Harnett County Board Of Commissioners Meeting, December 15, 1980 trr The Harnett County Board of Commissioners met in regular session on Monday December 15, 1980, in the Commissioners Room, County Office Building, Lillington, North Carolina, with the following members present: M. H. Brock, Bill Shaw, Rudy Collins, Lloyd G. Stewart, and Chairman Jesse Alphin presiding. CALLED TO ORDER Chairman Jesse Alphin called the meeting to order at 7:30 p.m. PRAYER Commissioner Bill Shaw led the evening prayer. MINUTES APPROVED The minutes from the Harnett County Board of Commissioners meet- ing of December 1, 1980, were approved as read. $210,000 APPROPRIATED Alton Gray, Superintendent of the Harnett County Board of TO BOARD OF EDUCATION Education, appeared before the Board and requested that the FOR AREA III SCHOOL Board of Commissioners appropriate $210,000 for the architectural fees, surveying, and soil testing of the Area III school. Commissioner Brock made a motion that the County appropriate $210,000 for the architectural fees, surveying, and soil testing of the Area III school and site. Commissioner Collins seconded the motion and the issue carried. SCHOOLS ATHLETIC PROGRAMS BUDGET AMENDMENT RESCUE SQUADS READER - PRINTER FOR LIBRARY BUDGET AMENDMENT LIBRARY Commissioner Brock informed Mr. Gray that when the 1980 -81 Board of Education budget was approved by the Board of Commissioners, the Commissioners requested that additional consideration be given to the school athletic programs. Mr. Brock continued to explain that various persons had approached him and expressed their concern about the indebtedness incurred by the schools athletic programs. Mr. Brock asked Mr. Gray if the Board of Education could increase the appropriations to the schools for the athletic programs to help alleviate this indebtedness. Mr. Gray stated that he would review the budget after February28, 1980, to see if the Board of Education would have any surplus funds they could allocate to the athletic programs. Mr. Gray continued to state that he would convey the Board of Commission- ers' request and sentiments regarding this matter to the Board of Education. Commissioner Brock made a motion that Rescue Squads, Code 10 -690- 99, be increased from $30,000, so the County would have suffi- cient funds to contribute $5,000 to each of the seven rescue squads. Commissioner Stewart seconded the motion and the issue carried. Margaret Randall, Harnett County Librarian, appeared before the Commissioners and informed them that she had - -as requested at the Board of Commissioners meeting of December 1, 1980-- inves- tigated the possibilities of purchasing a reader - printer for the library. Mrs. Randall continued to explain that she reported her findings to a committee consisting of CommissionersM. H. Brock and Rudy Collins and that this committee felt that the County could not afford to purchase a reader - printer at this time. Margaret Randall, Harnett County Librarian, requested that the library budget, Code 10- 630 -74, Capital Outlay, be amended by $6,912. Commissioner Collins made a motion that 1) Code 10 -630 74, Capital Outlay be amended by $6,912; 2) $912 remain in Capital Outlay, and 3) $6,000 be transferred to the Library Building Capital Reserve Fund. Commissioner Stewart seconded the motion and the issue carried. PROGRESS REPORT Jerry Bullock, Director of Community Development, appeared before INSPECTION DEPARTMENT the Board and presented a progress report on the Harnett County Inspection Department. TOWN OF ERWIN INCLUD- Mr. Jerry Bullock, Director of Community Development, appeared ED WITH COUNTY before the Board and presented the following letter from the Town INSPECTION SYSTEM of Erwin to the Board: "Harnett County Board of Commissioners County Office Building Lillington, NC 27546 Gentlemen: 0 LIST TAKER APPOINTED APPOINTMENT TO SOCIAL SERVICE BOARD - -JESSE ALPHIN STATEMENT OF INVEST- MENTS REPORT ADJOURNMENT Please accept this'letter as verification that the Town of Erwin desires that the Harnett County Building Inspection Department make all Building, Insulation, Plumbing, Mechanical and Electri- cal Inspections Effective January 1, 1981. We are most appreciative of your efforts on behalf of our commun- ity in making Harnett County a better place to live. Sincerely, Fred L. Jones Town Manager" Commissioner Brock recommended that the Board accept the requests from the municipalities who wish to incorporate with the County Inspection System. Commissioner Stewart made a motion that the County accept the aforementioned request from the Town of Erwin. Commissioner Collins seconded the motion and the issue carried. Commissioner Stewart made a motion that Debra W. McNeill be appointed to serve as List Taker for Upper Little River Township. Commissioner Collins seconded the motion and the issue carried. Commissioner Brock made a motion that Jesse Alphin be appointed to serve on the Social Service Board for a three -year term, re- troactive.to July 1, 1980, Commissioner Stewart seconded the . motion and the issue carried. M. H. Brock, County Manager, filed a copy of the statement of Investments Report for period ending November 30, 1980, with the Board.
