URPLUS PROPERTY
The Harnett County Board of Commissioners met in regular session on Tuesday,
September 2, 1980, in the Commissioners Room, County Office Building, Lillington
North Carolina, with the following members present: M. H. Brock, Bill Shaw,
and Chairman Jesse Alphin presiding. Vanessa Young, Assistant Clerk to the
Board, and Edward H. McCoamick, County Attorney, were also present. Commis-
sioners Rudy Collins and Lloyd G. Stewart were absent.
Chairman Jesse Alphin called the meeting to order at 9:15 a.m.
Commissioner Jack Brock led the morning prayer.
The minutes from the Harnett County Board of Commissioners meeting of: August 18,
1980, were approved as read.
Don Dupree, District Engineer with the N.C.Department dETransportation,
appeared before the Board to discuss road matters and situations in Harnett
County. Mr. Dupree informed the Commissioners that he had received notifica-
tion from the residents of Manor Hills Subdivision, whose properties join
S.R. 1309 (Manor Hill Road) and S.R. 1308 (Thames Avenue), that they had
deposited $7,112 with Mid -South Bank to be used as supplemental funds for
the paving of these streets. Mr. Dupree informed the Commissioners that the
State had obligated all of this year's supplementary funds, which are used
for property owner participation, and would not have any state money available
for this project until next year. The only suggestion Mr. Dupree had to offer
the Board was that the Commissioners use the money appropriated for the
12 -6567 projects (the grade, drain, and stablization of soil roads) to pave
these streets in Manor Hills. It was the decision of the Board to wait until
a later date to act on this matter.
Commissioner Shaw made a motion that the Board adopt the following resolution
concerning the sale of surplus property. Commissioner Brock seconded the
motion and the issue carried.
THAT, WHEREAS, the property described below has a value less than
$5,000; and
WHEREAS, G. S. 153A -176 and G. S. 160A -270 (b) permits the sale of personal
property at public auction upon expiration of ten days after publication of
the resolution authorizing the sale.

The County of Harnett Reserves the Right to Reject any and all Bids
D. Done this Second Day of September, Nineteen Hundred and Eighty
At the August 4, 1980, meeting of the Harnett County Board of Commissioners, Mrs. Helen
Crews, Director of the Hanrett County Department of Social Services, appeared before
the Board and explained the concept of permanency planning. It was the decision of the
Board at this date to table any action on this matter. Mrs. Crews reappeared before
the Board of Commissioners and reiterated the concepts of a permanency planning program
in Harnett County. Mrs. Crews requested that the Harnett County Board of Commissioners
amend the Social Services budget by $14,000 for the implementation of this program and
to employ a permanent full time worker. Commissioner Brock made a motion that the
Department of Social Services apply for the $6,420 Title IV -B funds earmarked for
Harnett County by the Department of Human Resources for the implementation of this
program. Commissioner Shaw seconded the motion and the issue carried.
CHARGE TO The Harnett County Board of Commissioners charged the Tax Collector with the following

You are hereby authorized, empowered, and commanded to collect the taxes set forth
in the tax records filed in the office of the Tax Supervisor and in the Tax Receipts
herewith delivered to you, in the amounts and from the taxpayers likewise therein
set forth. Such taxes are hereby declared to be a first lien upon all real property
of the respective taxpayers in the County of Harnett, and this order shall be a full
and sufficient authority to direct, require, and enable you to levy on and sell any
real or personal property of such taxpayers, for and on account thereof, in accordance
with law.

TAX COLLECTOR Earl Jones, Tax Collector, appeared before the Board and reported on the activities
REPORT of his department for the month of August, 1980, and his plans for the month of
September, 1980.
TAX SUPER- Thomas Allen, Tax Supervisor, appeared before the Board and requested a release for
VISOR the following senior citizens and disabled persons:
1. Mrs. Maude Whittenton in the amount of $71.25, exemption for senior citizens with
limited income
2. Ms. Bessie Wilson McCray, in the amount of $49.30, exemption for senior citizens
with limited income
3. Mrs. A. N. Hudson, in the amount of $69.37, exemption for senior citizens with

ACTION Commissioner Shaw made a motion that the Board approve the above releases,
Commissioner Brock seconded the motion and the issue carried.

ATTORNEY'S REPORT
Thomas Allen, Tax Supervisor, requested a release for Ms. Elizabeth Weaver
McLamb. Mr. Allen informed the Commissioners that-Ms. McLamb is in a rest
home and is unable to look after her own personal business; therefore,
Attorney Tilghman had been appointed to look after her affairs. Mr. Tilghman
contacted Mr. Allen and informed him that he had not listed Ms. McLamb's
property because he did not realize that she owned any. Commissioner Brock
made a motion that Ms. McLambe be released of this penalty in the amount
of $41.21. Commissioner Shaw seconded the motion and the issue carried.
Commissioner Brock made a motion that Romar Mattress Co., Inc., be released
of a penalty in the amount of $627.72. Commissioner Shaw seconded the motion
and the issue carried.

Buildings & Grounds Commissioner Bill Shaw presented a progress report on the buildings and
grounds committee and informed the Commissioners that the Nobles property
which had recently been purchased by the County would be utilized by the
Department of Social Services
